So I initially thought it was a bit odd for Tarn to have been as fixated on Soundwave as he was, what with singling him out to accompany him to the Optimus Beatdown and all. So! consider:
Tarn says that he, personally, deactivated the Soundwave from his own universe, which we can safely assume was while under Megatron X's control. That seems to have left an impact, since as soon as he has power in this universe, he makes "our" Soundwave go with him and provide sound effects, and then he gets real upset when Soundwave betrays deceives him.
Basically my theory is that Tarn got attached to the Soundwave from his universe in the span of time between the initial creation of the Perfect Decepticons and the extermination of the real Decepticons, was distraught at having to kill him, and so sought out Soundwave in the other universe. And he seemed delighted that Soundwave was cooperating at first, because maybe this time it'd work out.
Obviously it did not, because he's a giant idiot who throws tantrums when things don't go his way, but at least he tried?
