I'm rewatching late season 3 episodes of "Gotham" to refresh my memory on some of that crazy shit (there's so much, it can be hard to keep track) and I was just reminded that the blimp incident in 4.18 was not the first time that Jim trusted Oswald to help him save a whole bunch of people -- specifically from an aerosolized weapon to make everyone crazy, oddly enough. He also did that in 3.18, when the Court of Owls was going to let him watch them test the weaponized Alice Tetch virus on a couple hundred people at a party, and they took his regular phone but he still had the burner phone that Oswald had given him with only his number in it, so he called Oswald and loudly dropped key information while pretending to talk to the guard in the room with him. In that case he was trusting Oswald's motivation to track down Ed, who he knew had been taken by the Court; but all he actually said was that there was a bomb and where it was. And sure enough, Oswald came to the rescue.
