Detective Kirby:
At the exit of the Alivel Mall I finally found a version of this desserts poster that was large enough and dark enough (SO BRIGHT and PASTEL OMG) that decoding it seemed a reasonable task.
I transferred the image to my phone to make it even darker. This poster frickin glows.
The top word ended in "eets." SWEETS!
The second word was harder to make out and I stared at it a long time. There was an "es" near the beginning and an "al" at the end. I just had to fill in the blanks. Then I realized--FESTIVAL!
I was looking at an advertisement for a Sweets Festival!
This translation was more exciting than the the other signs I have worked with at the mall thus far. This is an advertisement for an event that was to happen AFTER the whole land was abandoned.
The numbers below were not PRICES for ice cream but DATES for a festival!
Decoding the dates took me a bit longer to do. Doing so led me to reconsider my earlier conclusion about the number 5. The rune that looks like a "2" on this poster does not match any other rune deciphered thus far.
You may recall that I believed I had discovered the #5 on a box at the speedway many days ago. It certainly LOOKED like a 5. Later I saw a similar rune at the Beast Pack's Final Stand and Lab Discovera. I assumed it was the same and so translated it in both instances as 5. Soon after I was corrected by @elemom that what I was looking at was really a 2!
Until now I was still confident that the number seen at the speedway was still a 5--it looked slightly different. Now I believe it was just made with another font and indeed a "2!" The box at the speedway says 32, not 35.
I said all of that to say that now I think I have found the ACTUAL rune for #5. Big surprise--it looks like a 2! This is more logical than to say that the second set of numbers on this poster are upside down and flipped when all of the other writing on the poster is right side up--the only other way to make it state 5/5.
I've determined these to be the dates:
4/29 (The 4 is obscured. I've deduced it from my confidence that the next dates are in May.)

April 29th-May 5th
I know that spring is a time for festivals so I googled these dates to see if they are celebrated in Japan.
They are!
This range of dates in Japan is known as "Golden Week."

Given the evidence, I believe the dates 4/29-5/5 are correct, and that the Exodus to another world(s) occurred in a period before these dates, thus the poster has not been removed.

Got another gouache painting for you all. The original version of this painting by the mighty Paul Dainton and is one of my all time favourite 40k illustrations and thought it would be a great picture to practice studying.
