"Governor Janet Mills announced that Maine has, two years ahead of time, surpassed its goal of installing 100,000 new heat pumps by 2025, a milestone that represents significant progress in reducing Maine’s reliance on heating oil, lowering heating costs, and curbing harmful carbon emissions.
To continue Maine’s momentum, Governor Mills also unveiled a new target: installing another 175,000 additional heat pumps in Maine by 2027, thereby bringing the number of heat pumps installed in Maine homes, businesses, and public buildings during her time in office to 275,000.
If this target is achieved, Maine would have more than 320,000 heat pumps in total installed across the state.
Heat pumps can be thought of as temperature recycling machines. They are filled with refrigerant fluid and contain a compressor, and they work by extracting excess heat and moving it around, either in or out of a house depending on whether it’s hot or cold.
It’s believed they work best in hot weather, but in February, Maine’s temperatures in some places plummeted during a cold snap to -60°F. Efficiency Maine, which aided in the state’s adoption of heat pumps by organizing rebates for customers under the provisions of the Inflation Reduction Act, did a survey of owners they had helped the previous year.
Many of [the heat pump owners] reported they were comfortable and warm, and offered to bring up the fact that by February they had already saved hundreds of dollars on home heating systems, over boilers, gas furnaces, and heating oil.
“We are setting an example for the nation,” said Mills at the announcement event. ​“Our transition to heat pumps is… curbing our reliance on fossil fuels, and cutting costs for Maine families, all while making them more comfortable in their homes—a hat trick for our state.”
The transition began in 2019 with bipartisan support of the Legislature, when Governor Mills enacted laws setting ambitious targets for transitioning to renewable energy and reducing greenhouse gas emissions."

Sammy's Little Problem, Chapter 15
Chapter Fourteen here.
It took a second for Sammy to comprehend how huge Littles’R’Us actually was when they pulled into the parking lot. It made Costco seem small by comparison. This wasn’t going to be a quick trip.
Sammy took a deep breath, trying to not feel so overwhelmed. She couldn’t help but notice Allie was treating her much more like a Little than ever before. Movie night now felt like a lifetime ago. She still didn’t feel like a Little. She felt the same as she did the day she received the news.
Just…with much less bathroom control. And did get a bit sleepier around midday and around 8 PM, and, she had to admit, did have to work harder than usual to not be emotionally overwhelmed. But still, adjusting to being treated like a Little was harder than she expected.
“You ready, Sammy?”
“Do I have a choice?”
Alyssa laughed, “well I guess not, no. But I want you to stay close to me, this store is huge and I don’t want you getting lost, okay? I want you to hold my hand or the cart at all times.”
“I’m not a baby,” Sammy huffed.
“I never said you were, Sammy. I just don’t want you getting lost. What would you do if you got lost? You don’t have the keys to the car. You don’t have a cellphone to call me. What would you do?”
“Well, I would have my cell phone if you didn’t take it away!” Sammy retorted.
“We went over this, Sammy,” Alyssa said sternly, “you don’t need a cellphone like you had. We can get you one designed for Littles in the future, but I don’t want you surfing the web and getting into trouble.”
Sammy stuck her tongue out Allie before she realized she was doing it. Her face flushed with embarrassment.
“Well, that is a great point there, Sammy!” Allie laughed, “now can you hold my hand?”
Sammy did. They walked into the store. It was hard to fathom how large it was. There seemed to be endless rows of Little’s products of all levels. It was so big, Alyssa grabbed a map before heading to the counter.
“Hello,” the woman at the counter said nicely, “how can I help you today?”
“We’re here to get everything set up for my new Little, Sammy,” Alyssa responded.
“What a cutie!” the woman said looking down at Sammy, “the first trip is always so exciting! You get to pick out everything your heart desires, little one!”
Sammy couldn’t bring herself to respond. Instead, she hid behind Alyssa in embarrassment.
“She’s still a bit shy,” Alyssa acknowledged.
“Well, that’s perfectly fine!,” she said to Sammy before turning back to Alyssa, “I can get you set up, did you bring the paperwork from the Littles Registration Office?”
“Yep, right here.”
“Perfect. Okay. So I see Sammy here is a Level Two Little. Most of the L2 supplies are down towards the back. Just head straight down and you can’t miss it. You’ll find the diaper aisle on the way, as well as any of the products that are appropriate for both L1s and L2s, such as bottles, sippy cups, and diaper bags.”
“Great,” Alyssa replied, “but these shopping carts don’t seem big enough to carry everything, though.”
“Whoops, I almost forgot! You’ll use this scanner here to select any of the bigger items you’d want. We offer same day delivery and installation if you finish before noon, which gives you three and a half hours, plenty of time. For things like diapers, you can put some in your cart, but the rest you can scan in and we’ll delivery them along with any furniture. And everything you scan will be added up and once you get to the checkout, the government rebate will automatically deduct from the total and you can pay the difference, if any, there.”
“Thank you so much,” Alyssa says as the woman gives her the scanner, “I think we can figure it out from here!”
Alyssa grabs a cart. “Okay, Sammy, you ready to start?”
“I-I guess,” Sammy whimpers.
Unsurprisingly, the diaper section is huge. There are diapers of every size, thickness, color, interest.
“It look’s like the L2 diapers are a few rows down,” Allie says, consulting the map.
“What’s the difference between L1 and L2 diapers, Allie?”
“Well, L1s and L2s have different needs. Remember, L1s aren’t able to walk or talk, so their diapers need to be different than for L2s. L1 diapers are way thicker since they don’t need to worry about walking. They’re so cute though. I’m sure we could get you some!”
“Sammy laughs nervously, “I think that’s okay, Allie.”
“Well, if you change your mind, let me know!”
They get to the L2 diaper aisles. Sammy sees there are three sections: Daytime Diapers, Nighttime Diapers, and Swim Diapers. Each design had a diaper on display, to let the Littles get a better idea of each design.
“Okay, lets start with daytime diapers,” Allie says, “which ones do you like best, Sammy?”
Sammy’s stomach sank at the question. This made it feel so real. She was going to pick out the diapers she’d wear for the rest of her life.
“I-I don’t know,” Sammy whispers.
Allie pulls Sammy in for a hug. “It’s a lot, I understand, Sammy. But would you rather have me pick out boring, ugly diapers? If you’re going to wear them anyway, you might as choose the ones that match your style!”
Sammy doubted diapers would ever match anyone’s “style,” especially not hers. As she looked around, she definitely didn’t think anyone of these diapers would do that. All of them were in sickening pastel colors or complete with babyish cartoon patterns on them. She started walking down the aisle, seeing her options.
“Look at this one, Sammy!” Allie encouraged, “these one’s have astronauts and these one’s have rockets on them!”
Alyssa knew it was a mistake as soon as she said it. Sure, they did make the most sense for Sammy, but maybe it was still a bit too soon for Sammy to want them.
Sammy teared up almost immediately. It was one thing to go from an adult to a Little, but going from potentially being a rocket scientist, to wearing rockets on her diaper was just too much. Tears welled in Sammy’s eyes.
“I’m sorry, Sammy, I should have known that was a stupid suggestion! I didn’t mean to upset you!”
“It’s not fair!” Sammy whined, “I don’t want to wear diapers with rockets on them, I want to work on rockets! I want to go home!”
Alyssa kicked herself. She should know how to not set off her own Little’s tantrums, even if this was so new. “Sammy, please, everything is okay. Come here.”
“No!” Sammy shrilled defiantly, stomping her feet, “I won’t do it! I won’t choose a diaper! I won’t be a Little! I won’t I won’t I won’t!”
Sammy’s screams echoed across the store, drawing sympathetic looks from other Caregivers. Alyssa stood there, unsure how to help Sammy.
“It’s okay you’re upset, Sammy. It’s okay to be angry. I know you don’t want to be wearing diapers. These are big emotions, it’s perfectly fine to feel them. But right now you need to choose some, okay? It’s not up for debate.”
Sammy looked mutinous. “I’m not a baby! You can’t make me!”
Alyssa sighed. “Sammy, now is not the time for screaming. I understand you’re frustrated, honey. But you need to calm down and explain to me how you’re feeling, alright? You cannot scream like this in public. Can you take a deep breath for me, Sammy?”
It took a few more stomps, but eventually Sammy gave in and took a deep breath.
“Thank you, Sammy. You’re doing great. Now let all your anger and frustration out as you breathe out, okay? Nice job. One more time. Good girl, Sammy. Now, can you tell me how you’re feeling?”
Sammy took a few steadying breaths. As she did, she felt herself calm down, regaining the clarity she had before. “I-I’m sorry, Allie! Sometimes it feels like I lose control and just want to cry and scream, I don’t know w-what’s happening to me.”
“I understand, Sammy, it’s easy to feel overwhelmed, isn’t it?”
“Yeah.”
“But we can’t yell and scream when that happens, can we? We need to talk about our feelings before they explode, okay?”
“Y-you’re right, Allie.”
“You have nothing to apologize for, Sammy. Just promise when you start to feel overwhelmed, you’ll tell me, okay?”
“Okay…”
“Thank you, Sammy. That’s very mature of you. Now, can you help me choose some diapers?”
“Yeah, I can, Allie,” Sammy says, looking back at the rocket ship diapers, “I actually do want them, Allie. I want to see them so I’ll always remember my goal, to be the first Little rocket scientist ever!"

Dr Merten in Sydney, offers top surgery though a public hospital, huge ass wait list (i was waiting for ~1 year after my initial consult but this was also in 2021, dunno what it looks like now). Only cost was the consultations (they do have a Medicare rebate though) and the post op gear, actual surgery and anaesthesiologist, and hospital stay was covered by medicare.

The Yukon is set to become the first jurisdiction in Canada to offer government-funded paid sick leave for workers and people who are self-employed.
Premier Ranj Pillai made the announcement on Tuesday. The two-year rebate program replaces a paid sick leave program that was introduced in Yukon in 2020 in response to the COVID-19 pandemic and expired on March 31. That program was aimed specifically at COVID-19, whereas the new rebate program covers all illnesses.
The rebate program offers people up to 40 hours of paid sick leave per year at no cost to their employer. Eligible workers must earn no more than $33.94 per hour.

HELP NO LONGER NEEDED!! TY!
hi my name is ayrenn and i am a pretty severely ill woman in need of a MRI. bc the medical system in australia is totally overloaded, public admissions for MRIs are on a long waiting list and i have to go through private. the cost of this procedure is $350 AUD in total and can't be claimed through medicare. ive tried contacting the place im getting it done because it says that it should be rebated due to the reason why im getting it, but they've refused it. idk why.
i genuinely hate asking for help but my medical problems have been eating through my funds, and the government has been no help at all. i see 5 different specialists that are not covered by rebates so literally what little money i get goes straight to these appointments. im so fucking sick of it. i only get $690 a fortnite, and most of these appointments are $200 a session.

Forgive the out-of-character delay. I got entangled in a maelstrom of domestic complications and yet somehow managed to keep an eye on the SAG-AFTRA saga.
For context, clarity and empathy, I shall direct you straight to Chemistry & Timing's unique vantage point on this evolving situation (https://www.tumblr.com/fadeupin5432 ). You will probably not get a better, closer to ground zero understanding of what is really at stake, who the major players are and what lies ahead. And an important part of what is at stake, as she explained, is Man vs. Machine, as in TPTB trying to shamelessly exploit the profession's secondary players and rob them of their due rights by endlessly using them as mere support for AI-enhanced recreations of the original silhouette, voice and acting.
This impacts not only their earnings, as she mentioned, but the very long term survival of that unsung army of extras, brave one-line whisperers, stunts, body doubles, etc. But really, nobody is spared, because uncontrolled technology can quickly turn into a tidal wave of doom. Couple that with the studios' greed and we have an explosive cocktail with potential lethal impact.
This almost unprecedented move by SAG-AFTRA has most probably been informed by several successful European precedents, such as the regular strikes of their French and Greek counterparts (to mention just the ones I am most familiar with), eager to see their rights recognized by labor law as employees, not as civil law governed contractual collaborators (way less interesting and protective, since not opening the right to unemployment benefits).
Fun fact, the French artist's guilds almost always go on strike during the summer hiatus, trying to gain leverage and capitalize on a very busy period, featuring high-profile events, such as the Avignon Theatre Festival. Something to be a part of at least once in your life, if you ask me.
But the comparison stops here, because the right to one own's image/right of personal portrayal, including reproduction rights, is taken very seriously by civil law systems since at least the 60's. Because European artist's guilds/trade unions are far more aggressive and politically colored than in the US (on the left side of the spectrum, to be exact). And because whenever new technology rears its strange head on the scene, a group of experts takes it in its stride and thinks of a European directive to try and control its impact on individual rights and avoid exactly this type of situations. The downside of this protective regulation is that it becomes obsolete very, very quickly, because by the time you finished negotiating, technology did not wait for you and caught up already, for a good while.
Then you start it all over again: this is also why I branched off, with no regrets and some hefty experience gained. As I mentioned, I was one of that handful of folks, circa 2005-2010. We tend to quarrel a lot over a comma while thinking about Brussels winter rebates, but we did manage a fine job dealing with far less complicated things, such as digitalization of TV signals, broadcasting rights, pay-per-view regulations - the list is endless and very creative. Enough for the memory lane part.
The amount of Tumblr comments in Mordor from people who clearly have no damn clue of what they are talking about is insulting. The pretention to own the truth when you just pile up newspapers in a helter-skelter manner, also. Take for instance the trolls hoping for a Season 8 cancellation, who clearly never heard of the concept of force majeure, which protects better the parties' interests, in US legal doctrine, than torts' classical doctrines such as "impracticability" or "frustration of purpose". It is my deep hope that S&C's confidential contracts with * offer full coverage of force majeure situations, and I think, as per the COVID precedent, that they do.
Yes, both SAG members, most probably. No, she is not working. Yes, he will just sell the booze and you will be shrieking like banshees, again, in Mordor: tell me, did he take your dime out of your pockets by force, or what? No, no JAMMF pix for you, Onlies and Mommies. And I bet no blonde either, but that is beyond the scope of this note.

Hello! Engineering related question if you don't mind me asking:
I was doing some research on grey-water recycling, and am not sure why it isn't the standard in the majority of the world. It seems to reduce water usage by a reasonable amount (maybe 20%) without having significant downsides (maybe a small upfront cost?)
Despite this, it isn't very common. Why?
I don't mind, I love engineering questions!
The prime reasons are: cost and regulations.
Grey water recycling still takes tanks, pumps, and other filtration systems that require tending. While it's not particularly more expensive than a septic system up front, its still an extra cost that most clients don't want to pay for, plus long term maintenance costs (too which the client sees only these, not the reduced water bill, its just how most people see things: big number upfront bad). Plus, at least for American housing, the house would need special plumbing for grey water collection and use, which would cost you more from the architect or from a plumbing company for retrofitting an existing residence.
Second is regulation. I know some states and countries are changing this, but grey water still has limited usage. For Arizona, USA, it can only be used for gardening and up to a certain amount (400 gallons per day) (https://www.azdeq.gov/graywater) and worse again, only on non-food plants that aren't trees or bushes. Arizona is currently working on changing regulations for Direct Potable Reuse (taking wastewater and treating it enough to reuse as potable water) which would likely see some changes to the grey water reuse rules as well since our state is on the cusp of water scarcity.
Grey water reuse can be a huge help, and since it can be used for flushing toilets (one of the larger wastewater producers of the house), gardening, and some other minor uses, it tends to be a good reduction to water use. The biggest hurdles are regulations and cost, since unless regulations lighten, there isn't anywhere to go, and most clients want the cheapest upfront cost, not the cheapest long term cost. The best way forward would be for regulations to lighten AND for the government to offer rebates like they do for solar panels. That'd incentivize it financially and make it more legal, thus more would do it.

That France mandatory food waste program got me thinking.
I have a friend who lives in (Large City), Kansas, USA who doesn’t recycle.
Not because she doesn’t care, or just wants to watch the world burn.
It’s because there IS NO curbside recycling program.
The only way households can recycle is if an entire city block agrees to purchase a blue dumpster, and then pay a weekly (exorbitant) fee to have a special truck come and haul their recycling to a separate facility.
That is horrifying! My friend was shocked when she and her SO moved out there, since they both grew up in Seattle area as well.
Of course no business/household can afford something like that, let alone get an entire city block to agree to fund a bin. So there is no recycling.
Again, it’s things like these ppl in the environmental movement need to remember.
Those ppl in Kansas aren’t choosing not to recycle because they’re malicious. It’s because there is no government program to help them. Even if they needed the funds up front, a solution could be to offer rebates to homes that recycle. That would help offset the cost, and would make recycling more appealing.
People like myself, who have ways to make their daily life low waste, are privileged.
What about people who HAVE to drink bottled water? What about people with allergies who CAN’T buy from bulk bins? What about people who NEED life saving drugs/medical devices? (I am one of those ppl, but I still consider myself low waste because how the drugs are packaged are out of my control)
These things are NO ONE’S fault. Never blame or judge anyone who has needs that do not have a low waste option!
Remember to check your privilege before trying to tell someone how to live their life.
[And this post isn’t even touching on how low income folks often can’t afford anything except prepackaged/fast food. Because I have no illusions that not everyone 1)has the time to go to a specialty store to buy in bulk, or 2)has the energy to meal prep or make everything from scratch. Some folks have multiple jobs, or families. So they need cheap food in large quantities. And sure, making stuff at home is cheaper per serving, but costs more in time and energy. I will NEVER think less of someone who can’t cook the way I can. And I will shame the hell out of anyone who tries to pass judgement on how others live*]
*this doesn’t include billionaires or private plane having dickheads who are adding to the climate crisis. I’m talking about the normal, everyday people who individually cannot make any changes that’ll impact climate change in a positive way. This is why we need legislation.

A billionaire’s crime spree has come to an end: a federal judge held that Fleetcor was running a fraudulent, predatory business, and found that the company’s billionaire owner, Ron Clarke, was personally responsible for the company’s offenses. He woulda gotten away with it, but for the reporting of a former nurse turned self-trained muckraker:

The Fleetcor scam wasn’t sophisticated. The court found that Clarke’s sales reps would call up small businesses and offer them a “discount” gas credit card with “no transaction charges or hidden fees.” These cards had lots of transaction charges and hidden fees. That’s it. That’s the scam.
Fleetcor preyed on small businesses, counting on the fact that these business-owners wouldn’t have time to scrutinize their bills in detail and would get suckered into paying its fees. A senior employee says Clarke called these customers “stupid dumbasses” from “shithole southern states”:

According to senior staff, he assured them that “They are never going to know about the fees and the tiered rebates. They are not watching their bills.”
We owe the downfall of Clarke’s Fleetcor racket to one woman: Lisa Epstein, a former oncology nurse who was scammed by a big bank in the post-2008 financial crisis and devoted her life to reporting on finance crime for The Capitol Forum, a news site she founded:

It was her careful, dogged reporting that unraveled Fleetcor’s scam and established Clarke’s personal culpability in it. She’s a hero — and she’s part of a glorious American tradition of muckraking women journalists who devoted their lives to bringing down the billionaires who preyed on them and their families.
Reading about Epstein, I was immediately reminded of Ida B. Tarbell, who brought down John D. Rockefeller and triggered the breakup of his juggernaut, the Standard Oil Company. Rockefeller was the most powerful businessman in the world and Standard Oil was the most powerful company in the world, and Tarbell took them on — and won.
It’s an amazing story. Tarbell was the daughter of a small-time Pennsylvania oilman who had been crushed by Rockefeller’s cartel. She was brilliant — the only woman in her biology program at Allegheny College. Despite her love of science, she devoted herself to activism, campaigning for votes for women and against the business elites who had sewn up American life:

Tarbell was a brilliant orator, a careful researcher, and a quietly scathing writer. In 1902, she began publishing a series of articles in McClure’s Magazine that unwound the baroque scams that Rockefeller used to crush competitors and workers. These were wildly popular, and when they were collected in 1904 in the two-volume History of the Standard Oil Company, it galvanized public support for a Standard Oil breakup.
Rockefeller hated Tarbell, called her “Tarbarrel” and dismissed her as an irrelevant fabulist (Clarke dismissed Epstein’s reporting as “fake news” and says he’ll appeal the judgment). But Tarbell won: Standard Oil was smashed into 34 independent companies in 1911, and Rockefeller lost his grip over the lives of millions of Americans.

Tarbell did not claim to be objective (something to keep in mind when you hear about the evils of a “polarizing” press) and she had no credentials (another important point to recall when someone tells you that our current news crisis will be solved by certifying “real” journalists). She was on a mission, and she accomplished that mission.
In particular, Tarbell attacked the idea that ripping off workers and crushing competitors was “just business,” saying that this would lead to “business men weeping on one another’s shoulders over human frailty, while they picked one another’s pockets.”

I learned about Epstein from David Dayen’s excellent story on the Fleetcor defeat for The American Prospect. Dayen writes that “We have her to thank for exposing FleetCor’s practices, just as she exposed the banking industry’s. The nation has a lot of reasons to thank Lisa Epstein for her work.”

Dayen also points out a fly in the ointment: though the court has found that Fleetcor was running a scam, they will not have to pay any fines — for now. In 2021, the Supreme Court found that the FTC can’t provide financial relief to the victims of the scams it runs to ground:
