How citizens can improve existing civic education programs, according to experts

There is a persistent problem with Filipinos not participating in non-electoral political activities, despite the recent May 2022 national and local elections having a record-high turnout of 82.6% or 55.5 million votes. Three experts on citizenship have offered suggestions for government and non-government actors in the recently held policy forum “Reinforcing Filipino Citizenship through Civic Education” organized by the La Salle Institute of Governance to strengthen current civic education programs. Information and memorization Matthew David Ordonez, an assistant professorial lecturer at De La Salle University, observed that disagreements about the nation’s political situation had been attributed to a lack of education. “It’s either one side is not educated or lacking in information or the capacity to decipher information to the point that even the educated have been seen as elitists with the term ‘Let me educate you,'” he said during the virtual forum. He cited one of his study’s findings which found his respondents lacked experience with the current system because it focuses too much on information and memorization. He suggested that the Department of Education and its schools implement programs that allow students to directly participate in politics beyond the classroom and shift the educational focus from information and theory to practical applications to address these issues. Regular curriculum reviews Mary Ann De La Vega, associate professor at West Visayas State University, highlighted schools’ role in educating students about life, not just the formal curriculum. “One of the most fundamental roles of school in our society is to teach and socialize young people on how to be active members of our democratic society,” she said. She suggested regular curriculum reviews to address students’ political and civic knowledge issues. De La Vega also emphasized that Higher Educational Institutions should implement a “holistic approach” that includes experiential learning and classroom discussion in addition to voter education. Participation in policy process According to Anthony Lawrence Borja, an assistant professorial lecturer at DLSU, the “issue of inaction and political disempowerment among Filipinos” must finally be addressed. “Most Filipinos are subjectively disempowered; they have deemed themselves as incapable of effectively participating outside of elections,” he said. He explained that the projection of “objective disempowerment” back onto ordinary citizens reinforces these persistent attitudes. Borja echoed calls to “expand spaces for engagement” in the policy process. BORONGAN CITY, March 21 (PIA) -- The Philippine National Quincentennial Committee Chairman Rene Escalante stressed the significance of the Suluan-Homonhon-Guiuan Samar episode in the first circumnavigation of the world.
In his message read by Usec. Jonathan Malaya on March 18 as President Rodrigo Duterte unveiled the 3rd Samar historical marker, Escalante underscored the important role that the Suluan ancestors played in the history of the Philippines.

He narrated in part the critical situation of Magellan’s men,  in the words of Antonio Pigaffeta, Magellan’s chronicler.
He cited the worsening situation as his men were hungry, sick, dehydrated and dying of scurvy.
"Pigafetta wrote this entry in his chronicle three weeks before they sighted the island of Samar. By the time they reached the Eastern Visayas area, I would suppose their situation was far much worse than what he described.”
“As we commemorate the 500th anniversary of the first circumnavigation of the world, I would like to ask two questions related to this big event. One, what is the contribution of our country to this achievement of humankind? Second, what is the significance of this achievement to our present generation?”
Quoting from a translated English version of Pigaffeta’s account, where the Suluanons met the Spanish crew, he said, "The captain-general, [referring to Magellan] seeing that they were reasonable men, [referring to our Waray ancestors of Guiuan], ordered food to be set before them, and gave them red caps, mirrors, combs, and bells. When they saw the captain's courtesy, they presented fish, a jar of palm wine, bananas, and coconuts.”
He continued saying, “Pigafetta also wrote that they went ashore in Samar and rested to let their sick comrades recover from the debilitating journey.”
“This account of Pigafetta clearly shows the generosity and magnanimity of our ancestors. I think this is the major contribution of the people of Samar to the expedition. If they drove the newcomers away from their island or worse, if they displayed a hostile attitude towards them, the expedition might have ended in Samar and the circumnavigation of the world would not have been completed.”
Escalante said that the event being commemorated  in Samar is important to Filipinos, because it says a lot about what kind of people we are.
“What transpired in Samar 500 years ago clearly shows that we, Filipinos, are generous, kind-hearted, and always willing to help those who are in need, regardless of race and citizenship.”
This is the reason, he said why the National Quincentennial Committee under the able leadership of Exec. Sec. Salvador Medialdea chose Humanity as one of the themes of the 2021 Quincentennial Commemorations in the Philippines.
"History is replete with episodes showing the Filipino heritage of magnanimity and compassion. We extended the same to the Chinese who fled their country during the Opium Wars and during the Cultural Revolution in China. We did the same thing to the Jewish refugees who were persecuted by the Nazis in 1939—actually one of the few countries to do so, not even the United States which was then the sovereign in the Philippines.”
"As we commemorate the 500th anniversary of the first circumnavigation of the world, let us once again promote the Filipino heritage of magnanimity and hospitality but mindful of our sovereignty and security.”
“ These values we are espousing this quincentennial serve as ego-booster to each and every Filipino, especially in this time of pandemic; a driver of confidence to foreign and domestic tourists to come and enjoy the beauty and heart of the Filipino; and a reminder to the whole world how compassionate we are, especially our overseas Filipino workers.”
He said that the government also dedicate the quincentennial to the medical frontliners who offer not only their skills and knowledge in combating an invisible enemy but their heart and willingness to attend to the medical needs of our sick brothers and sisters.

Longest rural dev’t road network opens in DavOr
DAVAO CITY – The Department of Agriculture - Philippine Rural Development Program (DA-PRDP) has recently opened the longest road network in Davao Oriental, expected to boost agriculture and economic productivity in rural villages. In a statement Monday, the provincial government of Davao Oriental said the road network stretches to at least 32.96 kilometers, covering eight villages: Barangays Macangao, Tagboa, New Visayas, and San Isidro (MATAVISAN) in the municipality of Lupon down to the Barangays of Libudon, Sanghay, Culian, and parts of Badas (LISACU) in the City of Mati. Started in 2017 and completed in 2020, the road network was formally turned over on March 16, 2022 in a ceremony in Barangay Macangao, Lupon, Davao Oriental, led by Governor Nelson Dayanghirang and graced by Senator Christopher Lawrence Bong Go. With a total project cost of PHP534.2 million, the road network was funded by DA-PRDP and the provincial government under the Conditional Matching Grant to Provinces (CMGP) of the Department of the Interior and Local Government (DILG). Abel James Monteagudo, DA-11 regional director, said the road network is one of the longest road projects implemented under the PRDP in the country, further extended through the DILG’s CMGP project. The PRDP paved 14.36 kilometers with funding of PHP218.1 million, while the remaining 18.6 kilometers with bridge component was sourced out from the DILG’s CMGP fund, amounting to PHP366.1 million. Monteagudo encouraged the people’s participation in managing the road, which is part of the PRDP’s community development, to ensure the proper usage and monitoring of the road’s condition. Economic growth Meanwhile, Dayanghirang said the road project would help stimulate economic activities and fight poverty. He also emphasized the road’s significance in ensuring peace and order in the communities and the fast delivery of government services to these far-flung communities. “By providing necessary infrastructures to support the people’s livelihood, we are assured of advancing development and reducing poverty among our people,” Dayanghirang added. Joselyn Recaña, 46, a resident of Barangay Culian in the City of Mati, said that their income has significantly increased since the newly paved road was opened. “Before the roads here were paved, our crops were damaged even before they reached the market. Farmers here get a meager income because of the damaged crops. But now, with better roads, we also earn a better income,” Recaña said. She added that delivering their produce to other municipalities is no longer a problem, as trucks collecting their crops can go directly to their village. Katherine Magadan, 46, a farmer and a laborer from Barangay Tagboa, said that the concrete road provided respite to the villagers who used to endure badly rutted and muddy roads. “Before these roads were paved, we endured flooded roads and numerous potholes. Now, we easily go to other locations without any trouble, and the drive time is shortened,” she said. Erwin Barabag, village chief of Barangay Macangao, thanked the government for the project, saying it has provided relief to the residents. “We don’t have to worry about road maintenance because the road here is already concreted. We also transport our people easier, especially in emergencies,” he said. (PNA))

ILOILO CITY – The provincial and city governments of Iloilo still need to prepare for the Balik Probinsya, Bagong Pag-asa program that seeks to decongest Metro Manila by encouraging people, especially informal settlers, to return to their provinces.
Iloilo Governor Arthur Defensor and Iloilo City Mayor Jerry Treñas shared their views during Wednesday’s guests of the “MugStoria ta!” program anchored by Assistant Secretary Anthony Gerard Gonzales of the Office of the Presidential Assistant for the Visayas (OPAV) live-streamed via Facebook.
“I am in full support of any program to create growth centers outside of Metro Manila to decongest Metro Manila,” Defensor said, adding that the province looks forward to collaborate with the national government “to be able to lay down the foundation to accommodate more human resources”.
He said the provincial government will be asking the help of the national government in opening growth areas and creating more job opportunities.
“We have to work harder in developing the fundamentals, the economy of the province so that we are able to create more wealth for the province and the city and in the process create more job opportunities,” he said.
Currently, he said there is a need to develop the international container port in the municipality of Dumangas. He also said industrialized zones and other growth areas could not be established without a portal.
The province is also in the middle of the construction of the Jalaur Multipurpose II Project that can boost agriculture production in Iloilo. The project, which is the biggest dam outside of Luzon, can irrigate additional 33,000 hectares of rice land, provide electricity, and water for households.
Iloilo, he said, would like to maximize its potentials by creating a value chain for its agriculture products which, in the process, will create more jobs.
He added Iloilo must expand its airport and develop ports so it can do business with other provinces and the rest of the world.
Defensor said without the infrastructure, those who will avail of the Balik Probinsya program may find it hard to look for jobs because of limited employment opportunities.
Gonzales assured that OPAV, through Secretary Michael Dino, will bring the matter to the Office of the President so that the concerns of Iloilo province will be given priority.
The Balik Probinsya program, Gonzales said, is being pushed by Senator Christopher Lawrence “Bong” Go and institutionalized through Executive Order No. 114 signed by President Rodrigo Duterte.
On the other hand, Treñas has doubts if at this moment the city can accommodate recipients of the program.
“Just thinking allowed at the moment, with all the businesses partially opened, most of them are not yet normal; there’s a lot of people without jobs right now,” he said.
He enumerated concerns on housing and jobs if at this moment the program will be implemented in the city.
He said Iloilo City has also a lot of informal settlers although a housing program is being prepared for them.
“All the jobs that are available before the pandemic are no longer available. There are, I think, 50 percent or more of the workforce without jobs at the moment, which, I think, all of us will be asking the national government for availability of amelioration assistance for our residents during this time,” the mayor said.
He added that the city government is also observing austerity measures. For the first quarter of this year, it already has a shortfall of about PHP300 million.
Iloilo City sourced 58 percent of its income from local taxes.
“We are extremely worried how we can survive this year and possibly how we can survive next year,” he said.
Gonzales said OPAV is willing to sit down and listen to the concerns and ideas of local government units to help Panay island. (PNA)

Mayor Sara to continue serving Davao City despite good survey ratings
DAVAO CITY -- Mayor Sara Duterte has expressed gratitude to Filipinos for choosing her as one of the top senatorial bets for the 2019 mid-term polls in the latest survey released on Saturday by Pulse Asia.
In the survey conducted among 1,800 registered voters, Mayor Sara was in the fifth spot of the 17 senatorial bets with 39.5 voter preference.
She followed incumbent Senators Grace Poe in the top spot, Cynthia Villar, Pia Cayetano, and Nancy Binay.
Trailing the mayor were Senators Sonny Angara and Jinggoy Estrada, Ilocos Norte Governor Imee Marcos, Senators Koko Pimentel and Lito Lapid.
Sara, however, said she would like to continue working for Davao City as mayor.
“I am overwhelmed by the trust and confidence. I think our fellow Filipinos are interested in the work that my administration, both now and in 2010, has done in Davao City. If the Dabawenyos will re-elect me, I would like to continue working for Davao City as mayor,” Sara said in a statement on Sunday.
In past senatorial surveys of Pulse Asia and the Social Weather Stations, Sara also landed in the top 10.
In a survey conducted August 31 among 184 members of the Partido ng Demokratikong Pilipino-Lakas ng Bayan (PDP-Laban), Sara tied with Special Assistant to the President (SAP) Secretary Christopher Lawrence “Bong” Go in second place.
Senator Aquilino “Koko” Pimentel III topped the senatorial slate in the said survey.
Sara, along with Governors Anthony del Rosario of Davao del Norte, Nelson Dayanghirang of Davao Oriental, Claude Bautista of Davao Occidental and Jayvee Tyron Uy of Compostela Valley, are leading the Hugpong sa Tawong Lungsod, a regional party created to push the region’s development as one Davao.
HNP has already forged an alliance with other local parties in Luzon, Visayas, and Mindanao. (PNA)

Shell Bike Fair 2017 Cebu Leg Known as the Queen City of the South, Cebu has become one of the top tourist destinations in the country. Home to a number of beautiful beaches and historical sites such as the Magellan's Cross, Fort San Pedro, and Santo Niño Basilica, this colorful city attracts all kinds of motorists. It comes as no surprise why Pilipinas Shell chose this city for its third leg of the Shell Bike Fair 2017 series.
The festivities took place at the SM Seaside Skyhall, Cebu, where guests enjoyed powerful performances by local bands, Max Collins, Andrea Torres, and Parokya ni Edgar. Several motorcycle clubs received special prizes and 3 lucky winners brought home brand new bikes: a Yamaha Aerox, Suzuki Raider, and Honda CBR 150.
