Could be? Sure.

It's easy enough to parse his dispatches and determine which parts strain credulity and which don't. This is my take: I think the details and the general picture of the specific incidents (so, events that actually happened, not rumors or events he predicted would happen, because many didn't) he reported were often accurate.

However, I believe his judgement of events often strained credulity.

So, for example, he reported that one of Mary's maids was arrested, released shortly after, but was forbidden to return to her service. That all seems plausible, but his judgement of these events do not: he claims her stepmother was highly influential in this being effected (entirely plausible) and that it was "carried [out] without the King's knowledge" (...not so much).
