why are airlines like this? i have one big and one small suitcase packed, and the big one is allowed to weigh 20kg while the other is allowed to weigh 10kg. now, the small one is full with only 9kg, whereas in the other still has some space left while weighing 21kg. both go into the same place on the same plane. yet, this is technically not allowed, and i have to expect to pay extra
