If anyone wonders why Israel "tolerates" Hamas launching 10's of 1000's of self-made-but-still-very-dangerous rockets, it's because they (Hamas) are so piss poor at doing it that they've killed probably 10x Gazans through launch accidents, explosions, and other "own goal" than Hamas have even wounded Israelis.
In case of the incompetent IRA bombmakers, it was implied that actually they were deliberately sabotaging the cause -- because nobody wants to believe that stupid evil fucking fucks might also be grossly incompetent or at least criminally negligent. In Hamas, people are saying they did it deliberately to get sympathy and sabotage the the meeting between Biden and (what's-his-name-the-Palistinian-figurehead-dude) ... same difference?
"Own goal" and then saying the other side did it: the Qataris and the rest of the Arab world really want to believe it was the Israeli side. We've seen what Israeli strikes look like (Gaza towers) -- this wasn't that! It's funnily enough the exact same as the explosions from the Hamas rockets which make it past the Iron Dome and actually hit (purely random) things in Israel.
