There was no reason for the scientists to teach HAL to sing. Knowing that song doesn't help him in any way run the ship. The scientist who taught him the song did it out of love, like a parent teaches a lullaby to a child.
HAL was loved and could love others, but the government didn't care and ruined him for their own gain.
