It's September 16th, UN International Ozone Preservation Day. On this day in 1987, the United Nations sponsored the Montreal Protocol on Substances that Deplete the Ozone Layer. This annual observance highlights the threats to our atmosphere's ozone layer, its relationship with climate change, and the steps we can all take to protect it from further damage.
In 1913, French physicists Charles Fabry and Henri Buisson discovered the ozone layer while measuring the Sun's radiation. Later research revealed that this fragile layer of ozone gas in our atmosphere protects the Earth from harmful ultraviolet rays, thus helping to preserve life on our planet.
In the late 1970s, scientists realized that human activity was destroying the ozone layer. They discovered a hole that was caused by ozone-depleting gases often found in air conditioners and refrigerators. Evidence of this ozone depletion manifested itself in many ways, including destruction of plants and ecosystems and increased incidences of skin cancer.
The international community rose to the occasion. In 1985, the United Nations adopted a formal declaration, the Vienna Convention for the Protection of the Ozone Layer, and then two years later put the Montreal Protocol into effect. Thanks to these successful efforts, the ozone layer is now healing. On September 16th, 2009, the Vienna Convention and the Montreal Protocol became the first United Nations treaties in history to achieve universal ratification. For more than 30 years, nations have been working to protect Earth’s stratospheric ozone layer by banning the new production and trade of ozone-depleting substances. Part of that effort has included tracking the atmospheric concentration of such chemicals.
In 2018, researchers noticed that after years of steady declines, the concentration of a particular ozone-depleter leveled off globally. With deeper investigation, they then uncovered a source of new emissions from eastern China. In research published in February 2021 in the journal Nature, scientists reported that the resurgence in emissions of trichlorofluoromethane (CFC-11 or freon-11) from China and other unreported sources was short-lived and should not significantly delay the recovery of Earth’s ozone layer.
Stratospheric ozone is a natural sunscreen that helps shield us from harmful ultraviolet (UV) rays from the Sun. In the 1970 and 80s, scientists discovered that chemicals widely used in refrigerants and insulating foams were rising into the stratosphere. Those chlorofluorocarbons (CFCs) are broken down by UV light into forms that cause the destruction of ozone molecules. Stratospheric ozone concentrations fell globally, and the problem became most acute over the South Pole, where an “ozone hole” started forming annually. In 1987, an international treaty was enacted to prevent additional degradation: the Montreal Protocol banned CFCs, while creating protocols to track their emissions.
Even after production ceased, scientists still expected chemicals like CFC-11 to continue leaking from existing products for years, but at a gradually declining rate. The gases are monitored by groups like the U.S. National Oceanic and Atmospheric Administration (NOAA) and the Advanced Global Atmospheric Gases Experiment (AGAGE), a network of monitoring stations funded by NASA and environmental agencies and headed by the Massachusetts Institute of Technology and the Scripps Institution of Oceanography.

As we celebrate National Hispanic Heritage month, it's hard to imagine where climate research would be right now without the contributions of Mexican chemist Mario Molina.
Molina was born in Mexico City, Mexico, March 19, 1943.
He’s the first Mexican-born scientist to win a Nobel Prize in Chemistry for his research on the formation and decomposition of ozone in the atmosphere.
The award-winning chemist, and his colleague developed the “CFC-ozone depletion theory.”
The scientists found chlorofluorocarbons could deplete the ozone layer. In 1974, their research paper published in “Nature,” said CFCs could destroy the stratospheric layer of the ozone, which absorbs most of the sun’s ultraviolet radiation.
In 1985, his research led to the discovery of the ozone hole over Antarctica.
Molina’s research of CFCs showed how chlorine-activation reactions were leading to the loss of ozone in the polar stratosphere at the South Pole.
Extraordinary Science
The chemist’s research on CFCs and its impact on the ozone layer became a blueprint for other environmental scientists.
His work contributed to the creation of the Montreal Protocol in 1987. It’s the first international treaty on substances that deplete the ozone layer. The agreement made a pledge to phase out the production and consumption of ozone-depleting substances.
In 1995, Molina was the co-recipient for the Nobel Prize in Chemistry and was the first Mexican scientists to do so. They recognized him for his work on CFC gases and its threat to the Earth’s ozone.
