Under the plan Democrats unveiled Monday, most American parents would receive $3,000 a year for every child ages 6 to 17 and $3,600 a year for every child under age 6. The idea is to send a monthly payment of $250 to $300 to help offset costs families face all year instead of just giving a one-time annual payment.
This would be a major expansion of the child tax credit, which currently provides $2,000 a year for children from birth through age 16. Biden’s plan would expand the tax credit for only one year, but senior Democrats have said they will seek to make the expansion permanent later this year.
Below are more details on who would qualify and how it would work. The plan must still be approved by the House of Representatives and Senate before it can be signed into law.
Who would get a $3,000 payment?
Couples who earn up to $150,000 a year (in adjusted gross income) and single parents who earn up to $112,500 a year (in adjusted gross income) would be eligible to receive $3,000 a year per child through the age of 17 and $3,600 per child younger than 6.
Parents that earn slightly over these income levels would be eligible for a slightly reduced payment. And all couples with children who earn up to $400,000 would still be eligible for the $2,000 child tax credit.
How often would the payments arrive?
The legislation calls for parents to receive monthly payments. So a household with one child under 6 would receive $300 a month and a household with one children between the ages of 6 and 17 would receive $250 a month.
The Internal Revenue Service is supposed to distribute the payments. If the IRS is unable to do that monthly, the legislation calls for sending out the money as frequently as possible — so perhaps every two or three months.
Unlike earlier versions of the proposed expansion, the plan released by House Democrats would not require the benefits to be offset against existing tax liability to the IRS. That means even families who owe money in taxes would receive the benefit, a move aimed at improving the administrative efficiency of the benefit.

The payments would be sent monthly beginning in July, a delay intended to give the IRS time to prepare for this new initiative after the tax filing season ends in mid-April.

My landlord illegally evicted me and I need help covering legal fees and moving costs.
Hola, y’all. I super didn’t want to be here again, but I need your help.
When the pandemic caused my job site to shut down, I was able to work from home, but with no opportunity for overtime, my income was reduced by nearly 1/3rd. I had to cancel my car insurance and suspend my phone service. When I attempted to explain this difficulty meant I might need to wait for my stimulus check to pay rent for April, She accused me of “capitalizing on the pandemic”, “taking advantage”, and “making her look bad to the bank”. She refused to either accept delayed payment or to do anything at all to mitigate the problem on her end. (At the time, I had been the only renter in a 10 bedroom Airbnb house in *weeks*.)
On Friday, May 8th, after weeks of documented harassment, insults, threats, and turning off the wi-fi (preventing me from working from home and jeopardizing my job) my landlord somehow found my twitter and fabricated a claim of fear for her safety to the police and forced me to leave, abandoning the majority of my possessions in the single airbnb room I was renting in her basement.
The police said they couldn’t keep me from coming back but that I should call them to standby. I came back the next day and called them. She (the landlord) immediately began screaming at police and at me and did not stop the whole time I was there. I barely had time to grab clothes and my work laptop.
On Monday, May 11th, she texted me and demanded I have my stuff out by Friday, May 15th or she would take me to court. The soonest I could schedule movers was that friday, so again I went to the house with the police and she refused to allow me entry to pack or clean until the movers showed. The movers ended up getting stuck on another job, and the police hadn’t stuck around, so I left. The next day (Saturday, May 16th) she texts me to demand I have my stuff out by the next day (Sunday, May 17) or she will “break down the door and charge [me] for it before throwing my stuff into the street.”
By some miracle, I was able to speak to a lawyer’s assistant Saturday night, and sunday I went to the house with the police yet again (with whom she got into a shouting match) to ask her to agree not to touch my stuff until Monday.
TODAY, MONDAY MAY 18TH: The lawyer agreed to help, to the tune of $300/hr ($525 total). The Housing Court clerk told me to file a Statement of Fact form to open a case against the landlord.
I sent the form, and they called her to see if this could be resolved before taking it to a judge. She is maintaining her position that I cannot come into the house until the movers and police are there. I can’t afford to pay movers $150/hr in 15min increments to hang around while I clean and pack, nor can I afford to hire movers now, and then again when I find another place to live. If the case goes before a judge, I will have to pay $130 to open the case and an additional $90 if the judge makes a ruling, not to mention the possibility of more attorney costs.
Since Friday the 8th, I have had to pay:
$1250 for an airbnb
$510 for an emergency car repair
$300 for an ER visit for kidney stones woooo
$700+ dollars in legal fees.
I still need to pay movers which can cost up to $600 per trip, and move in costs for a new place, which can be up to $3000 or more.
I’m still working, thankfully. I get paid again the 29th, but I will still be far behind where I need to be to get a new place.
This has been a sickening, infuriating, exhausting, humiliating experience.

Because Hoyer asked for unanimous consent to bring the standalone bill to a vote, and Minority Leader Kevin McCarthy did not consent, the measure did not move forward. House Democrats plan to bring it up again for a recorded vote next Monday, when they are likely to face more GOP opposition. Senate Republican leadership hasn’t made any moves to consider the proposal, either.
Thursday’s vote is the latest indication that Trump’s demands will not be met, prompting questions about what, exactly, he’ll do next. Trump still has to sign the stimulus bill for it to become law, and he’s rapidly running out of time to do so: Because the stimulus is attached to a broader funding package, the government could shut down if Trump doesn’t sign it by December 28.

Finally, Democrats on the House Ways and Means Committee took action. Congressmen Richard Neal (D-MA), John Larson (D-CT), Bill Pascrell (D-NJ), and Danny Davis (D-IL) issued an ultimatum. In the words of Rep. Pascrell, “We are giving the Trump-appointed heads of the Social Security Admin 24 Hours to get off their backsides and stop delaying sending stimulus checks to 30,000,000 Americans.”2 The congressional pressure worked. The next day, Saul and Black finally sent the IRS the data to send out the checks. But by dragging their feet for a month, they ensured that the survival checks would arrive weeks late—a catastrophic delay for seniors and people with disabilities who are counting on those checks to pay for food, housing, and medicines. Saul and Black insist that the delay was not their fault, claiming that a bureaucratic error in the stimulus bill prevented them from sharing data. They are lying. Asked about Saul’s claims, a spokesperson for the Ways and Means Committee told Newsweek:3 “Funds could not be directly appropriated because of the reconciliation process, but they were appropriated to Treasury with the intent that they would be distributed to SSA in a timely manner, so this line of defense doesn't hold. It inexplicably took two weeks for the transfer to happen after the American Rescue Plan was signed into law, which is a clear failure of leadership from SSA.”Doubling down on his lies in an extremely defensive statement,4 Saul tried to hide behind the agency’s workforce. “There is no one more committed to serving the public than the employees of this agency,” said Saul. “I find any insinuation to the contrary to be unacceptable.” SSA employees are indeed dedicated to serving the public. That’s why they want President Biden to immediately fire Saul and Black, who are undermining the agency’s mission. Back in December, unions representing the SSA workforce held nearly unanimous no-confidence votes for Saul and Black.5 The people who know Saul and Black’s leadership best want them gone. It’s unclear if Saul and Black delayed the survival checks in a deliberate attempt to sabotage the Biden administration, or if they are just extremely incompetent. But their record shows that they deserve zero benefits of the doubt. For years, Saul and Black have worked to cut Social Security benefits and union-bust the agency’s workforce. They want to make it harder to qualify for Social Security disability benefits, and easier to take them away. According to a whistleblower report, 6 they threatened to fire judges for approving too many disability claims—which is illegal.   The drumbeat for President Biden to remove Saul and Black is growing. In January, several unions representing the SSA workforce urged Biden to remove Saul and Black on day one of his administration.7 During his first weeks in office, Biden made some positive personnel changes but failed to remove Saul and Back. In February, in his first act as chair of the Senate Social Security Subcommittee, Senator Sherrod Brown (D-OH) called Saul and Black “key agents of the Trump agenda to dismantle Social Security” and urged Biden to remove them immediately.8 Weeks ago, Reps. Pascrell, Larson, and Davis—who are all chairs of key House subcommittees—joined the calls for the removal of Saul and Black, stating that they have “pushed substantial cuts to Social Security” and “engaged in aggressive anti-union activities.”9 Their sabotage of the survival checks shows that just because a new president is in the White House doesn’t mean Saul and Black will stop acting as Donald Trump’s agents. Joe Biden ran for president on a promise to protect and expand Social Security. To fulfill it, he needs leadership at the Social Security Administration who will work with him, not against him.
