Reasons why Halloweentown II is a genuinely wonderful movie:
They tell you who the villain is RIGHT AWAY, before they even introduce him, so the whole movie you're tense every time he's on screen
It's genuinely creative! Aside from the premise of the Gray Spell/Creature Spell itself, which is pretty cool, they do a lot to keep you invested in the narrative, rooting for their success. The running theme of using creative ways to break out of spells like time travel to get out of being stuck “inside,” or stumbling into saying something backwards, the subplot around the mum's mask/frog date
I also love how they give Marnie avenues to get what she needs, and then take them away! She gets to go to Gort’s to look for Aggie’s spell book, but Gort’s is empty. She gets to go back in time to look for the book in the past, but finds out it was already sold before that. She gets to figure out how to reverse the Gray Spell and open the portal, but it closes! It is genuinely difficult for Marnie the whole time, so the resolution feels well-earned. And you get a sense for how inventive Marnie is with magic, which is why the idea of her being so powerful also feels well-earned
I fucking love how spooky the Creature Spells looks when it happens!! Gives me the heebie jeebies in the same way as Don't Look Under the Bed
I love that there's genuine character/plot progression that affects future movies/the universe they're in! The portal the Cromwells make not only reconfigures their whole universe set-up, but also invites the premise of Halloweentown III
On that note, I love that every movie brings Dylan closer to magic! He is very skeptical in the first movie and at the very end has a magical moment, and in this one he believes in his sisters enough to get on a broom with Sophie, he actively helps to create the portal spell AND reverses the spell on Benny at the end
On that note, Luke, who asks him to do that, is a delight the whole time. He encourages Marnie, figures out the Gray Spell, and participates in the portal spell regardless of being a warlock. I love him 
I love how both Kal and Marnie are breaking the established conventions of magic in their own ways (Kal interfering with other people’s magic, Marnie interfering with how Halloweentown connects with the human world), but Kal is doing it to be divisive, while Marnie is doing it to unify the two worlds 
Now, the actors for Marnie and Kal, Kimberly J. Brown and Daniel Kountz are engaged. So they got something out of the movie too!

This costume was first created for Kathy Najimy as Mary Sanderson in the 1993 film Hocus Pocus.  It was used again in the final scene of the 2001 Halloweentown II: Kalabar’s Revenge, where it was worn by an extra. It is covered by a cape, so it is difficult to see if the original skirt and shirt were used or not, but the bodice certainly has been.  Sarah and Winifred’s costumes can also be spotted in this scene, which you can read about here and here.
