Misa Amane is conceptually, at her core, a character driven by a need for an emotional connection to another person after the death of her parents. Light is her ideal person to latch on to. Not only is he Kira (her savior) but he's also an attractive charismatic man her age. She asks to be his girlfriend specifically to ensure he stays in her life, essentially to trap him from leaving her, even specifying she's okay if all he does is use her, bc ultimately she just wants to be helpful to Kira. While she hopes that someday maybe he might learn to love her too, she's fine with playing pretend when he suggests he can act like her boyfriend, even if he clearly states he doesn't reciprocate her feelings. The reason Misa is so easily manipulated is because she's already in a vulnerable state of mind. Traumatized and emotionally unstable, she needs someone to depend on, someone to fill the void left after her parents were murdered.
You see the problem with Misa isn't that she's inherently a flat character. The problem is that she's written by a misogynist.
What happened was, the author wrote an extremely interesting set-up for a great female character full of potential depth- and didn't realize it.
So instead of exploring her preexisting characterization or motivation meaningfully, the narrative frames her as purely unintelligent and oblivious, because that's how the author sees her.
Despite her extreme competence at many crucial parts of the story like her emergence as the second Kira, the fact she managed to trap Light in a relationship with her or her contributions to the case during the Yotsuba arc, she's instead used for comic relief or fanservice. She's usually portrayed as dumb and irrational, a nuisance, nothing but a pawn in Light's plan, another woman who fell for his manipulation.
She's not allowed further complexity or to be taken seriously, because the author isn't interested in exploring his female characters beyond the most surface level writing required for the story to make sense.

You know how people are often like, ok obviously Lawlight actually hated each other but wouldn't it be funny if they had crushes on each other instead and I'm like... I sincerely don't even think they seemed like they hated each other in the manga, hahaha like 100% of the time they were just unabashedly flirting and complimenting each other in their minds and obsessively following each other around, and L was constantly being like "tsk clearly only LIGHT could be as iconic as Kira is," and Light was constantly being like "tsk if only ANYBODY else was as iconic as L was at trying to trip me up" ...like I'm sorry but that's not hating somebody that's having a gigantic crush on them, idc what anybody says

I got Death Note HTR13 recently and reading it made me realize how there's barely any thematic meaning put into this story intentionally. Same with political commentary. Even (most of) the discussion around morality. Everything remotely intellectual ppl discuss about this series isn't a conscious decision, to a point that both Ohba (creator/writer) and Obata (artist), admit they were surprised by how much ppl had to say and analyze abt it.

Also during the interview sections, there's so many instances of Obata asking Ohba what his creative vision was for this and that and Ohba just nonchalantly admitting he barely put any thought into the story beyond "oh this would be cool" or "oh this kinda fits the vibe".
There's a whole page of the interview where Obata is befuddled how the apples didn't have any intended symbolism behind them after Ohba tells him they were purely an aesthetic choice. Obata is so shocked by this (bc he knows apples are a common religious motif in art) he actually keeps asking Ohba if he's joking, while Ohba keeps stressing he's being serious. (Context: they never interacted while working on Death Note, they only spoke through their editor who'd rely production notes)
Obata for like three pages during his interview with Ohba in HTR13, after Ohba told him apples had no symbolic or thematic meaning in Death Note:
