This is Dr. Chambers, and they (he?) are an important member of this organization. Liam has this character archetype of the scientist who stops at nothing in the pursuit of knowledge and they usually get into very morbid experiments. I think it's pretty safe to assume this is the archetype as it will appear in MD.
The claw before Chambers glitches like it was hit with the sun. Chambers is in a confident posture as though they were already aware that the limb would fail to touch them. Chambers also seems to wear a camera on their head, which we see out of for this bit.
Safe to say, they are demonstrating a way to keep the techno demon at bay with the crucifix. It seems to only affect hosts if the Solver is present.
Uzi and the gang probably watch this tape and part of the episode is about finding this item (or they find it before and realize what it does after watching this tape).
So now we know what it does specifically. This also means that Uzi is very likely to be in control when she crushes N's hand in the previous teaser video (as she is holding the crucifix). Very likely, unless Liam does a rugpull on our understanding of the Solver (he has done this before in a previous work). Or something, idk.

So I might have forgotten to say it, but in this AU, time doesn't just stop after 2003 Donny, 2012 Mikey, and Rise Raph get mentally linked. After getting their mental connection, they continue to live their lives and the adventures that come in the episodes.
So while Raph does get a bit of rest after the movie, 2003 Donny follows the 2003 third season, and 2012 Mikey jumps straight into the 2012 fourth season.

Aizawa doesn't really ever find out! He realises something's weird when 1C's new homeroom teacher quits in the second half of the year and he gets 3 new students enrolled in his class if he wants them there or not. Uraraka and Shinsou are incredibly competent, if trained more like underground heroes than he'd expect.
