I actually think their response is fair. While, yes, I think they should put more effort into creating female LIs and stories for them and it sucks as all hell that Tess' route got cut short, there's a reason most dating sims are men only clubs, and most companies can't afford to run games no one's playing.
Fandoms on a whole don't give female characters the same attention as male characters. No matter how they're written or their prominence, most fandoms are more willing to focus on male characters: Arcana - Julian and Asra are most popular. Portia is the least. Last Legacy - Sage and Felix are most popular. Anisa is the least. RWBY - main characters are all women. I get the most asks about Qrow, Adam, or Tyrian. Encanto - Bruno and Camilo are most popular despite appearing comparatively infrequently.
The only times I've seen this averted is in shows with canon or very popular lesbian ships such as Carmen Sandiego, She Ra, or Arcane.
To be blunt, I hate this. It sucks. But it's a fact. The only dating sim I can think of where male characters aren't the creator and fandom's darling is Lovestruck and that took years to happen.
I'm not here to defend a company that will make its own decisions based on profit, but I'm not here to defend a fandom that I see repeatedly never giving female characters a chance. We live in a capitalistic hellscape that inherently warps culture and I'm too tired to blame Nix Hydra about it more than any other game company just because the devs are on twitter. All media does this. I'm tired. It sucks. This is how we live.
It's the same with any representation: If you want it, you have to give those who create it attention or make it yourself. It's why I pay for indie games or self-published books to see any aroace characters or female characters with a different nose.

Hmm. I do like the way that Horikoshi has included discrimination, though. Implicit, people have it ingrained in their minds, but they don't even notice, along with the audience— doing that kind of comments occasionally, as an example... Shoto with that police officer or Dabi with Spinner. Or when Shinsou purposefully called someone a monkey during the festival in front of Midoriya. I do understand the fact that, when introducing the CRC, he could have put a lot more of emphasis in the problem, since it was an opportunity to make people realize that it's an actual problem in society and not just something that he casually included... but maybe I'm conformed with the way it was treated since it's similar to what I've seen skskks like... he could have put a lot more of emphasis in groups like the CRC, but for me, it wasn't necessary unless he planned to completely focus on mutant's discrimination—hm, I hope I'm explaining myself correctly.
However, with other groups like MLA, I agree with you. The way these topics are presented, it feels... rushed.
Oh, I do believe that BNHA goes way too fast sometimes. Actually, scratch that, the manga goes way too fast. And in the process, some things could definitely be handled better. That's why I don't like the story so much and I'm basically here for the characters— the series seems like something you would see casually, but the story has a lot of nuance, so... what's your audience, Hori? Hm. But I get that media these days works like that, and there's more pressure... just, it isn't my cup of tea ¯\_(ツ)_/¯
For me, those insults have to be treated as an issue to begin with. It’s only after we see the CRC that we understand that discrimination is an issue, beforehand they were just treated as regular insults. 
I’m not sure if I’m making sense but it would have been better to have more reaction from the mutant characters at these insults. Like the Police Chief huffing at the mutt comment but otherwise staying silent, seeing characters frown at the animal insults but not speaking up (showing us that it’s a rampant issue but not one people are willing to speak about). It also draws more attention that these insults are different from normal ones.
You know what I mean?
For example, if I called someone a racist swear in public I would get a much more public reaction then I would for calling someone a ‘nomal’ insult (even when it’s commonly more accepted, you’d at least have the recipient of the insult react more visceral) and we just don’t see that in BNHA. At least, we didn’t until Spinner spoke up about it towards Dabi.
I also feel like because it’s such a sensitive issue, he wasn’t going to give the attention it needed, he shouldn’t have included it to begin with (it’s not just Hori who is guilty of this, RWBY for example has had similar complaints with how it’s dealt with Faunus racism. If it’s going to be treated half-heartedly, then it shouldn’t be included).
That’s just my opinion on the issue though.
It feels like Hori doesn’t know the direction he wants his story from time to time. Does he want to have sympathetic villains with issues in society? Then why is he making them commit atrocities without any good reason? Does he want the hero system to be shown as bad? Then why are most heroes good people and why has he shown us time and time again it’s need?
It’s no wonder the fandom is so completely muddled.
