MANILA – The Philippine Army's 2nd Infantry Division (2ID) has declared the province of Batangas as now free from communist insurgency.
Maj. Gen. Greg Almerol, 2ID commander, made the announcement during the signing of a memorandum of agreement (MOA) declaring the province as an area with "stable internal peace and security", between ranking military and provincial government officials held at the Provincial Capitol on Wednesday.
Almerol and Governor Hermilando Mandanas signed the MOA in the presence of members of the Provincial Peace and Order Council, mayors, officials of government agencies in the province, and military and police commanders.
Almerol said the province has already met the parameters set under the Armed Forces of the Philippines' phases of normalization, specifically the absence of recorded New People's Army (NPA) violent activities for at least one year. Mandanas, meanwhile, thanked the different agencies, soldiers, and police who remained committed to its mandate to help the province attain peace, prosperity, and development.
He added that development would always rely on the achievement of peace as a result of the national and local government’s concerted effort, which shows a true zeal of leadership and compassion to its people.
The ceremony also highlighted the presentation of surrendered firearms and distribution of food packs to seven former rebels who were earlier granted monetary support amounting to PHP455,000, as well as medical services among other benefits under the government’s Enhanced Comprehensive Local Integration Program (E-CLIP).
Almerol lauded the province of Batangas, soldiers, and police for the seamless relationship in fulfilling the silent prayers and aspirations of the Filipino people for a peaceful and prosperous life away from the horrors of terrorism.
"The government’s desire to end insurgency through the Provincial Task Force to End Local Communist Armed Conflict or PTF-ELCAC of Batangas made the impossible possible for the people we have sworn to serve," he said.
Almerol also expressed hope that Batangas would now be able to further enhance its commercial viability, tourism, and other development opportunities that would benefit the people.
Batangas is the fifth province in the 2ID's area of responsibility to be declared as having stable internal peace and security, after the provinces of Cavite, Romblon, Marinduque, and Laguna. (PNA)

Court Unseals Jabi Mall
The FCT Mobile Court, Tuesday morning ordered the unsealing of Jabi Lake Mall, Abuja, which was locked on June 14 after the management contravened the Presidential Task Force (PTF) protocols on COVID-19 control by allowing its premises to be used for a drive in concert featuring Naira Marley.

The court ordered the management of the mall to publish an apology to the government in the national dailies for violating the COVID-19 guidelines. The mall was shut on the order of Magistrate Idayat Akanni for the musical performance which held at the popular plaza. The event attracted a large gathering many of who did not wear face masks or observe social distancing. Three staff of the mall were also arraigned for organising the concert in violation of the protocols approved by the Presidential Task Force on COVID-19. Giving the order for the opening of the mall on Monday, Akanni stated that her decision was a sequel to the application filed by the defence counsel, Nnamdi Ekwem, praying the court to unseal the business premises. She said that her judgment was based on the overall interest of those who would be affected adversely by the closure, noting that the mall had over 100 employees and other tenants who are not co-offenders in the matter. Federal offices nationwide can open from May 4 for workers to resume work, the Presidential Task Force on COVID-19 has said.
The resumption will be based on specific grade levels, the PTF explained.
Also, the banking, construction, construction, manufacturing sectors, as well as food processing companies, will be allowed to open from Monday, the PTF further said.
The PTF noted that banks will be allowed to open from 8am to 2pm daily while observing the new restrictions put in place by the government.
National Coordinator of the PTF on Covid-19, Dr. Aliyu Sani stated these during the daily briefing by the Presidential Task Force on COVID-19 pandemic.
The national coordinator said that temperature test, respiratory hygiene and restriction of gathering of not more than 20 persons will be introduced.
Sani said the task force would be engaging with state governments to make sure that the PTF have a common approach to the opening of offices.
He said: “For government offices, government staff will be allowed to resume from the 4 of May but it will be based on specific grade levels and specific days so that we can reduce the amount of congestion that we might have in our government offices and we will be discussing further with state governments to make sure that we have a common approach to this.
“Banks will be allowed to open but there will be restriction in the opening hours to between 8am to 2pm and together with all the other preventive measures I have already mentioned.
“In addition to this, from the point of agriculture and rural development, companies involved in food processing can commence operation.
“In construction sites, critical road will be allowed but waivers will be provided by state governments to enable movement.
“For the manufacturing and pharmaceutical industries, we will encourage shift work and limiting staff to only 30 to 50 per cent to maintain social distancing and pharmacy shops may remain open overnight.”
Sani however said that restrictions on social gatherings remain suspended pending review of the new measures put in place by the government.
He said that restaurants and schools remain closed.
However, Sani said that neighbourhood markets are allowed to operate during the relaxed lockdown.
He said: “Restaurant will not be opened to the publics but will be allowed to engage in home delivery of food.
“Schools will remain closed till further evaluation. Schools are encouraged to continue with e-learning and virtual teaching.
“Social activities such as the use of recreational parks. Communal sports, concert, social parties and movie theaters will be suspended until further review.
“Neighborhood markets will continue to open with the same standard and restrictions that we have applied in the past as well as supermarkets, and retail stores.”
He urged those above 65 year old and with mobility challenge to avoid co-mingling with the general public so that they protect themselves from catching Covid-19.
“There will be general pieces of advice, for instance, discouraging persons above the age of 65 and those with mobility challenge from co-mingling with the general public so that they protect themselves from catching Covid -19 because they are the ones that are most likely to develop severe illness.
“We will be providing additional details and hopefully the implementation guidelines and the protocols will follow over the next day or two to allow businesses and offices to prepare for these changes,” he added.

Briefing newsmen on the guidelines for the ease of the lockdown, the National coordinator of the Presidential taskforce on COVID19, Sani Aliyu, said Interstate travels remain banned except for essential services. For intrastate activities, banks are to open between the hours of 8pm to 2pm while adhering to all the COVID-19 prevention guidelines. . Schools are remained closed. Restaurants are to remain closed but can do home deliveries. Concerts and Recreational activities stay suspended for now.
