People (including me) emphasize Hibari's distaste for crowding but completely forget that, in the chapter/episode he was introduced in, Hibari participated in a conference with other committee leaders about the room assignments for their respective committees.

This implies that Hibari doesn't mind "crowding" so long as it serves a logical purpose to him, such as reinforcing the discipline of Namimori Middle School. He also never goes against any club gatherings (i.e. Baseball club, boxing club) or school sport events (i.e. volleyball tournament, sports festival), merely ensuring that everyone follows the rules.

However, if members who serve no purpose gather together, it sets him off. Which is why it's emphasized that, when the plant life committee contradicted Hibari's disciplinary committee's assigned room, his problem wasn't that they voiced their opposition to him but that they gathered an unnecessary number of members to do it.

Personally, I read this as Hibari disliking how, when alone, such people would have little to no confidence in confronting him, but suddenly when they group together, they think they're stronger than him? It may be the implied insult to Hibari's strength that gets to him.

This is also supported by his statement that, "The weaker you are, the more you want to be part of a group." Although this is probably obvious, I still want to point out that this implies that Hibari's distaste for crowds stems from his distaste of weakness (in general). He doesn't really mind if strong people gather together because, for him, it's probably just free real estate (i.e. more people to fight).

Hibari's character song, "Akashi", also emphasizes his belief in how the weak will die until only the strong remain, and the continued existence of strong people is his unerring proof.

“Hm,” says Reborn’s newest student. “No thanks. That sounds like a whole lot of work.” And then, without waiting for a response, Tsuna drops back down in his bed and curls up, falling asleep in moments. Reborn is so stunned by the audacity that he almost doesn’t notice the window opening—almost, but he is the World’s Greatest Hitman, despite the fact that Tsuna doesn’t seem to understand what that means.

He watches as a young boy climbs in through the window and leans over his student with a scowl, completely ignoring his presence. He’d be offended if it wasn’t interesting. He didn’t know that Hibari Kyouya was familiar enough with Tsuna to show up in his house.

“Oi,” Hibari says, scowling. Tsuna doesn’t stir. Reborn will have to train him out of that. “Oi,” he repeats and kicks the side of the bed, jostling him awake.

Tsuna squints up at him, bleary-eyed. “Oh,” he mumbles. “That’s not good.”

“Herbivore, I’ll bite you to death for this,” Hibari threatens. Instead of running, Tsuna scurries under his blanket and pulls it over his head, as though that will protect him from the way Hibari starts to bristle.

“If you ‘bite’ him, you won’t make it in time for school,” Reborn points out. He doesn’t actually care if Tsuna gets hurt—it’ll be a good lesson for him, and hopefully get him to stop trying to melt into a blob—but school is important.

Hibari narrows his eyes at him, then huffs. “After school.” Then, in a move that appears far too practiced, he wraps Tsuna’s blanket around him and heaves him over his shoulder, making his way back to the window. From inside the blanket cocoon, Tsuna makes few unintelligible noises that could be considered panic, if it was possible to sound both panicked and tired at the same time.

Reborn follows them at a distance, intrigued.

He still doesn’t expect much from this job, but at least it’s something different.
