Stitching together rent-stabilized apartments in order to hike the rent

Historic changes to the rent laws in 2019 gave both rent-stabilized and market-rate tenants many more protections, but left a loophole called “first rent.”

Landlords who combine or reconfigure apartments—creating a new unit that has never been on the market with that layout before—are allowed to set a new, first rent, one that is proportionally higher than other rent-stabilized units in the building.

This can be accomplished by combining two units or incorporating common space like a hallway into the unit and it is one of the few ways for landlords to significantly raise the rent of a stabilized apartment. (This topic also came

up recently in Brick Underground's Office Hours.)

These apartments are governed by rent-stabilization rules: Rent increases are limited to those set by the Rent Guidelines Board and tenants get automatic renewals.

But the loophole for these Frankenstein apartments may close. The Division of Housing and Community Renewal proposed eliminating the practice of first rent with an amendment to the Housing Stability and Tenant Protection Act.

The public review period for the amendment ended last year. "The next step is for DHCR to simply publish the amendments. I don't know why there has been such a long delay," Edward Josephson, supervisor at Legal Aid’s Law Reform Unit, told Emily this week.

Apologies for the off topic but would you have any tips on writing lawyers who arent just smarmy?

I DO INDEED.

Some negative traits for a lawyer character that aren't "smarmy asshole:"

Being gossipy. I have never, in my entire fucking life, met a lawyer who didn't like drama, and I am including myself in that. I know the exact details of at least three different affairs involving other attorneys in my area, all of which happened years before I started work. In law school I knew which professors had married students (and, in one case, divorced his wife who was also a professor at the same law school to marry a student), who was sleeping with whom, and who'd been kicked out for various infractions. This does extend to our clients, and we definitely will complain about them to other attorneys (within the bounds of not sharing confidential information).

On a similar note, being critical of other attorneys. So-and-so never files motions on time, or doesn't know the rules of evidence well enough to make objections, or can't write their way out of a paper bag.

Being competitive. This is more a thing with litigators, I think, but god does it feel good when you crush your opponent into the dirt. Law is an adversarial system with winners and losers, and it is so fun to be the winner. Even when you like the opponent, there's something innately satisfying when you destroy them with your superior skills.

Not knowing how other people operate. This can take a variety of forms. For some people, it's that "I have no idea if what I'm talking about is common knowledge or something only I know, so I need to explain it in detail" thing. For others, it can be "oh, not everyone thinks attempted murder is funny. Whoopsie." I had a conversation with a fellow attorney where I nodded along politely while he complained to me that representing landlords was no longer profitable for him, all the while thinking, "Does he....... does he not know that I do eviction defense?"

Being know-it-alls. I feel like this goes without saying, but quite a lot of lawyers are very confident in their knowledge and will be assholes about it. However, this doesn't stop them from...

Being perfectly average. The common idea about lawyers is that they're all Harvard-educated geniuses who know everything there is to know about everything. And I am here to tell you that lawyers are just as capable of being dumbasses as anyone else. I am incapable of doing math, and so are a lot of lawyers (the judge in the Alex Jones case kept joking about her inability to do math). When I was in law school editing the students' journal articles, I needed to give a remedial training on how to write essays because some people genuinely didn't fucking know how. And I'm not even getting into the guys who didn't know what sundown towns were.

On the flip side, some positive traits for a lawyer character:

Caring a lot. It is really, really common to burn out on law, either because your subject matter is depressing or your schedule is fucked or your clients just keep being in horrible situations that you can't help them in.

Being fucking nerds. About the law, about other interests like history or science, about fandom shit. I just found out that one of the public defenders here is taking his girlfriend (also a lawyer) to a con this week; he's easily 10+ years older than me and really good at oral arguments. I am mutuals on Tumblr with so many fucking lawyers. And that can include getting excited about weird shit, like me watching the Alex Jones trial the way other people watch sports events.

Having good social skills. Law is a service profession. Even in cases where your client isn't a human person (in-house counsel for a corporation, mergers & acquisitions, criminal prosecution where your client is The State), you are still providing a service and you are going to need to interact with the humans that benefit from that service, even if it's the complaining witness in a criminal case or the CEO of a company you work for. Attorneys with bad social skills – who are obstructionist to their opponents, or abuse their staff, or are bad with clients, or are smarmy assholes – are not liked in the profession, and being liked goes a long way with other attorneys. The number of times I've done things like call another attorney and said something like, "Hey, your client is violating the custody order, can you tell him to knock it off so I don't need to file something about it?" or "Why don't we both knock CPS out of this case and then do the adversarial thing when they're gone?" is... a lot.

In general:

Most lawyers are not making shitloads of money unless they are at very specific firms or doing extremely specific kinds of work. The majority of lawyers are basically middle class. So while the "rich asshole lawyer" stereotype exists for a reason, most lawyers aren't.

We have very strict ethical rules that we need to follow. Now, the ethical rules were implemented because people weren't being ethical on their own, but we do have them. If you want to be a nerd, go look up your local bar's sanctions page.

We specialize in different areas of law. Just like how an eye doctor might vaguely remember stuff about the endocrine system from medical school but probably doesn't know more than that, a criminal lawyer is probably not going to go into, say, wills & trusts. They can, but most people find their niche in an area they like.

There are other kinds of law than just corporate and criminal. Where is my seasons-long TV series about legal aid? Environmental prosecution? TAXES?

Okay this was originally sent in before requests were open again and I was going to ignore it but I felt bad about deleting it because it seems as though you weren’t sure or confused. So I’ll give you the benefit of the doubt and take a bit of time to re-explain rules surrounding requests before getting to your request.

The most up-to-date information regarding whether requests (as in, asking for a particular story) are open or closed will be in my bio, so it’s a good idea to check there first. I also put out posts when requests are opening or closing. However, asks are always open and you can send things that arent requests even when requests are closed. Basically, if you have a question or made something that you want to share, you can send that any time. But if you want to ask for a story then you should check the bio. :]

They rolled over. Still asleep. Still undressed. The first time I’d seen a person undressed and it was fun - I didn’t realise that reproduction could be like that. I sat up in bed, staring at them, watching the rise and fall of their breathing. This truly was an invaluable learning experience - not only experiencing a reproduction attempt for the first time, but also, I was in their home, filled with all kinds of clues as to who they are. I slowly got out of the bed, taking great care not to awaken them as I scuttled over to the dresser. There were all kinds of things on there. Aerosols and tubs and tubes and boxes of various substances, all in the name of hygiene - a practice of keeping oneself clean and healthy. Now that I was an independent adult, alone in the world, no longer a juvenile coddled by some guardian, I struggled to keep up the many strange rituals that seemed imperative to fit in. I made a mental note of everything there - I wanted to try the same things for myself.

I moved to the nightstand, where I picked up their phone, tapping the metal and glass box to make it light up. It was difficult to navigate, but I figured it out, reading the messages. How strange! They knew so many people, it seemed. Not like me. There were people going by all kinds of strange names - Boss, Dad, Grandma, Landlord, Mum, Two Factor Authentication. I had never heard such names before now. Was this how people met each other? Did they write through the device? I wanted desperately a phone of my own so I could talk to people, but money was a difficult thing to scavenge. I turned the phone off and put it down.

It made a slight tap as it went on the dresser, and they stirred, beginning to wake. I leaned over them, my face close their ear.

“Shh. It’s alright, Lover. Rest,” I whispered, pressing my mouth to their ear in what I had learnt tonight was called a “kiss.” They grumbled sleepily before rolling over again and falling back into unconsciousness. I went to their wardrobe next, opening it up to have a look at the garments they chose to wear. There were a great variety, in many different lengths and colours and patterns, all shaped for different parts of the body. One seemed to be a covering for the back and arms, along which were little slits right about where the waist would be. I slipped my hand in curiously, only to find that the slit was a pouch attached inside the piece of clothing, and something was stored within. I took it out. A small rectangle of paper, stiff and thick, and written on it were strange words.

“A— Company. For job enquiries, telephone— or email—“

A job? Like a task to do? That sounded fun. I wanted a job too. I looked over at my lover, still sleeping. We’d mated. Bonded. We were together now, but how could I talk to him without a phone to send the messages? Maybe I should do their job too - then I could see them then. Maybe I’d even find some kind of paper to send my messages on instead and hand deliver them. Yes! That’s perfect!

Ryuuji's accent changes when he's angry or excited thanks to William, and slowly begins to assimilate the accented English into his brain. he's able to read maps flawlessly and knows intricate details of boats and ships. if he touches someone after working out then the other person receives a nasty static shock, beyond what should be possible but not actually harmful. excitement or animosity cause his hair to puff up and electronics start going haywire around him.

Joker's third eye still works, but he's able to tell the quality of both gemstones and metals even without it and is now always resisting the urge to swipe up anything shiny. he speaks fluent French, is able to walk around perfectly in heels, and is extremely proficient in both free running and parkour. he expected to retain his ability to pick locks and perhaps his sleight of hand, but causing shadows to respond to his emotions and commands was not within any realm of possibility.

Ann began running hotter than other people around her, anger causing her hands to burn what she was holding. after awakening Celestine she became even more of a polyglot, with four languages fluently spoken: Japanese, English, Spanish, and French. her singing voice in each language is musical and fantastical, and even her acting improved.

Makoto's gaining of significant religious knowledge, specifically catholicism, as well as the ability to speak very old French, is something she attributes to both Johanna and Agnes, as well as her ability to cause nuclear fission and not be harmed by it. Haru was expected to learn English given her position as CEO of an international fast-food company, but Lucy gave her a strange shortcut, with her 17th-century English. her psionic abilities have to be closely regulated, as there were several occasions where she used it to float things to her, unlock doors, or even knock things over. even with that trouble, Lucy still gives her the upper hand with her experiences in negotiation and diplomacy shining through.

Futaba suddenly being able to speak Arabic is decidedly ignored by Sojiro, though she does get a kick out of speaking a language none of the other thieves understand. her ability to manipulate any electronic device within a ten-meter radius of her is not, nor is her sudden ability to levitate.

if anyone is interested in new zealand politics, recently a coalition of three right-wing parties got elected into power and the prime minister who got the majority of votes during the election is not living up to his election campaign promises and capitulating to extreme policies and decisions the other 2 party leaders are pushing forward. some examples are:

repealing the smokefree generation initiatives, which were the first of their kind in the world and wouldve lowered the rate of smoking related deaths, which is one of the top killers of our population

slashing funding by up to 50% for the free lunches in schools programme which feeds 220,000 kids (approx 1/4 of the population of children) every day because of a 4% surplus of lunches being considered "wastage"

putting forward motions to completely negate and rewrite new zealand's founding document, te tiriti o waitangi, which guarantees the indigenous māori people sovereignty over themselves, their land, and taonga (treasures) as the coalition sees this as "special treatment"

slashing or entirely defunding walking, cycling, and public transport initiatives, while cutting out the electric vehicle discounts, increasing the cost of petrol, forcing EV owners to pay on road costs (which is currently only for diesel vehicle owners) and increasing the annual registration fee for all cars by $50NZD over the next two years

repealing or rewriting gun restriction and ownership legislation that was tightened up after the christchurch mosque shooting in 2019 that killed over 50 people

putting sanctions on people who are on a monetary benefit due to disability and/or unemployment and/or poverty while also lessening how much money beneficiaries receive each week

bringing back private charter schools who do not have to follow the national curriculum, are funded by the taxpayer, and can essentially teach anything they want including extremist religious beliefs, with fuck all government oversight

obviously theyre giving tax breaks and cuts to the top earners and landlords

its gotten so bad that even our major news outlets on tv and print arent even trying to be unbiased when it comes to reporting on the absolute dumb and evil things this government is trying to put through "under urgency", bypassing the select committee stage entirely

its so fucked. this is essentially the new zealand equivalent of trump being elected. the prime minister has also stated multiple times that isr*el is not committing genocide and he does not believe aotearoa new zealand has to own up to any of our responsibilities in the prevention of genocide act.
