Interior Secretary Deb Haaland has recommended in a confidential report that President Biden restore full protections to three national monuments diminished by President Donald Trump, including Utah’s Bears Ears, Grand Staircase-Escalante and a huge marine reserve off New England. The move, described by two people who spoke on the condition of anonymity because it was not yet public, would preserve about 5 million acres of federal land and water.

A broad coalition of conservationists, scientists and tribal activists has urged Biden to expand the Bears Ears and Grand Staircase-Escalante national monuments, which were established by Presidents Barack Obama and Bill Clinton, respectively, to their original boundaries. Trump cut Bears Ears by nearly 85 percent, and Grand Staircase-Escalante almost in half, in December 2017. A year ago, he permitted commercial fishing on the Northeast Canyons and Seamounts Marine National Monument, which removed most federal protections there.

The White House is still deliberating, according to these people, but Biden favors the idea of overturning Trump’s actions. Employing the 1906 Antiquities Act, which gives the president broad latitude to protect threatened land and water, ranks as one of the easiest ways for Biden to conserve areas unilaterally.

Neither the White House nor the Interior Department would comment when asked about the matter Monday. But Justice Department lawyers confirmed in a filing with the U.S. District Court for the District of Columbia earlier this month that Interior submitted its recommendations to the White House on June 2.

Conservationists celebrated Haaland’s recommendation.

“These sites are sacred spaces that provide healing and sustain life,” Theresa Pierno, president and chief executive of the National Parks Conservation Association, said in an email. “They preserve troves of ancient fossils and artifacts and hold centuries of human history. And they border some of our most iconic national park landscapes in the country. There’s no question that these treasured lands and waters deserve the utmost protections.”

Hello! Something I haven't really seen be addressed is the seen with Beth and Phoebe. Do you think Phoebe was giving Beth the heads up as incentive to get her to finally pick a side or because she actually wants to be liked by Beth? Leading in with the question about getting juice seems really complex.

Hello! Sorry it took me a little while to get to this; it's a really interesting question. I think there's definitely a degree of Phoebe, despite herself, wanting Beth to like her at play, but in that particular moment, I think Phoebe was appealing to her for the sake of her own career. This was Phoebe's investigation before Dave took it over after all, and Phoebe was the one who'd connected the girls to the money through the nail polish, she was the one who tried to infiltrate their group only to get shutdown at the pass.

In a lot of ways, Phoebe's arc has been about drumming down on the themes of devaluing women's work, and it's been realised I think to varying degrees of success through Dave's diminishing not just of Beth, Ruby and Annie, but Phoebe's work to catch them. In that scene, I think Phoebe's exhausted more than anything, and is facing the reality that while Beth, Ruby and Annie might be caught, her own work in doing that is likely to be forgotten, particularly given Dave had teased a promotion and acknowledgement for her only as a part of Rio's arrest, not the girls'.
