I have a feeling William doesn't want Vincent to run the summit as a way of Vincent proving himself to Will, but as a way for Vincent to prove himself to someone else, like the other clans. It seems out of character for Will to make Vincent prove himself to him (hurting his progeny in the process) for a silly reason. Maybe Vincent publicly proving himself will protect him and Lovely in someway.
Or there's a point to be made at the summit that will mean more coming from a young vamp.
