In 1865, enslaved people in Texas were notified by Union Civil War soldiers about the abolition of slavery. This was 2.5 years after the final Emancipation Proclamation which freed all enslaved Black Americans. But Slavery Continued… In 1866, a year after the amendment was ratified, Alabama, Texas, Louisiana, Arkansas, Georgia, Mississippi, Florida, Tennessee, and South Carolina began to lease out convicts for labor. This made the business of arresting black people very lucrative, thus hundreds of white men were hired by these states as police officers. Their primary responsibility being to search out and arrest black peoples who were in violation of ‘Black Codes’ Basically, black codes were a series of laws criminalizing legal activity for black people. Through the enforcement of these laws, they could be imprisoned. Once arrested, these men, women & children would be leased to plantations or they would be leased to work at coal mines, or railroad companies. The owners of these businesses would pay the state for every prisoner who worked for them; prison labor. It’s believed that after the passing of the 13th Amendment, more than 800,000 Black people were part of that system of re-enslavement through the prison system. The 13th Amendment declared that "Neither slavery nor involuntary servitude, except as a punishment for crime whereof the party shall have been duly convicted, shall exist within the United States, or any place subject to their jurisdiction." Lawmakers used this phrase to make petty offenses crimes. When Blacks were found guilty of committing these crimes, they were imprisoned and then leased out to the same businesses that lost slaves after the passing of the 13th Amendment. The majority of White Southern farmers and business owners hated the 13th Amendment because it took away slave labor. As a way to appease them, the federal government turned a blind eye when southern states used this clause in the 13th Amendment to establish the Black Codes.

Regarding Mina's description of Dracula and why it's problematic, a good starting point would be to read the Wikipedia article for physiognomy, which is the outdated pseudoscience of face reading that is unfortunately rooted in racism, antisemitism, ableism, etc., and was very popular during the Victorian era as a way to judge moral character based on facial features.
So when Mina says 'His face was not a good face', she is not just saying that Dracula is ugly (though concepts of ugliness and beauty are not value-neutral either), but that she can tell that he is evil based on his facial features; note that one of the facial features she singles out is a 'beaky nose', which comes from Cesare Lombroso's idea that among other traits, hawk-like noses are a marker of criminality on the basis of criminals being evolutionary throwbacks who are less evolved than non-criminals; many of these allegedly 'criminal' and 'degenerate' facial features are obviously racialized and not associated with Gentile whiteness, but in opposition to it.
Stoker was definitely interested in physiognomy and uses it as a narrative device to show how certain heroic characters are intelligent, perceptive, and educated on the latest (pseudo)sciences (the modernity theme again) - namely Mina and Van Helsing, but also Jonathan to a lesser degree; we will definitely see this idea come up several more times, including explicit references to Lombroso himself.
It is also important to remember that linking physical appearance and morality still happens today - think about how many people say they can tell someone is a bad person bc they're ugly or that 'People get the face they deserve' where good people age gracefully and bad people age poorly, even though aging has nothing to do with personal character.

Something something Jason feeling like he doesn't quite fit as "Greek" or "Roman" as a metaphor for bisexuality, particularly the semi-canonical bi-coding in his half of experiences during the Cupid scene and how Favonius and Cupid speak to him in parallel to the scenes confirming Nico is gay.
Something something the camps as metaphors for traditionally acceptable forms of relationships and Nico living as a rogue outside of them, rejecting expectation (ergo in himself representing a metaphor of queer identity and living outside of boxes and defined/usually hetero-allonormative/binary ideas of what love/relationships should look like) versus Jason struggling with the expectation to conform to a label and even discussing with Nico both of them remaining at CHB together.
Something something the inverse of Jason shifting away from the camps after he breaks up with Piper, feeling lost and unable to find a place between the camps as he begins to explore his queer identity properly for the first time versus Nico only remaining at CHB because he has entered a relationship.
