🇷🇺 🚨 RUSSIAN FEDERATION LOSES BID FOR SEAT ON THE BOARD OF THE ORGANIZATION FOR THE PROHIBITION OF CHEMICAL WEAPONS (OPCW)
The Russian Federation lost in its bid to earn a seat on the Executive Council board of the Organization for the Prohibition of Chemical Weapons (OPCW).
A vote for the bid failed on Wednesday, with Lithuania being given the seat instead.
98 states supported the changes, 8 opposed, and another 21 abstained.
During his speech at the OPCW conference, Deputy Head of the Ministry of Industry and Trade of the Russian Federation Kirill Lysogorsky noted that the nomination of Lithuania, which has virtually no chemical industry, to the OPCW Executive Council by participating countries does not carry any practical meaning, which calls into question the constructive work of the organization.
Lysogorsky said that this was probably done to reduce Russia’s role in the work of the entire OPCW or to “squeeze” it out of the executive council.

What is a dual-use chemical?

Any chemical that has legitimate peaceful uses but which may also be used to make chemical weapons is a dual-use chemical.
Thiodiglycol, for example, is both an ingredient in pen ink, as well as a precursor to mustard agents.
Hydrogen cyanide, which is itself a potent toxic agent and also may be used to make the nerve agent tabun, is commonly used in the manufacture of nylon. Cyanides may also be found in dyes and pigments.
Phosphorus trichloride is a precursor to chemicals that can be used to make VX, another nerve agent, but it is also used to produce lubricants and pesticides.
Equipment in certain chemical production facilities can even be considered dual-use in the sense that it may be converted to produce chemical weapons or their precursors.
Toxic chemicals are used around the world for many legitimate and peaceful applications, but they may also be used for purposes that are prohibited by the Chemical Weapons Convention. Because of this, States Parties to the Chemical Weapons Convention must ensure that all toxic chemicals, and their precursors, are only used for purposes that are not prohibited by the Convention. This is a very broad obligation, which may involve a number of actions at the national level relating to matters such as chemical security, criminalisation of prohibited conduct, and the creation of a National Authority for Convention implementation.
As part of this commitment, States Parties to the Convention on chemical weapons have obligations relating to certain toxic chemicals that are listed in the Convention and that could be used for weapons purposes. These obligations involve the collection of information and the submission of declarations regarding these chemicals, which are of varying commercial significance.
Based on the information provided in States’ declarations, OPCW inspectors visit the facilities where these chemicals are produced, processed, or consumed to ensure that the declarations are complete and accurate. These routine inspections are cooperative events—the inspection teams are concerned with verifying the contents of declarations and do not adopt an investigative approach.

EU and OPCW to step up co-operation
The European Union and the Organisation for the Prohibition of Chemical Weapons (OPCW) have signed a cooperation agreement in the form of a Memorandum of Understanding (MoU), according to the official website of the EU.
Vice-President Josep Borrell recalled that the OPCW was created to “put an end to and eliminate chemical weapons once and for all.”
With the signature of this new agreement, we are increasing our cooperation with the OPCW to safeguard and implement the Chemical Weapons Convention (CWC). The objective is clear: a world free from chemical weapons for the sake of all mankind.

It's November 30th, ⚗️the Day of Remembrance for All Victims of Chemical Warfare. The United Nations (UN) and the Organisation for the Prohibition of Chemical Weapons (OPCW) have recognized this annual event since 2005 as a way for everybody on the planet to pay tribute to the unfortunate victims of chemical warfare. The OPCW, with its 193 Member States, oversees the global effort to permanently and verifiably eliminate chemical weapons. 
Although the vast majority of nations have ratified the OPCW's Chemical Weapons Convention and either given up or destroyed their stockpiles of chemical weapons, Egypt, Israel, South Sudan, and North Korea have not and are suspected of possessing stockpiles. 
Syria has acceded to the convention, but nevertheless is known to possess a sizeable stockpile. In 2013, then-UN-Secretary-General Ban Ki-moon noted this in a speech as he condemned the nation for its alleged exploitation of chemical weapons in its ongoing civil war. He also urged "the international community to intensify efforts to rid the world of chemical weapons, along with all other weapons of mass destruction. Let us work together to bring all States under the Convention and promote its full implementation. Moscow (Times Of Ocean)- As part of the tit-for-tat diplomatic fallout of the Ukraine war, Russia on Tuesday declared 15 Dutch diplomats and an unspecified number of Belgians persona non grata, effectively expelling them.
On its website, the Russian Foreign Ministry said in a statement that 14 employees of the Dutch Embassy in Moscow and one employee of the Dutch Consulate in St. Petersburg must leave Russia within two days.
It is being taken in response to the expulsion of 18 employees of the Russian Embassy and the Russian Trade Mission in Amsterdam on March 29, as well as the Russian Mission to the Organization for the Prohibition of Chemical Weapons (OPCW).
“Netherlands must also strictly adhere to OPCW Headquarters Agreement 1997 and cannot abuse its privileges as host state,” the ministry said.
Belgian diplomats must leave Moscow by May 3 or they will be expelled, the ministry said in a separate statement. Ambassador Marc Michielsen had been summoned as well.
As relations between Russia and the European Union deteriorated over Russia’s war with Ukraine, which began on Feb. 24, both the Netherlands and Belgium expelled diplomats based on alleged spying.
More than 443 Russian diplomats have been expelled from at least 20 countries over Russia’s invasion of Ukraine, with nations in Europe and beyond responding to reports of dead civilians left near Kyiv following Russian retreat.
On April 8, the Japanese government on Friday expelled eight Russian diplomats after Russia killed civilians in Ukraine, a rare move.
The move came after European Union nations, including France and Germany, announced this week they would expel more Russian diplomats. Russia denies targeting civilians in the conflict in Ukraine, where it says it has launched a “special operation”.
Further, Japan’s minister of industry said Tokyo planned to gradually reduce the imports of Russian coal while seeking alternative suppliers as a result of the sanctions against Moscow.
In addition to expelling diplomats, Japan has banned the import of coal, machinery, wood and vodka from Russia, frozen assets of Russia’s largest banks, including Sberbank and Alphabank, and banned 400 Russian lawmakers and senior military officials, as well as 20 Russian companies linked to military projects.
Days later, Croatia has expelled eighteen Russian diplomats and six administrative staff members working at the Russian embassy in its capital Zagreb, the Foreign Ministry said on Monday.
“Eighteen diplomats and six members of administrative staff (24 employees in total) at the Embassy of the Russian Federation have been asked to leave the Republic of Croatia,” a ministry statement said.
France is expelling six Russians for alleged spying under diplomatic cover after its intelligence services uncovered a clandestine operation on its soil, according to the foreign ministry as The Times Of Ocean learned on April 12.
In a statement, the foreign ministry said that six Russian agents operating under diplomatic cover whose activities were found to be counter-productive to our national interests had been declared persona non grata.
Continuing the tit-for-tat diplomatic fallout from the Ukraine war, Russia on April 15 expelled 18 European Union diplomats from Moscow in retaliation for Brussels’ personae non gratae declaration earlier this month against 19 Russians.
In a statement on April 5, the EU said the 19 Russian diplomats had engaged in activities contrary to their diplomatic status and ordered them to leave Belgium.

hypothetically, lets assume Putin does decide things are beyond salvaging and to let the nukes fly and no one in the entire chain of command decides to stop him. The button get pushed so to speak and... nothing happens. Turns out even Russia's nuclear program is a victim of corruption and now Russia has not even that as a tool or weapon.
Or worse they do fire off but all either blow up in the silos or on Russian territory and otherwise never make it out of Russian air space.
What sort of international response would you expect to that?
Those are two significantly different examples.
If Russian nuclear silos explode, irradiating the surrounding areas, that becomes a significant humanitarian catastrophe that requires international intervention. After all, nuclear fallout is carried downwind, and depending on the Russian nuclear facilities that experience catastrophic failure, this means a significant number of IDP's and medical assistance that Russia is ill-equipped to provide support for. In that sense, there are exclusions zones, refugee camps, and other factors that dominate international concern.
However, in the event that the Russians deploy a nuclear response that ends up being a dud, I imagine that the Russian Federation is expelled from most supranational governmental forums. No country wants the nuclear taboo broken, and so even China would be hard-pressed to deny Russia's expulsion from the Security Council, and Orban couldn't justify Russia's expulsion from something like the OPCW or any European security arrangement. You'd probably see the confiscation of Russian foreign sovereign assets, crippling sanctions, and the effort undertaken to destroy Russian nuclear weapon infrastructure, including nuclear submarines, silos, and the forcible grounding of nuclear-capable strategic bombers.

The Chemical Weapons Convention’s aim is “to exclude completely the possibility of the use of chemical weapons”. It does so by ensuring that all existing stockpiles of chemical weapons are destroyed, and by putting in place a framework – made up of a set of binding obligations on States Parties and a verification regime run by the Technical Secretariat – to ensure that chemical weapons do not re-emerge. 
Chemical weapons may re-emerge in a number of ways: through state-sponsored programmes, through the actions of terrorist or other criminal groups, or through lone individuals. Chemical weapons may be produced by repurposing existing chemical facilities or they may be made on a smaller scale in purpose-built laboratories or even domestic settings. The OPCW works in a variety of ways to prevent these scenarios from happening.

Brazil pays off its debt to UN and other multilateral institutions

Brazil announced Thursday that it had paid off its debts to major international institutions, including the United Nations, the Organization of American States, the World Trade Organization, and the World Health Organization. In a joint statement issued by the Foreign Affairs and Planning ministries, Brazil said it had repaid BRL 4.6 billion (USD 937 million) in debt to international institutions in 2023. This includes BRL 289 million to the UN and a separate BRL 1.1 billion to UN peacekeeping operations.
The payments ensure that Brazil will maintain its voting rights in bodies such as the UN, as well as restore its right to vote in the International Organization for Migration (IOM), the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO), the International Atomic Energy Agency (IAEA), the Organization for the Prohibition of Chemical Weapons (OPCW), and the International Criminal Court (ICC).

AMSTERDAM, June 16 (Reuters) - The Dutch intelligence service said on Thursday it had uncovered a Russian military agent attempting to use a false identity to infiltrate the International Criminal Court (ICC) which is investigating accusations of war crimes in Ukraine.
Sergey Vladimirovich Cherkasov created an elaborate cover story dating back years to try and enter the Netherlands as a Brazilian national for an internship at the Hague-based ICC in April, the agency's head told Reuters.
"This was a long-term, multi-year GRU operation that cost a lot of time, energy and money," said Dutch intelligence agency chief Erik Akerboom, using the acronym for Russia's military intelligence service.
There was no immediate reaction from Moscow, though President Vladimir Putin's government has in the past frequently denied spying accusations as a Western smear campaign against Moscow.
The Dutch General Intelligence and Security Service (AIVD) said in a statement that the man, who went by the alias Viktor Muller Ferreira, was picked up at a Dutch airport. He was declared an undesirable alien and put on the next flight back to Brazil, where he faces court proceedings, it added.
"It clearly shows us what the Russians are up to - trying to gain illegal access to information within the ICC. We classify this as a high-level threat," Akerboom added, saying the ICC had accepted him for an internship.
ICC spokesperson Sonia Robla said the court was grateful to Dutch authorities for the operation and the exposing of security risks. "The ICC takes these threats very seriously and will continue to work and cooperate with The Netherlands," she said.
There was no immediate comment on the case from Brazilian authorities.
'WELL-CONSTRUCTED COVER'
The Dutch agency said it had taken the unusual step of releasing detailed information on the case to expose the workings of Russian intelligence and threat to other international institutions.
It distributed a four-page document outlining what it said was Cherkasov's invented cover story. That included a supposed troubled family history and details from a club where he liked to listen to electronic trance music and his favourite restaurant in Brasilia where he would eat cheap brown bean stew.
"Cherkasov used a well-constructed cover identity by which he concealed all his ties with Russia in general, and the GRU in particular," the statement said.
The ICC, a permanent global war crimes tribunal with 123 member states, opened an investigation in Ukraine just days after Putin sent his troops in on Feb. 24. It is examining allegations of war crimes, crimes against humanity and genocide.
The Dutch have expelled more than 20 Russians accused of spying in recent years.
They include four people accused in 2018 of hacking the Organization for the Prohibition of Chemical Weapons (OPCW), two accused of spying in the corporate, high-tech sector in 2020, and 17 suspected operatives accredited as diplomats who were thrown out after this year's invasion of Ukraine.
Russia has denied all the charges and responded to the latest expulsions by also kicking out 15 Dutch embassy and consulate staff from Moscow and St. Petersburg.
