The Good Citizen
An AU where Izuku is just an ordinary boy. He never meets All Might and has his application for Yuuei's entrance exam rejected because of his quirkless status. He still wants to be a hero, but then again, he's just a normal kid with a mom who works two jobs, and since he failed to get into his dream school, he still has to get into another one, he doesn't have time. to go to the gym or learn to fight, or whatever. And yet, he wants to be a hero, so he grabs a pair of old skates and a stick. And he sneaks out the window at night, intending to be a vigilante.
But like a normal boy, he's a bit of a coward, so when he encounters his first crime, instead of getting involved, he calls the police. He calls the police and hides and is delighted when a police car arrives a few minutes later and does its job. And then he repeats that, goes out, finds a crime and calls the police. And repeat. And the next time, he identifies himself as "Good Citizen" when the person on the line recognizes his voice. And the name sticks. And Izuku keeps it, thinking of it as a way to keep his identity safe. But one day, 'The Good Citizen' calls the police on a group of men beating up a guy. And next he stops a man from harassing a girl.
The mens who beat the guy are part of a powerfull gang and their high-rankers discovers that the person who reported them was the same person who has been making several reports. The old man who harassed the girl was an important member of the HPSC, whose arrest creates a huge scandal
With this he successfully angers the villains and the HPSC all at once. Next week there's a bounty on 'snitch's head. And an arrest warrant for the vigilante who is 'an enemy in the making for the society of heroes'.
Then a race begins, villains and heroes mobilizing to kill/arrest one (1) well-intentioned green bean.
And, out of nowhere, this all becomes Aizawa Fucking Shota's problem.

My baby sister has heard of bnha and apparently watched some clips but only some tidbits from the 6th season (mainly the fight with Nagant, who is her favorite) And she very confidently told me that she knows all about keigo, who is hawks. I asked if he knew who dabi has, and she rolled her eyes and told me that yes, she knows he's touya, and that he used to be friends with keigo as kids!
She was very confused when I told her that... no, they weren't. They didn't know each other until adulthood. She insisted that she'd seen a video of them as kids together. I told her it was probably a fan animation, because a lot of people thought Dabi and Hawks knew each other as kids, since Dabi was the only one who knew hawks' real name. But it turned out he just tracked his mom down in secret. She insists that this is stupid, once again confirming that the "dabihawks secret childhood friends/rivals" theory is the only time fanon has ever been better than canon.

Sorry for asking too many questions !? I am just curious about the HPSC ! is the HPSC evil or is it good ? it says that they are background antagonistic force?
Unfortunately, whatever Horikoshi planned to write about the HPSC, it was almost certainly one of the things he decided to just cut short and half-ass in his hurry to reach the end.
So what we know now is that:
HPSC on the surface is a bureaucracy that is in charge of giving out hero licenses, organizing license exams, keeping hero rankings. Sort of like a professional board regulating the heroes (unclear how independent they are from the government). Boring regulation things.
HPSC also had a secret black op program that was in charge of maintaining the reputation of heroes by any means necessary. To do this, they did basically extrajudicial killings of not only suspected villains, but also crooked heroes. According to Horikoshi, this was all done by lone assassin, Lady Nagant, who then got sick of it and killed the Commission President.
The new HPSC president was "nicer". She found little Keigo, bought him from his mom, raised him to be a tool, stripped him of his identity and he became Nagant's successor. Both a secret operative and the No 2 hero out in the light. We don't know exactly the missions Hawks ran before infiltrating the PLF, but it's clearly not his first mission.
The HPSC President was killed by a Re-Destro clone. The new President, Mera (the sleepy guy) from the licensing exam seems to be nothing more than your basic little bureaocrat, and his role so far is to twiddle his thumb and delay the international heroes' permission to come help, and sign a provisionary license for Shinsou (and probably Shishikura - Meat Ball guy) so they can participate in the final war.
So yeah, HPSC is a shady organization. I had the potential to be one of the most exciting parts of the story and give Hawks a really good endgame. But instead, it became kind of half-assed and the entire storyline got basically scrapped and given these really underwhelming "resolution". So even if Hawks becomes new president, I wouldn't expect much explanation or anything, just maybe a panel or part of a montage.
But if he does take that role, he could also help with a proper rehabilitation of the villains.

First of all, I love how these panels establish a clear difference between Hawks looking at Dabi and Hawks looking at Dabi. In the scene from 240, Hawks is looking at Dabi as he's thinking about completing his mission and contacting Endeavor for backup. Like dude? You're literally staring into Dabi's eyes and thinking about Endeavor and it never crossed your mind that they have the same eyes? Chapter 267 drives this point even further by putting a close-up of Dabi's eye after he reveals his identity to Hawks. You can clearly see Hawks having an "oh shit" moment after the reveal as he truly looks at Dabi and realizes that this one piece of crucial information has been right in his face the whole time.
And second of all, this just highlights how Dabi truly is Hawks' downfall during the raid.

The whole point of Hawks' mission was to gain intel on the League so that the heroes don't make any hasty decisions and have the upper hand in apprehending the villains for good. The fact that the HPSC president specifically told Hawks "we severely underestimated the enemy" and yet he did the same exact thing is, quite frankly, hilarious.
And in retrospect, given the knowledge that we have on Dabi's past from chapter 350, Hawks could have figured out who was behind the nomu, where they were kept, and so many other things about AFO's plan for a successor if he had paid more attention to Dabi.

Ask game, please! After the whole MLA kidnapping him debacle, Giran sells out everyone and gets rehabilitated. Please.
1- so, Giran watches the new combined group generals announce their plans to the canon fodder and that's the last straw, he knows which of those two categories he's in now. So he texts Compress and Twice that he needs a vacation after dealing with everything and he's headed to the beach, he'll be back in a week, do they want any souvenirs? Twice asks for twenty things, Compress tells him to not worry about it and that he'll go to ReDestro if anything in his prosthetic needs maintenance, enjoy his week, and promptly forgets to pass this on to Shigaraki or the others. Giran slips away.
2- Hawks, who keeps an eye on threats, notices he's very suddenly gone and wonders if he was sacrificed fully for the MLA merger, and asks a few questions- Twice says nah he's just on vacation at this beach, and gets distracted and forgets about that too. Hawks tells a handler, who sends an agent to the beach- though Giran isn't actually there, just close and watching for it. When he sees the agent, he follows them to leave.
3- Grabbing the agent, Giran explains two options- either he can call Twice and say the trap worked and they found the mole, killing Hawks before he can get out of the villa... Or, Giran can make a deal and get his own. The agent agrees to make the call about the deal, Giran with a hand on their arm and ready to use his quirk at any moment. The commission agrees to his terms in exchange for information- and Giran has a lot of it.
4- including, you know, Dabi's real identity- the guy hadn't killed anyone at the beginning, lost his gun to a fourteen year old, and was clearly not going to play nice with the league, Giran would have dropped in with some other low level group if Garaki hadn't told him to keep him close and why. And Compress's identity, not that it super matters. And how to restrain Twice effectively. And how to bring in the MLA generals. And their accurate numbers. He knows more than Hawks about everything except Garaki's plans for Shigaraki, so the MLA move quickly, having Hawks sedate Twice and extract him first as soon as Shigaraki goes under the procedure.
5- the HPSC spins the whole media narrative about the quirkless doctor who's been experimenting on people and corpses to make villain minions for All For One- including the dead hero student Shirakumo, and Endeavor's eldest dead son- and how he was going to do the same to Shigaraki... Until Endeavour stopped him and avenged his poor dead nomu son, [camera coverage switches to live takedown of hospital as heroes attack the villa as well, not bringing students along because that really might hurt the whole publicity win they tried with this.... Tons of heroes still die tho ah. Definitely a hard fight. And oh yeah none of the heroes knew about the story being aired until after so Endeavor has his breakdown at the hospital and Mic almost kills more people for bringing Oboro into this like that.]
+1- Giran, watching the plan succeed fairly well, takes his money for his info and doesn't exactly "rehabilitate"... He does lay low and live comfortably for a while though as he watches the balance of power shift, many heroes wanting to change or pull away from the hpsc after what they pulled (the Todoroki family is in tatters and they aren't the only ones), different villain and vigilante groups probing out the new space in power, AfO fuming at so many plans down the drain while he's still in Tartarus, etc. I'm sure Giran will come out of retirement once he figures the new playing field, the new players he respects or tolerates, and how to turn a profit with them.
