Y'all. Please, you're killing me here. It is a defensive fortification. There are walls between Shade Academy and the city, yes. There's a cleared space between the city and the walls, yes. You can absolutely read more into that (and they apparently have, in the novels). But you don't let people build up against the walls because that is your kill zone.
You don't want to provide the enemy with a ramp up to your walls, you don't want to let them advance under cover and break through your wall without you getting a chance to shoot them.
Same deal with the courtyard within the walls. Not only is it a training ground, it's the cleared space shooting from the central keep.
Why is the entire city not walled? Well, historically, because a) walls are expensive to make, b) cities always keep growing, so you'll have to keep building more wall (forever), and c) you have to defend that (much longer) wall.
Mantle had a full (broken, mostly unguarded, poorly maintained) wall because they also had heat considerations, and even then, we see that the crater has been filled in with shanties because there are always more people. Vale doesn't have walls, and they still went and founded Mountain Glenn.
Is this an ideal set-up in a world under attack from flying and burrowing monsters? No, probably not (arguably, that's a D&D-style dungeon, or a Dwarf Fortress-esque design). It's also got more gates and entrances than I expect for a serious fortification, but there are always compromises between day-to-day usability and defensiveness. But Shade is both recognizable as a fortress and visually distinct from the rest of the city.
And, yeah, historically speaking, when an attack comes, everyone outside of the wall is out of luck and have to disperse to the countryside (because a siege is your ability to stockpile vs their ability to extend their logistics, and more hungry non-combatants inside the walls helps them and hurts you). Remnant is not Earth, though, and there's no where left to run to; do y'all really think, after all of Ironwood's nonsense, that they're just going to seal the gates against the populace?

Team rwby will be gone from vacuo for like a week maybe, but no more than that.
I am a new fan to RWBY, and all I can say is that Rose Garden is my favorite ship. Since oscar First appeared, I just shipped them. Hopefully, they can have a cute reunion in vacuo, but my theory is that oscar will still be the age he is now, and little to no time has passed since team rwby disappeared.
Why?
First, because if years have passed since they disappeared, Salem will probably have already attacked vacuo to get the relic. It would not make sense that she waits years to attack Shade Academy and conveniently attacks when team rwby returns after years?
Second, because in the case that she DID attacked vacuo when they were on the never after, there is no way that they will just skip that part and not involve team rwby on it.
That's why I think team rwby will be gone for like a week maybe, but no more than that. Or even less.
I really hope at least a week so they have time to mourn team rwby, and when they come back, we can have a big reunion.

Vacuo City: Speculating about Sun, Shadow, Sand, and Stone

Afternoon is the hottest part of the day.
Without enough water to form clouds, Vacuo gets the most sunlight of any great kingdom, every day, all year round. The constant wind of the desert lowlands blow hot air away, but only replace it with more hot air.
Vacuo probably has a 'rainy' season, when clouds might possibly blow in to block the afternoon sun, but otherwise has nothing to make the second half of the day as relatively cool as the morning. Let alone cooler.
Without abundant vegetation to absorb the sunlight, the heat soaks into stone and sand. When dry, those materials do not store heat, and so radiate the heat back out immediately, which makes the air hotter. Nights get cold in Vacuo because, by nightfall, the dry earth has retains none of the sun's heat left to release.
Shadows to the South
Vacuo City seems situated south of Remnant's equator, so the sun should cast shadows to the south.
The darkest triangle in the diagram enjoys shade all day long, and also sits within the greatest relative security of the city's center (as marked by the purple circle).
Leaving aside additional factors (such as availability of water, or the suitability of the ground to support structures), the darkest triangle could be the most valuable real-estate in the city, used for the most opulent of private mansions. Perhaps it was even where the federal government of Vacuo built its offices, before the people burned them down.
The wilderness outside of Vacuo's southern-most walls makes for the best campsite, as Shade Academy and the entire city, including the outer walls, provide some form of protection from the sun all day long. This should be the land claimed by the strongest nomadic visitors, or by the refugees most welcomed by the city's government.
The city gates along this side might be the most numerous and largest.
Shadowless in the North
Complete and day-long exposure to the sun makes the wilderness north of Vacuo's walls the worst place to camp. No one would want to suffer that location unless they would be arrested or killed on sight.
If any wall lacks any gateways whatsoever, it should be the northern wall.
Those living on the inside of the northern city walls certainly want the protection. Only the poorest of Vacuo's accepted citizens live in the northern half of the city, and they have enough troubles of their own. The only relief from the sun they can enjoy comes from the city wall, the wall's towers, and the multi-story buildings of their neighborhoods.
Even if a massive canvas awning extended directly northward from Shade Academy, I doubt it would extend beyond the city wall. Because of the sun’s southward angle, such an awning could not provide shade to the neighborhoods closest to that wall.
But if any agriculture is happening inside Vacuo's city walls at all, then the best location for growing crops should be in the northern half of the city, especially directly northward. (At least, based just on sunlight, without factoring in soil and water supply.) No one would want to build an awning over such an area.
Sand
Most of the city clearly seems to be made from adobe. Mudbricks, made from all of the sand and clay surrounding the city. The material is not only cheap and plentiful, it's easy to recycle. When the latest disaster destroys some walls and buildings, just grind the broken adobe into dust, use enough water to make it mud, and let it dry into new bricks.
Stone
Within the purple circle of theoretical safety, you'll see less adobe and more quarried stone. These are structures paid for by the wealthiest citizens, with the assurance that they're far enough away from most danger and close enough to Shade Academy's warriors. So they can expect their investments to last a long time, especially when made with more durable materials.
Shade Academy itself is almost certainly made with the sturdiest stone in the region, though much of the fortress's outer walls might be covered with adobe as ablative protection against Vacuo's frequent sandstorms.

I'm sure that I'm not the first person to say this, but I really wouldn't mind a season of a show or a book in a series that is just characters living their lives. There isn't any world-shattering problem that the characters need to solve, no villain to fight, etc.
I think the best way to do this would be a sitcom or a book of short stories. Sitcom's are already insanely popular and it's usually just ordinary people dealing with everyday normal problems. Die-hard fans of book series with read any content related to their favorite characters. Also, imagine the character development! If characters are used to being in danger constantly, how will they handle ordinary life? How would it impact their relationships with the other characters?
So much potential!
