The president of Jamia Millia Islamia Alumni Association has been arrested in connection with the riots in northeast Delhi in February, officials said today.
Shifa-Ur-Rehman, also a member of Jamia Coordination Committee, was booked under the Unlawful Activities (Prevention) Act (UAPA) for alleged involvement in the riots and was subsequently arrested by the Special Cell of the Delhi Police on Sunday, they said.
“We had technical evidence against him which suggests that he incited mobs during the riots. He was also seen in the CCTV footage which was collected from the riot-affected areas. We have checked his call record details and WhatsApp messages and found more evidence which suggests his involvement in the riots,” a senior police officer said.
According to the police, he was produced in a city court which remanded him in police custody for 10 days for further interrogation in connection with the case.
So far, 10 people have been arrested by the special cell of the Delhi police for alleged involvement in the riots.
Earlier, Jamia Millia Islamia students Meeran Haider and Safoora Zagar were also arrested under the Act for allegedly hatching a conspiracy to incite the violence. While Jamia Zargar is the media coordinator of Jamia Coordination Committee, Meeran Haider is a member of the committee.
In the first information report, the police have claimed that the violence was a “premeditated conspiracy” which was allegedly hatched by former JNU student leader Umar Khalid and two others.
Violence had broken out in northeast Delhi on February 24 after clashes between citizenship law supporters and protesters spiralled, leaving at least 53 people dead and around 200 injured.

The Delhi High Court Monday sought response of the police and Delhi government as also WhatsApp, Google and Apple on a plea of three JNU professors for preserving data, CCTV footage and other evidence relating to the January 5 violence on the varsity campus. Delhi Police informed the court that it has asked the JNU administration to preserve and hand over CCTV footage of the violence. Justice Brijesh Sethi listed the matter for further hearing on Tuesday. The court was informed by Delhi government Standing Counsel (criminal) Rahul Mehra that the police has not yet received any response from the university administration.

The counsel said police has also written to WhatsApp to preserve data of two groups "Unity Against Left" and "Friends of RSS" including messages, pictures and videos and phone numbers of members, related to JNU violence incident. The petition was filed by JNU professors Ameet Parameswaran, Atul Sood, and Shukla Vinayak Sawant seeking directions to the Delhi Police Commissioner and Delhi government. It sought direction to the Delhi Police to retrieve all CCTV footage of JNU campus.
On January 5, a mob of masked men stormed the campus and targeted students in three hostels, unleashing mayhem with sticks, stones and iron rods by hitting inmates and breaking windows, furniture and personal belongings. Three FIRs have been registered at Vasant Kunj (north) police station in the incident. The plea claimed it was evident that a significant amount of data, information, evidence and material pertaining to the said incident of violence, including persons with their registered phone numbers responsible for the same, was communicated through WhatsApp's platform, and its data back-up is an important evidence in respect of the incidents of violence.
"In order to ensure that the relevant evidence may be preserved, JNU teachers association (JNUTA) has sent requests/ representations to respondent nos. 1 (Police Commissioner), 3 (WhatsApp) and 4 (Google), asking that all these materials be safely retrieved for investigation purposes.[..] In these representations, JNUTA has cited relevant provisions of the respondent no.3's Terms of Use, Information Technology Act, 2000, Information Technology (Intermediary Guidelines) Rules 2011 and other applicable laws. The petitioner no.2 has also sent similar request/representation to the respondent no.3," the plea said.
However, the police has neither responded to such requests placed by one of the petitioners and JNUTA nor has it reached out to them, or other informants, despite clear and cogent material provided to the investigating agency along with the written representations, it claimed. The plea said the petitioners apprehend that in the absence of a direction from the court or the police commissioner, the relevant evidence may not be properly preserved. It claimed that as per the knowledge of the petitioners as well as news reports, the police has not yet retrieved CCTV footage, which is crucial evidence.

NEW DELHI: New Delhi police are investigating how masked men burst into a leading university and attacked student protesters with sticks and rods, an officer said on Monday, the latest incident to ignite criticism of India’s ruling Hindu nationalists.
Sunday’s attack at a university long seen as a bastion of left-wing politics comes as students nationwide lead a campaign against a citizenship law introduced last month by Prime Minister Narendra Modi that is seen as discriminating against Muslims.
“Social media and CCTV footage will be part of the investigation,” said police official Devendra Arya, adding the violence at the university had prompted police to start a case.
Students and some faculty of the Jawaharlal Nehru University have blamed the incident that injured at least 30 people on a students’ union tied to Modi’s Bharatiya Janata Party that has increasingly picked on the institution.
Students put out pictures of mobs entering university residential halls, their faces covered with cloth, carrying sticks and even sledgehammers. Some shouted slogans, threatening death for traitors.
Students said police had failed to act, leaving them at the mercy of the mob.
Delhi police said they had launched an investigation.
More than 30 people injured were admitted to the All-India Institute of Medical Science in the capital, a hospital official said, most of them with lacerations, cuts and bruises.

The protests have persisted, with more demonstrations planned across India on Monday, prompted by the university attack.
The Akhil Bharatiya Vidyarthi Parishad, the students’ wing of the BJP, denied accusations that it was behind the attack, which it blamed instead on rival leftist unions.
Authorities faced criticism for failing to rein in the violence on a campus viewed a center of resistance to Modi’s policies, including the abolition last year of special status for Muslim-majority Kashmir.
Amit Thorat, who teaches economics at JNU, said he called the police a little after 7 p.m. on Sunday but they didn’t come until an hour later. Nearly a dozen students Reuters spoke to said police watched as the mob rampaged inside the campus.
“I...hang my head in shame after witnessing video clips of goons merrily entering JNU campus, creating mayhem and grievously injuring innocent students, damaging public property and then exiting the campus,” Rahul Mehra, a lawyer for the Delhi police, said on Twitter.

MEDICAL WORKERS TARGETED
Even medical teams trying to help the injured were attacked, said Harjit Bhatti, former president of the resident doctors’ association at the All India Institute of Medical Sciences.
“Our team of doctors, nurses & medical volunteers who reached JNU to give first aid to injured students & teachers, was attacked by hundreds of goons,” he said in a tweet. “Mob manhandled doctors, nurses & threatened them. Our ambulance’s glass & windows broken, this is totally inhuman & insane.”
Critics say the Modi administration is trying to crush dissent as it advances a Hindu-first agenda that undermines India’s foundations as a secular democracy.
The citizenship law lays out a path for Indian nationality for minorities from six religious groups in neighboring countries but excludes Muslims.
The government says the law is meant to tackle the grievances of minorities, such as Christians, Hindus and Sikhs, who face persecution in Afghanistan, Bangladesh and Pakistan.

Delhi Police on Saturday said they had contacted two more people suspected of being involved in the Jawaharlal Nehru University violence and have asked them to appear before them and join the investigations. The two men — Rohit and Akshat Awasthi — were identified after tapes of a sting operation done by India Today news channel were aired on Friday evening, police said.Deputy commissioner of police (crime) Joy Tirkey said while Rohit did not respond, Awasthi promised to join the investigations but failed to turn up on Saturday . “While we could not reach out to Rohit, we are waiting for Awasthi to approach us,” he said, adding that they will be questioned regarding the violence.In the sting done by India Today, the two — Shah and Awasthi — are seen testifying to their involvement in assault and being a part of the mob that led violence in JNU on January 5.The DCP also said they have sent notices to the nine students of Jawaharlal Nehru University, who they had identified on Friday. Police said notices have also been served to 37 others who were found to be members of a WhatsApp group, which was active during the January 5 violence.However, Tirkey said they are not sure if all 37, who have been asked to join the probe, are students of the university.“This WhatsApp group that was named ‘Unity Against Left’. It was formed by Yogender Bhardwaj, one of the nine students we identified on Friday. We have identified the 37 members of the group and have found that their addresses are scattered across Delhi. We are yet to meet them to ascertain whether they are outsiders or university students. Their involvement in violence is being probed. Their affiliation to any political or students group is as of now unknown to us,” the DCP said. No arrests had been made so far, the DCP added.Incidents of violence were first reported from JNU on January 3 when two students groups allegedly clashed over the semester registration process.. Violence was again reported on January 4. Things turned ugly on January 5 when a number of masked people armed with sticks and sledgehammer were seen vandalizing hostels, thrashing and threatening students.The ABVP had on Friday confirmed that Bhardwaj and Patel were members of the outfit but denied their role in the violence. Nidhi Tripathi, student of JNU and ABVP national general secretary, had said on Friday that Bhardwaj had created the WhatsApp group to help each other after violence broke out in the campus.A number of video recording and pictures of the violence and vandalism were widely shared on social media later.The investigations of the violence was handed over to a special investigation team of the crime branch that is being headed by DCP Tirkey.So far the Delhi police have registered three FIRs in the violence, which happened over three days. Tirkey said they have received close to 15 different written complaints, which they are looking into.Tirkey said so far they have recorded statements of over 30 persons, including wardens, teachers, injured students, security officers and other staff of the university. “We are trying to establish the sequence of incidents. Since CCTV footages from the campus were not available to us as the server room was targeted on the first day of violence, we are mostly resorting to viral videos and footages of the incident,” he said.The DCP also said after India Today came out with its sting of some students, who allegedly confessed to have indulged and having led the violence, they swung into acton and contacted two of them.When asked, if Vikas Patel, who was identified by the police on Friday, was holding a polycarbonate lathi used by cops, the DCP said they were not sure of that. “We are not sure if it was a lathi used by our men. We are yet to get to the source of the lathi, which he was holding. We are in middle of our investigation,” he said.Turkey also said that they are in the process of identifying some other masked people, who were seen in the viral videos and pictures indulging in violence. “We have video footages and pictures that were being shared on social media and are using them to identify masked attackers on campus,” he said.
