A small MUGEN history thing I learned last year, in 2001 someone created a website focused around their version of Hotaru Futaba from Garou: Mark of the Wolves called "Hotaryun".
The site featured shots of her in action, showing she had moves and references to other games and anime.
Naturally, people thought this was interesting especially in 2001 and it seems pretty cool even now.
To download the character, you need password and the hints for this password are apparently on the homepage.
If you figured out the password and downloaded the zip file, you would find out that you need another password to open it.
No one knows what the password is so no one has the character.
It's generally agreed that the character isn't real.
Someone even made a version of Hotaru called "Zero Hotaru" which is an attempt at creating some parts of Hotaryun from the screenshots but it doesn't have too much going on.
It was an elaborate troll, as they say.
