I just got bird brain so here's the entire anatomy and procedure for preening wings.

Level 1 you should only care about removing pin feathers and maybe shaking out dirt

Level 2 is a bit trickier because you have to be more gentle seen as the oil glands are directly connected to level 2. But you must gently very gently graze the base of the skin and smooth out the oil to the second and third layer of feathers (you are able to add oil to the first layer but it will most likely already have its own there thanks to rubbing or from the avian themselves)

Level 3 you simply must oil the feathers correct separated barbs and maybe shake out dirt from the bottom of the shaft.

Demonstrative subjects oil has been dyed black for easier sight (natural oil will be see through if not tinted yellow)

The skin of a wing is very sensitive dew to the oil gland, which is why most avians only preen with their mates in order prevent sexual frustration.

This does not account to the feathers which are safe to touch, but the underside is a bit more forward one might say.
