Background

A PIL was filed by the petitioner for a direction to open all the reserved plots which are earmarked as Christian Cemeteries in the development plan of Thane city. An affidavit in reply is filed on behalf of the Municipal Corporation wherein the Municipal Corporation has given list of plots which have been earmarked as cemetery grounds in the development plan of the city of Thane.  Hon’ble Court didn’t find the remark satisfactory.

Observation of the Court

once the plots are designated as burial ground, cremation ground or Smashan Bhumi in the development plan, then they cannot be put to any other use other than the one designated.

Direction of the Court

The plots which have been designated as Cremation Ground/ Burial Ground/ Smashan Bhumi in the development plan will not be put to any other use other than the one designated in the development plan unless requisite procedure of law is followed for the change of user.

However, it is open to the Municipal Corporation to proceed to take requisite action in respect of the user of these plots contrary to the user designated in the Development Plan.

Despite the growth inconsistency for the SG only treatment, remote modeling estimation of ET parameters yielded an acceptable R² > 0.70, and the ET model yielded R² of 0.50 and a standard error of prediction of 0.94. in Carteret, NC Calhoun, MS and Greene, AL. The treatment watersheds were replicated on three sites located across the Southeastern U.S. This study develops and tests geospatial models informed by a normalized difference vegetation index (NDVI), soil adjusted vegetation index (SAVI), vegetation vigor index (VVI), and other spectral information to estimate ET and its parameters, which are measured on experimental watersheds with young pines and natural understory (YP), switchgrass only (SG), and young pine intercropped with switchgrass (IC). However, interpretation of remotely-sensed data can facilitate the effective assessment of relative ET demands among competing forest landuses. Measuring evapotranspiration (ET) and its parameters (stomatal conductance (gs), leaf area index (LAI), canopy temperature (Tc), and soil moisture (SM)) across cropping systems is costly and time-consuming. Intercropping switchgrass (Panicum virgatum) with pine can increase bioenergy feedstock production without land opportunity costs but can potentially alter water budgets.

The models are available for download as open public domain software allowing for modifications and improvements of the model. The paper also compares the deterministic and stochastic models and shows that the deterministic model may be suitable for most applications while the stochastic model should only be used if found necessary. This paper develops an Excel based deterministic and stochastic model for a WFI system with the latter allowing for the modeling of offtake volume and schedule uncertainty. Discrete event simulation may provide an answer where the typical engineering approach of utilizing a diversity factor fails. Water for injection (WFI) and other pharmaceutical water distribution systems are notoriously difficult to analyze analytically due to the highly dynamic variable demand that is drawn from these systems. The proposed models may also be utilized to determine size or analyze the performance of other utilities, such as heat transfer media, drinking water, etc. The models are programmed within Excel 2003 and are available for download as open public domain software (1), allowing for public modifications and improvements of the model. This paper compares the deterministic and stochastic models and shows that the deterministic model may be suitable for most applications and that the stochastic model should only be used if found necessary by the deterministic simulation. The Monte Carlo method is applied to solve the stochastic method. Whereas the deterministic model ignores uncertainties, the stochastic model allows for both volume and schedule uncertainties. The models utilize discrete event simulation to compute the demand profile from the distribution system they also use a continuous simulation to calculate the variation of the water level in the storage tank. The objective of the simulations is to determine if additional DI/WFI demand from future production processes can be supported by an existing DI/WFI system. This work presents a deterministic and a stochastic model for the simulation of industrial-size deionized water and water for injection (DI/WFI) systems.
