I will figure out her colors someday but I COULD NOT KEEP HER FROM THE WORLD ANY LONGER- Meet Loa Flanigan aka Fortuna... Ratigan's mama! She's an old lady that works as some sort of seer as well as being part of the coundil of a humble place called Meadow Town, habitated by rats and far away from Mousedom (it's also where Jacob and Boney live), though she is usually around her tent most of the time.

Her backstory is basically like in "Copacabana" aka she used to be a singer/showgirl in her youth when she met Ratigan's dad. Sadly though he died before he even got to know he was going to be a father and Loa was basically a single mom. However she lost her child when he was still very young and since she thought he had died, she stopped searching for him after years.

HOWEVER after long events in which Ratigan was involved in (for example nearly marrying a mad duchess aka Dolleyes and dying in the process-) he fleed and ended up stranded on Meadow Town... A place he honestly didn't remember and therefore, he didn't remember his mother that much, but they have a good relationship at least(?

ALSO I added that detail since Ratigan seems to have a vodoo doll of Basil in his song... Except that he has the wrong perception of the thing, while Loa uses the dolls for the good and accurate purposes-
