If after a Crown of Candy Joren rejoined Candia proper and entered the Concord now that Amethar is Emperor, no longer existing as a rogue state, he would regain his title of Prince in addition to being a Duke and in doing so would make Liam a prince as well. Because the Candian monarchy appears to be modelled generally after the British one, Liam receives the title of Prince because his father was the son of the king and remains a Count of Freezyberg because that is a title of peerage.

This would mean that Duchess Primsy Coldbottle isn't courting a humble Count as she says in that sweet scene where she asks him to hold hands and go for a walk but a Prince of Candia in the line of succession for the Candian throne.
