how to get this silly effect:

get your image,

duplicate it, motion blur the fuck outta it, duplicate it 3 times

set the first motion blurred layer to saturation

set the second motion blur layer to hue

set the third motion blur layer to exclusion on 30% opacity

get a duplicate of your original image, gaussian blur it, set it to lighten, adjust the settings a little

combine it all down, add noise and chromatic aberration

i don't see a lot of tutorials for this effect being used for NPC looking men and that makes me mad because i love drawing NPC looking men
