I feel Jack’s story in this season is non-dramatic version of S4 Sam’s mixed with S11 final and S8 trial a bit, and Billie’s appearance in the last episode reminds me Ruby. I'm leaning toward the theory Billie has hidden agenda more and more.

4.12 Criss Angel Is a Douchebag Sam : What are you doing here, Ruby? Ruby: I should be asking you the same thing. The whole world's about to be engulfed in hellfire, and you're in Magictown, USA.

5.16 Drag Me Away (From You) Dean : What the hell are you doing here? Billie : I could ask you the same thing. Working a case? Now?

On the other hand, I wonder if she just tries to put them into action that are written in Chuck’s book, even though the notes are not reliable completely. Honestly, She confuses me sometimes.

S13 Billie : You and your brother are important. You have work to do. S14 Billie : *Tried to sink Dean into the Pacific. S15 Billie : I told you, Dean. You and your brother have work to do.
