Critics are calling for a public inquiry into the actions of the Alberta Energy Regulator, after documents surfaced suggesting the agency downplayed the industry's environmental liabilities and withheld information on those costs. “The (regulator) has failed to do its job,” Opposition New Democrat energy critic Nagwan Al-Guneid said in a release Friday. The regulator announced earlier this week that Alberta faces a $33-billion liability from abandoned and inactive wells.

Brazil’s “End-of-the-World” auction for oil and gas drilling

Brazil’s massive 13 December 2023 auction of oil and gas drilling rights betrays a glaring hypocrisy in view of the country’s discourse on climate change. The fossil fuels to be extracted would be a climate-change “bomb”. They also signal no intent to end extraction soon.

The auctioned areas impact Indigenous and other traditional peoples, Amazonian protected areas for biodiversity, coral reefs and marine biodiversity hotspots. Areas still “under study” for future auctions include the vital Trans-Purus rainforest area in Brazil’s state of Amazonas.

Brazil’s President Lula needs to control his anti-environmental ministers and replace some of them, such as the minister of mines and energy.

Federal data show the Biden administration approved 9,779 permits for oil and gas drilling on public lands in its first three years, nearly keeping pace with the Trump administration’s 9,982 drilling-permit approvals in its first three years.

The Biden administration’s policy of oil and gas expansion contradicts the clear climate science that fossil fuel growth must be stopped and governments must phase out fossil fuels to avoid the most catastrophic consequences of climate change. In December the United States and other countries agreed to a phasedown and ultimate phaseout of fossil fuel extraction.

“Given the urgency of the climate crisis and our nation’s pledge to phase out oil and gas extraction, the Biden administration needs to pump the brakes right now on issuing drilling permits on our public lands,” said Jeremy Nichols of the Center for Biological Diversity. “It’s time for the administration to show the world what true climate leadership looks like.”

The pace of new oil- and gas-drilling approvals stands in contrast to the administration’s action last week to temporarily pause new gas-export projects. While met with support, the pause is not permanent and does not stem new fossil fuel production.

“The temporary pause on new gas-exports projects is a good step, but for it to be meaningful, the Biden administration needs to make it permanent and stop rubberstamping more fossil fuel production,” said Nichols.

More than 6,000 of the drilling permits granted by the administration are on public lands managed by the U.S. Bureau of Land Management’s New Mexico office, followed by 1,793 permits in Wyoming and several hundred each in Utah, Colorado, California and North Dakota.

Scientific analyses show climate pollution from the world’s already producing fossil fuel developments, if fully developed, will push warming past 1.5 degrees Celsius. Avoiding such warming requires ending new investment in fossil fuel projects and phasing out production to keep as much as 40% of already developed fields in the ground.

The Biden administration has not enacted any policies to significantly limit drilling permits or manage a decline of production to avoid 1.5 degrees of warming. It supported Sen. Joe Manchin’s demands to add provisions to the Inflation Reduction Act that will lock in fossil fuel leasing for the next decade.

The administration has also ignored petitions from hundreds of climate, conservation, Indigenous and environmental justice groups calling for a phaseout of federal oil and gas production.

The federal government's proposed tax credit to incentivize companies to capture and store carbon dioxide underground doesn't exclude projects that also involve extracting more oil, according to policy experts who reviewed a draft of the long-promised legislation. First announced in the 2021 federal budget, the tax credit is intended to "support and accelerate" carbon capture — a blanket term that refers to technology used to sequester CO2 and store it safely underground — to reach net-zero emissions by 2050. Projects where the carbon is piped away to an oil field, and injected underground to recover more oil, through a process known as "enhanced oil recovery" (EOR), were not to be included, the government said at the time. But the latest draft legislation shows the tax credit will be available to projects that are, in part, using the captured carbon for that purpose.

“NO MORE DRILLING on federal lands,” said former vice president, Delaware senator, and presidential candidate Joe Biden in March 2020. Debating his then-competitor Bernie Sanders on CNN, Biden urged: “No more drilling, including offshore, no ability for the oil industry to continue to drill, period.”

On July 1, President Joe Biden’s administration put out a new draft plan to open up oil and gas drilling leases in the federal waters off the coast of Alaska and in the Gulf of Mexico. Released on the Friday before the Fourth of July holiday weekend, the plan represents a direct reversal not just from Biden’s campaign promises, but also from his earliest policies as president. On his first day in office, Biden issued a moratorium on such leases, barring the Department of Interior from issuing new permits on federal lands. (The moratorium did nothing to stop drilling under existing permits — which many major fossil companies had preemptively stockpiled.) In April, the administration announced that it would resume selling new permits, and under the draft plan released Friday, the Gulf of Mexico and Alaska coast would be among the approved sites.

For Lula to be a climate leader, he must phase out oil

At COP28, the Brazilian president has sent mixed messages by aligning with OPEC. If he really wants to tackle the growing threat of droughts and floods, he must set a clear fossil-free, pro-nature direction for the UN climate summit he will host in Belém in 2025

The biggest-ever UN climate summit is well underway in Dubai with eighty thousand participants discussing hundreds of agenda items to avert the climate crisis, but ultimately there is only one goal that matters: reducing carbon emissions as quickly as possible by phasing out fossil fuels and eradicating deforestation.

By comparison, everything else is hot air. Delegates can talk all they want about green technology, net zero pledges, compensation payments, scientific studies and other well-intentioned initiatives, but none of that will be effective unless the world halts the build up of carbon dioxide and other planet-heating gases in the atmosphere. That existential challenge, upon which all life on Earth depends, can only be achieved by phasing out coal, oil and gas and restoring the health of the world’s climate infrastructure: the forests, oceans, wetlands and other centres of natural vitality.

If anyone was still in any doubt about the urgency of the climate crisis, this horrendously destructive year has surely made them realise we cannot wait a second longer: 2023 is already confirmed as  the hottest year on record. July was the warmest month in more than 120,000 years. This has brought devastating drought to the Amazon, floods to southern Brazil, heatwaves to the Andean mountains, fires to Canada and death and destruction across many parts of the planet. This is just the start. If emissions from fossil fuels and forests continue to increase, then temperatures will continue to rise for decades. We will look back on 2023 as one of the coolest years of our lives. Soon, it won’t just be dolphins and fish that suffer mass mortalities, it will be people. “We are terrified,” a group of 1,447 scientists said in an open letter released at Cop28. “If we are to create a liveable future, climate action must move from being something that others do to something that we all do.”

The first week of Cop28 shows the desperate need for a new perspective. The process has been captured by the very people who profit most from increasing carbon emissions. The president of this climate conference is Sultan Al Jaber, who is the CEO of the biggest oil and gas company in the United Arab Emirates. As many climate campaigners have joked, this is like putting a fox in charge of a henhouse or asking Dracula to run a bloodbank. But it is not funny when the man in charge of addressing the most difficult and important challenge in human history goes on record to deny that eradicating fossil fuels is the only way to limit warming to 1.5 degrees Celsius or that a life without oil would send humanity back into caves. These comments, which have been thoroughly rebutted by scientists, reveal the true face of the fossil fuel industry, which has been holding up progress for more than three decades.

All of which makes Brazil’s decision to align itself more closely with the world’s biggest oil cartel Opec, more disappointing. Announced at the start of the climate summit, the timing of this move could not have been more of a kick in the teeth to international efforts to tackle global heating. It is brutally pragmatic. Brazil aims to expand oil production in defiance of advice from the International Energy Agency that 1.5C is impossible if countries open new fields. The day after Cop28 finishes, Brazil will hold an auction of dozens of new oil development blocs. All of these steps will mean more drought, more suffering, more death in the years to come.
