I picture Chibiusa having MASSIVE trust issues because of the Black Moon, and also I can kind of see that Neo Queen Serenity doesn’t pay THAT much attention to her like Endymion does, she saw Pluto like her only friend because she knew that people would have always compared her to her mother, seeing that I think that her bratty behavior towards Usagi can be justified with the fact that Neo Queen Serenity never really developed a relationship with her daughter.
And seeing how needy and fragile she is, i think she saw this like some kind of hate that her mother had towards her, as if she saw disappointed in her.
Being without that constant of a mother figure she probably developed this constant pain and feeling of being not enough for anything. That's why she accepts and loves everyone around her.
(Helping Hotaru and becoming best friends, accepting the fact that Helios didn’t trust her at first, comforting Usagi when she was sad)

Aight so I finally reread Volume 10 like I said I would. I gotta let my brain work for a minute.
SO I've had this thought for a long time.
How in the world does Present Day Japan get to 30th Century Crystal Tokyo??? And not just that. How does this happen WITHOUT CHIBIUSA???
The number of events in the Sailor Moon present cannon storyline that occur specifically because of Chibiusa is ridiculous.
Think about it.
-The Black Moon goes to present day Japan looking for Chibiusa
-Sailor Moon and the Inner Senshi are given new powers by Neo Queen Serenity
-The Moon Chalice used to achieve Super Sailor Moon is created through Chibiusa and activated with the support of Mamoru and Chibiusa.
-Mistress 9 obtains the silver crystal, because Chibiusa has one.
-the battle to defeat Pharoh 90 and Mistress 9 is put into motion because Chibiusa was dying.
-Queen Nehellenia is defeated after Helios reaches out to Chibiusa and through her he finds Princess Serenity.
-Chibiusa is one of the senshi that gives power to Super Sailor Moon thereby having a hand in Usagi achieving Eternal Sailor Moon.
Chibiusa plays a significant role in every battle.
So let me transition back to Stars. In the 30th century, Pluto begins to sense distortions in space time. Abnormalities in the past, that are directly effecting the present.

But if this battle that Usagi is facing in the present is an event in history, then why is Pluto calling it an abnormality, and why doesn't NQ Serenity know what is happening???
If NQ Serenity fought this battle against Galaxia and won, then why should it effect the future in this way???

Is it possible, that NQ Serenity and present day Usagi are NOT the same versions of themselves???
Is the Usagi that we follow in the main cannon actually destined to become Sailor Cosmos?
Sailor Cosmos remembers this battle. She went backwards in time to correct her past mistakes.
I've often wondered why in the 30th Century the inner senshi and Pluto are not in their Eternal forms. And has anyone ever noticed that we still have never seen Uranus, Neptune or Saturn???
Sailor Pluto of the 30th Century had never once left her post. So how could she have ever assisted in past events like we see her do in the main cannon?

Its stated by Diana that Eternal Sailor Moon is a power that NQ Serenity achieved. So I'm not about to say Chibiusa is the sole reason they defeated Nehellenia.
But if that's the case wouldn't all of the senshi also have their Eternal powers??? Did King Endymion ever release the power of his Golden Crystal??? And if Princess Lady Serenity is the one who informed Helios of the Golden Crystal SEVERAL YEARS later than where does this all line up???
If NQ Serenity never ACTUALLY fought Galaxia then that means she never witnessed the power of the Golden and Silver crystals.
If she DID fight Galaxia then somehow she never stole the senshi's Sailor crystals, never took Mamoru's either. But I find that hard to believe.
Something has to trigger this fork in time. Something causes Small Lady to travel to the past. Something that doesn't happen in other timelines.
With that in mind I'd like to bring in this page from Act 55

That is literally Wiseman. Wiseman is the one who tells Galaxia of the Sagittarius Zero Star. He also just happens to be the one who manipulated the Black Moon in the 30th Century.
The one character who plays a role in the very arc Chibiusa is introduced, is the one character Naoko used to inform Galaxia of the Galaxy Couldron.
There's no fricken way that's a coincidence.
So my current theory:
The timeline in which Usagi Small Lady Serenity travels in time and stays in the past for an extended period, is the timeline that Sailor Cosmos comes from.
The timeline where Small Lady does not directly influence the events leading to Crystal Tokyo is where the Neo Queen Serenity that we know is from.

I'm not saying Sailor Cosmos was never also NQ Serenity. I'm saying she's the only version that ends up becoming Sailor Cosmos.
Basically once Wiseman involved present timeline Usagi, the timeline that Neo Queen Serenity is from, and the timeline that our Usagi is from became intertwined through Chibiusa. Which is why NQ Serenity's 30th Century is being effected by the events occurring in the past and why these events are a Distortion.
Anyway that was my attempt at sorting through the wibbly wobbly timey wimey shenanigans that occur in Pretty Guardian Sailor Moon.

How do you feel about Usagi becoming Neo Queen Serenity? Do you like it or do you think it would be better if she didn`t? Do you think she would be a good ruler?
Crystal Tokyo is not my “happily ever after” ending and it’s not my go to for sure. I feel like it can work, but it has to be in the right circumstances. First of all, it’s not a “good ending” and I would not try to frame it a s such.
The ideal “good ending” in my mind is the girls being free from their burden of being senshi, but in my AU, that’s not really possible without a “hard reset” to say. It’s loosely based on a hc I’ve talked about briefly here, but the girls don’t get to just choose to stop transforming and live regular lives. The ultimate goal of the sailor crystals is to have their hosts live as senshi and actually use the powers that form provides, if they choose to live as humans, then what is the point.
Crystal Tokyo can work in the context of “destiny is inevitable, but let’s try to do the best with what we have”. It’s a bitter sweet ending, but again, I feel like it could work.
Here’s my conditions:
Crystal Tokyo is NOT the capital of the world! That is just ridiculous and that’s where I kind of draw the line tbh. Doesn’t matter how omniscient Serenity is, she cannot govern the whole world without it being a genuinely and utter disturbing reality to the level of ‘I have no mouth and I must scream’. CT is a city-state, much like the Vatican is. It has minor influences in politics and the area around them, but for the most part they kind of just stand as an independent city-state and do their own thing.
As stated prior, it’s not a “happy ending” and it would never be framed as such. The future is a terrifying perspective and if everything around them is pushing them to think that CT is the one and only safe option for them then they’ll take it.
No one is “immortal” or has extended lifespans. Usagi and the senshi do, but that comes with the “perks” of being a senshi, it’s not a gift given by the Silver Crystal. (Sorry Mamo..)
Usagi will eventually loose herself in the Silver Crystal and the role of Neo Queen Serenity. It’s something she feels coming and knows will be an inevitability, almost like her mother before her, so she makes sure to evenly split her power among her 4 guardians to ensure a “checks and balances system”. They keep each other sane and the future safe from repeating hard mistakes of the past.
Haruka and Michiru are NOT a part of CT. They refuse and instead opt to live a normal life (due to some hcs revolving them and Pluto, they have the choice to live as regular people, unlike the inners). Usagi has granted them and the others a choice, there’s no animosity between them and Usagi, not so much among the inners toward them tho, to varying degrees. Hotaru gets taken in and adopted by the inners instead, since she doesn’t have a choice about becoming a senshi.
The public opinion toward Crystal Tokyo is not all positive. Doesn’t matter how much love and work the senshi put into their image, decisions and rulings, the public will never be cool with what are basically non-humans to them installing an empire within their planet. Conspiracy theories and attempts at revolutions are rampant among CT, that is why is very rare for the senshi and even less the Queen to leave the Palace.
I do feel like Usagi would try her absolute best at being a great and benevolent leader, but unfortunately the world doesn’t work like that. Most everyone starts with good intentions, but failed diplomatic attempt, after failed diplomatic attempt after attempted assassination, the girls’ heart and will turns ever so bitter and cynical, not Usagi tho, til her last moment of consciousness she strives to remain the best person she could be, she’s just aware she can’t openly be so anymore or she’ll risk her own life. Choosing to live her later life mostly in the quiet of the palace, the senshi being her voice that will be heard to the outside.
There’s a certain feel of ‘doomed destiny’ with CT, this is them accepting that the “moon monarchy’’ is inevitable and is meant to happen. It’s basically a defeat on their part, they lose their individuality and dreams for the future and surrender to this cycle that was meant to be all along.
All the girls have grown out of the more cheerful and optimistic selves, having witnessed the inescapable reality of their own destiny and have been hardened by the crueler aspects of humanity. It’s a bit of a bummer, but it’s not all the “everything is terrible ending”. The girls still have each other, they are still themselves, even if hardened by their surroundings. They still love each other and they basically live for each other at this point, aspects of each other leaving permanent stains that remind themselves of the goods of the world and what they are striving to achieve. There’s still good in the world, it’s just sometimes harder to find.

There's a huge thread going around about the importance of relevance when choosing a critical lens to analyze a work which I don't want to add this onto cuz 1)it's Gigantic Already and 2)I don't agree with every addition in the chain I saw? But I want to just say:
Usagi isn't "the villain of Sailor Moon" because she becomes a queen in the future; Neo-Queen Serenity is a Queen because Usagi is a deeply awkward and goofy teenage, and DEEPLY self-conscious of that.
Neo-Queen Serenity is wish-fulfillment; she's a Teenager's FANTASY of Adulthood, and everything Usagi thinks she isn't. That Future-Usagi is a Queen IS important to Sailor Moon, but it's important because of what it tells us about Usagi and the context it puts her personal growth in, not because Naoko is trying to promote monarchism.
Indeed, in a very subtle sense, Naoko is actually deprecating monarchism by presenting NQ Serenity as a child's fantasy. The show is literally, if compassionately and with great understanding from having Fucking Been In Those Trenches Fam, saying that the desire to be So Smart and So Strong and So Beautiful and so Special and SO AWESOME that everyone on the planet adores you and does whatever you ask, is something only a child could want.

Why can't Neo Queen Serenity transform anymore? A fan theory
Gosh I love fan theory.
Here's mine:
Because Princess Serenity was 'made' directly from the Galaxy Cauldron, the Ginzuishou is actually the Cosmos Crystal, the seed of the whole galaxy. Her mom (OG Serenity) holds it for her because it's SO powerful you wouldn't give it to a kid.
Princess Serenity doesn't even know she has access to that power. When she's reborn as Usagi she is able to transform without the crystal because it was reborn inside her, sent with her mother in a last ditch effort to save her life. When the crystal comes out, Usagi is able to increase her power over time by the crystal's evolution.
In the end of the manga when Usagi is at her most powerful, she uses her power to cleanse instead of destroy the Cauldron. The crystal's power is massively drained by the effort. She's no longer able to access it to transform and it becomes a relic (which is then stolen by Chibiusa, etc).
In the far distant future, possible after being reborn one or more times, it finally reaches its full power again, far surpassing what Eternal Sailor Moon had access to, and the person who has it at that time comes into her full power as the Guardian of the Galaxy, Sailor Cosmos. Faced with a battle she thinks she cannot win, she flees to the past where she find strength from her former self.
Then she goes to the future again, ostensibly to give up everything to cleanse the darkness once more. The whole point of Sailor Moon is that light and darkness must coexist and cannot be destroyed by either. The powers ebb and flow. The crystal and whatever form its holder takes is the embodiment of light and good in the universe.

Some information about the reader:
- Reader can magically heal the sick and injured and bring the dead or an entire world and its population back to life with the Silver Crystal.
Probably, Eren is intrigued by you and your powers and he finds they're complementary to his: he destroys and kills, you create, heal and give life. He has a sincere feeling of affection for you; he also wants to protect you, especially during expeditions. Before he dies, he'll want to see you to tell you he loves you and to ask you not to bring him back to life after his death.
Armin is completely fascinated by you: he's interested in your appearance, your powers and your character. He's the one of the trio who wants to spend more time with you to know more about you; unlike Eren, he would rather be close to you than protect you from afar. In fact, he uses any excuse to be with you.
Mikasa can't stand you: she's wary of you because she thinks you're a spy who'll deceive and betray them. Whatever you do, she always criticizes you; she does everything to keep Eren and Armin away from you and to face you in fights, which you always win, increasing her hatred for you. After Eren's death, she'll never want to see you again: she won't forgive you for not saving Eren.
Jean has appreciated you since you brought Marco back to life. Both quickly became your closest friends along with Armin, and you and Jean often spend time together. He's your protector and your shoulder to cry on and he does everything to make you happy. The more time passes, the more he'll become a big brother figure to you.
Sasha and Connie quickly became fond of you. They like to play with your Silver Crystal, but they're often scolded by you or their superiors either because they lose it, or because they risk breaking it. After Sasha dies and you bring her back to life, both will run up to you and hug you tightly, thanking you. At the end of the final battle against Eren, they'll ask you to live with them.
Ymir and Historia were very wary of you, especially the first, who kept the second away from you for fear you would harm her. However, it was Ymir who first opened up to you after you gave a beautiful speech about life to her beloved, who had asked you not to bring her back to life if she died. After you bring Ymir back to life, they'll often invite you to have tea with them.
Annie thought you were dangerous, especially for her and her companions, because she feared you could take away their powers or nullify all their actions. Like Mikasa, she also wants to train with you, especially because she realizes she's improving a lot since fighting you. Eventually, after you beat Eren, she'll start to like you more than before, even if you two will never be best friends.
The more time passed, the more Reiner and Bertholdt became fond of you. They feel lighter in your company, as if they were normal boys; furthermore, they appreciate you're saving everyone, both allies and enemies. When you bring Bertholdt back to life, both will want to take you to Marley, but they'll accept your refusal and beg you to be safe.
Levi was weirded out by you: he didn't understand how you could be so kind and how you could bring everyone back to life, including enemies. However, he soon began to appreciate you and realized no one is totally wrong or right in their world. He'll be very happy after you heal all his wounds, and he'll thank you so much.
Hange and Erwin love talking to you and discovering your powers more and more, even if in a different way: the first analyzes you (not like their titans, though) and studies your Silver Crystal, the second often chats with you. In the end, before dying, both will ask you not to bring them back to life, saying their death would have been necessary for their companions' growth.
Ymir Fritz didn't understand you: she has always been trained to defeat and kill enemies, but you save everyone without distinction. Now, she understands you slightly more, although not completely. She's very interested in your powers, since you're both special; whenever she can, she spends time with you, chatting and hanging out with you.

Okay Usagi is THE og girlboss !! She's the leader of the very first girlboss squad (literally! Sailor Moon was the first magical girl manga/anime to have a team of magical girls rather than just one solo). And magical girls are the definition of girlboss, they're superheroes that are made to appeal specifically to little girls and completely embrace the girly girl aesthetic and marry it with badass-ness and fighting. Also even though she's kind of the og girlboss, Usagi actually has a really interesting hero's journey, she starts off completely terrified and overwhelmed by the enormity of the role that's been put on her shoulders, she just wants to be a normal girl, and it's only over the seasons that she grows into it and eventually becomes Neo Queen Serenity the leader of future tokyo (that's girl boss in the literal sense!!)

In the year 2000, when a New Millennium begins...
At midnight of her 22nd birthday, a very pregnant Usagi ( dressed in Princess Serenity's gown ) begins her coronation atop Tokyo Tower. Everyone attends: friends, family and civillians who are drawn to her magic.
When the clock strikes 12, the moon is high and full and Queen Serenity appears, hovering above them all. She makes an offering of her crown to Usagi and upon placing it on her head, her hair turns pale white, her Princess Serenity gown changes, and her Silver Crystal appears, shining bright in the pale night.
Prince Endymion's clothes change as well, and the two are officially crowned Neo Queen Serenity and King Endymion, rulers of planet Earth and the Moon. Neo Queen Serenity loses her Sailor Moon powers and, likewise, her guardians lose their Eternal powers, going back to their original Sailor forms.
Tokyo Tower then begins to change, quickly turning into Crystal Palace as it was the strongest point in the city and, with the magic of her Silver Crystal, Tokyo's layout surrounding the castle changes. Tokyo becomes known as Crystal Tokyo, located in Tokyo Bay in the district of Koto, connected to the rest of Tokyo.

Crystal Tokyo ( the new Silver Millennium ) then becomes the capital of Planet Earth which is now a worldwide kingdom once more and the Silver Crystal grants the royal family and its citizens lifespans of 1000 years.

18 hours after ascending the throne, Neo Queen Serenity gives birth to the New Millenium's princess: Princess "Small Lady" Serenity, who'd later be know as Chibiusa, the new Sailor Moon.

Idk if you've been asked this recently (very sorry if have, feel free to just delete this), but do you have any tips for creating your own pantheon? I'm currently trying to make one for my own fantasy world (that could easily become just my own personal pantheon to work with as a witch), but I keep hitting roadblocks. Mainly due to the fact that I want them to have multiple domains (ideally 3-4 things they're considered to be connected with) but, like, how do I know which ones? How do I decide their symbolism? Do they have holy tenants they would like their followers to adhere to?
Basically, I get very overwhelmed trying to create the small details before I really even have the big details and it's very frustrating. Any advice? Or maybe just a list of details that need to be known/created first. I don't even know at this point.
Heya!! :D I do have some tips and links that might be able to help in this regard!
When I was first making/working with The Jeweled Court I found this discussion by @thiscrookedcrown to be the most helpful thing ever! Here's more info from a previous ask I answered that goes into some more detail about how I made my pantheon! As for details to know/ think about:
This is a lot so I'mma cut it to save your dash :'D
Step 1: BARE BONES- WHO ARE THEY? One thing that really helped me was deciding what "element" my god/desses would reside over first. I had 12 elements and 10 gods to work with so from there it was just divvying up who got what. That being said YES there are STILL some overlaps. The link/discussion by @thiscrookedcrown was the most helpful to me here as it talked about Realms of Influence which helped me get things into perspective when figuring out who everyone was. Example: +The Sapphire Queen is my Goddess of the Oceans +The Pearl Empress is my Goddess of Freshwater/Lakes and Rivers Both are technically water based but The Sapphire Queen is the one who I associate the most with Water as an element because Oceans are just that much bigger than lakes and rivers.
Example: +The Sapphire Queen's realm of influence includes Travel (By Boat) +Lord Diamond God of Wind's realm of influence also includes Travel (By Land) Example: +The Emerald God is the God of the Harvest (Food related) +The Pearl Empress is the Goddess of the Harvest (Season related) AND HEY: It's okay if there is overlap! There is nothing wrong with overlap just as long as you can know at a glance who goes with what.
Step 2: BROAD DETAILS- GROUPING THINGS TOGETHER So that was my first real step in piecing it all together. So once I got my Elements placed with my Gods I went further into ANYTHING that could be associated with that element (granted this took me a long time to iron out and a lot of musing and thinking 'Oh hey that might be cool for XYZ' Example: +The Gold Knight- God of the Sun and Elemental Master of Light +Lord Ruby- God of the Hearth and Elemental Master of Flames
Both of these guys have Candles as part of their associations as candles have both Flame and produce Light. HOWEVER: Bonfires would be ONLY for Lord Ruby as it is definitely more flame related and Lanterns would be ONLY for The Gold Knight as they are there to produce light. Something else I found really helpful was to go by Aesthetics and what felt right/seemed right for each god/dess. (The Pearl Empress got a lot of fruit associations this way as she's a Goddess of seasons)
Step 3: SYMBOLISM- +AESTHETICS GALORE+ Since my Pantheon is partially Pop Culture inspired I had a base starting point for what I could count as symbols for several of my god/desses.
Example: +The Silver Lady- Goddess of the Moon and Elemental Master of Space (a very loose interpretation from Princess/Neo Queen Serenity from Sailor Moon. Thus from that I was able to start with a basic idea of symbolic things)
Associated with:The Stars, Navigation, Darkness, The Moon, Hope Other Names: Serenity, Luna,Selene Symbols: (Most things found/referenced in the Manga/anime) Rabbits Crescent Moon Rhinestones Compasses  Lotus blossoms Dresses Cats Crystals Sweets Star Candy Opal Moonstone Silver
Colors: (When choosing Colors I got a flash of the Silver Millennium Kingdom set against the backdrop of space) Dark Blues Deep Purples Silver White Mythical Animals: Pegasus (Helios Reference)
So for those particular God/desses it was easier and from that base I was able to have similar ideas for the other gods who weren't from other pop culture. Some were very basic/bare bones for a long time.

Associated with:
Smithing, Metalwork, Death, Omens, Divination, Mining
Other Names: N/A
Symbols:
Chains
Metallic colors
Metal Jewlery
Hammer
Shield

So don't worry if you don't have the exact specifics right away. Building is a long journey and discovering things as you go along is part of the fun :)
Step 4: RELATIONSHIPS- TOUGH LOVE OR GENTLE GUIDE? Using your current base from steps 1-3 can help identify what kind of personality they might exhibit. If you still feel stumped feel free to lean on an alignment chart for guidance!
From learning HOW your god/dess acts you can then figure out what kinds of people will follow them.
Example: +The Gold Knight- God of the Sun and Keeper of Justice +Lord Diamond- God of Wind and Trickster Deity
A thief would most likely follow Lord Diamond's teachings than The Gold Knight's.
Now you can move into how to followers might show reverence to the gods by looking through your symbols and their personalities.
Example: +Princess Amethyst- Goddess of Time and Knowledge: Followers often wear necklaces that contain sand in them to represent an hourglass +The Sapphire Queen- Followers will carve hair ornaments out of driftwood to wear showing their devotion.
Step 5: DEPICTIONS- WHAT DO THEY LOOK LIKE?
This step was hard for me, for a while they had no real forms but I decided that had to change and so I made designs for them keeping everything from the previous steps in mind. The drawing was the easy part once I had all my ducks in a row ^^

Kousagi! who was one of my first ever ocs
Im sure I've talked about her before. i juSt like revamping her design once and a while
I want to do a comic with her eventually (well 2, one where its a fan sequel to stars and she joins the main gang, and one where she's Usagi's younger sister and retells the story with her involvement)
She has a form a albinism that leads to a lowered immune system so she wears a facemask basically year round and has to wear long sleeves clothes and leggings on her legs to avoid sunburns (Oh the irony she's a Sun senshi that has to avoid the sun)
Often Ko-chan has to stay inside and away from most people. Becoming a senshi actually helps with a few of her health issues, and in her senshi form she has the opportunity to Explore the city more.
She's fine with the whole fighting evil thing, but she actively chooses to stay out of politics unless she feels people are being oppressed in Crystal Tokyo.
Her past life, Princess Tranquility, was the first child of Princess Serenity and Endymion, not in a creepy way, they wished for a manifestation of their love on a shooting star, and BAM A young princess was made.
So She's technically Chibi-usa's Older sister and the Heir to the Silver Millenium. But she doesn't (as stated) want to deal with politics, and she abdicates the throne.
If it weren't for Neo-queen Serenity and Endymion's Instance to stay at the palace with them and Small Lady she'd just fuck off to the countryside on the Sun and use her newfound health to farm.
I'm playing with the idea her modern Parent being a villan and KNOWING who Ko-chan used to be, and her glasses actually change her eye color and hide her powers so the senshi can't locate her, but that's stuff for a nother day...

Mamoru is NOT useless in the Anime Part Tri: Power & Worth

Last time we compared Anime and Manga Mamoru's power levels in order to dissect the idea that anime Mamoru, in being less powerful than Usagi is unworthy of being her romantic partner.
However, there was a lot more I wanted to unpack from this particular idea the 'Mamoru is useless' brigade are prone to pushing. Specifically on the very notion of linking power to worthiness.
Power Creep
This is one of my shorter points but, its seems rather insane to suggest that Mamoru needs to be of a minimal power level to be worthy of Usagi.
Usagi in both versions is at least functionally the most powerful entity in the known universe. Even if we go arc by arc, she is almost always the most powerful person on the good guys team. The time period before she obtained the Silver Crystal was only time when the gap in power between herself and the other Senshi was in any way close, and even then it depended on who you were talking about. Mercury was clearly weaker than Usagi, her attack was a glorified smokescreen. Was she unworthy of Usagi's friendship? Were Makoto and Rei the MOST worthy of Usagi's friendship because they were the most powerful Senshi?
Did they all become progressively less worthy of her time and affection as Usagi steadily grew ever more powerful across the series? In Crystal Tokyo, when Usagi could transform the barren frozen Earth into a glittering utopia, did she have 0 friends because she was now just THAT powerful?
Was Star Serious Laser just so powerful that it meant Seiya ranked highest of all for Usagi's affections? After all, I do not see anyone arguing that Seiya was not powerful enough to be worthy of Usagi's love...almost like there is a double standard in play...
And how demeaning of Neo-Queen Serenity, who was so powerful she could terraform a lifeless planet Earth into a glittering utopia, to allow the now incalculably weaker King Endymion to have sex with her and thereby conceive Chibi-Usa.
Or...does this work by you simply have to be of a minimal power level and then you can be worthy of Usagi no matter how powerful she gets?
Please enlighten me fellow Moonies?

Finally...isnt it just plain old reductive to equate power with worthiness?
Sailor moon is a super hero at the end of the day, so let's look at examples from other superhero fiction. In fact, lets look at the most famous example within the genre.

Superman is by far and away the most famous (though not necesarilly popular) of all superheroes across the globe. Superman can fly, has super streangth, super speed, enhanced durability, heat vision, x-ray vision and sometimes can freeze stuff with his breath. And whilst the exact degree of all of those abilities has varied (originally he was stronger than ten men, later he could pull multiple planets at the same time) he has always been mindbogglingly more powerful than even the most elite of human athletes.
And who has he frequently been paired up with from the past 85 years?

Oh, that's right. A human woman, Lois Lane. She might be extraordinary in her own way, but she isn't going to be bench-pressing a tank anytime soon.
Ah, but there are those who reject the most famous superhero couple in pop culture for that very reason, arguing that Superman should instead be with someone who is powerful in their own right like he is. Someone like, say, Wonder Woman?

The problem here being that...well...Wonder Woman is almost always weaker than Superman. By a WIDE margin. At the end of the day, she is incredibly strong but her strength has limits whilst Superman's are in fact dependant upon circumstances. If he absorbes enough yellow sunlight he is functionally limitless in how powerful he can become. So...is Wonder Woman unworthy of Superman too?
Regardless, let's instead turn our attentions to something more comparable to Sailor Moon.
In Dragon Ball Z the Goku and Vegeta and Gohan can annihilate whole Solar Systems but Mary human women, falling for them because of their strong, wilful and aggressive personalities.

In Yu Yu Hakusho, written by Naoko Takeuchi's husband, the main character is a demonic prince basically and falls for a normal human.

How about all the boxers, MMA fighters, wrestlers and action movie stars who marry people who are not in those kinds of professions, people who are physically weaker than them?
All of them unworthy too?
Power DOES NOT = Worthiness, regardless of gender
Ah, but these are all where the man is more powerful. But...if we argue that the situation is different in the reverse...isn't that just a classic (say it with me folks) double standard?
Are we to seriously entertain the rather backwards argument that a man is not worthy of a woman's affection if they are weaker than her?
If so let's look at some other examples.
She Hulk has dated normal humans Wyatt Wingfoot and John Jameson.
Carol Danvers has the power of a star and has fallen in love with War Machinw, who is a man with high tech armour nowhere close to that power level.
Jean Grey has been more powerful than her lovers Cyclops and Wolverine since even before she became the Phoenix, a cosmic entity so powerful it consumes stars for energy.
Wonder Woman has the power of the Greek Gods and her frequent lover, and in her original canon husband, was a regular human soldier.
In Cutey Honey F, the magical girl reboot of the classic 70s anime that helped inspire Sailor Moon, Honey can annihilate and create anything she can want. She is in love with a demonic prince, but ultimately marries a normal man and private eye who always had her back despite being put of this depth with the threats they faced.
And what about all the women in real life who have married, or remained married to men with disabilities? Men who by any metric are physically weaker than their wives? For example, all the women that married or remained married to soldiers who were horribly injured during either World War? Or, any of the wives of Stephen Hawkins, with even his first wife aware of his illness.
All of which is to say...maybe Mamo is worthy of Usagi's love regardless of him being less powerful than her.
Conclusion
Mamoru in the anime...
Is.
Not.
Useless.
Please.
For.
The.
Love.
Of.
<insert whatever/whomever you worship here>.
Fucking.
Stop.
Claiming.
He.
Is.

Who are these schmucks that come up with these bizarre, inane nitpicks about Usagi Tsukino (Sailor Moon) being a Mary Sue? I swear it's becoming a slur for a "female character from a medium I dislike/don't care" or "female character who isn't my favorite/bestie". Even as the ULTIMATE Sailor Moon, Eternal, Usagi still has her work cut out for her given her struggles with Galaxia and her minions DESPITE being at the maximum power. What type of Mary Sue goes through what she does in Sailor Stars?
Sailor Cosmos (who may or MAY NOT even be Usagi), another ultimate iteration of Sailor Moon, might not live or succeed in defeating the Big Evil in her time period. She flees to Usagi's time to avoid the aforementioned conflict because she's SCARED and has lost EVERYONE she knows. Another powerful version of Sailor Moon demonstrating her own LIMITATIONS and despite becoming more powerful she STILL faces the risk of losing/getting killed. Then you have Neo Queen Serenity, goddess incarnate.
She's easily caught off guard and "defeated" (not really but you get the point) by the Black Moon and Crystal Tokyo is brought on its knees. If she were a damn Mary Sue Usagi Tsukino, Sailor Moon, future would be Neo Queen Serenity would be INFALLIABLE. NO ITERATION OF SAILOR MOON, EVEN THE MOST POWERFUL ONES, HAVE EVER SHOWN TO BE INFALLIABLE.

I'm really still trying to wrap my head around her being called a Mary Sue which been going on for years. It really ramped up when Crystal come out which I was like " what the fuck??" It's so wild to me for a character that has so many faults that are constantly on display but gets development as the story progresses to be call a Mary Sue. Which I really think it does translate to " I don't like this character so I'm just going to call her a Mary Sue even tho they are the compete opposites of a Mary Sue."
Because a Mary Sue is a character that has zero faults/flaws and do shit perfectly . They honestly borderline doesn't have a personality at all.
Usagi doesn't do shit perfectly by a fucking long shot. She fucks up but she dust herself off and keep going.
The reason why Usagi have been relatable for 30 something years because of the fact she starts off as a clumsily,lazy, crybaby also can be a goofball with a heart of gold who doesn't know what the fuck she is doing (that actually her crying become one of her attacks )and we still her grow into this mature young warrior that will protect the earth and people she loves by even giving up her life to do it.
So what she has a powerful artifact that she know how to wield?
She did just get the Silver Crystal and wielded it perfectly the first damn try. She got better with it as she become a better warrior until she pretty much a Goddess at the end of the series.
So what she has friends who love her and she's desirable?
She has a damn good heart and she's pretty much the damn glue of the group. They would fall apart if it wasn't for her.
Like I said in my previous post , Princess Serenity 90’s version is more closer to a Mary Sue because how they was trying to prove perfect and maturer she was to Usagi that she comes off having no personality.
They went on and on about how graceful beautiful and mature she was and how different her and Usagi were. Which Usagi needs to look and act like more like a Princess...
Like Ok she can ice skate in her dress, dance graceful in at ball, and she can pick flowers with her mom but that’s it. 
Nothing interesting about her at all. 
Nothing else about her that had any irking that if it wasn’t was the pressure of being a princess that she would be almost like Usagi. 
That was the only wreckless and rebellious thing she did was to jump off that balcony to join Endymion and got killed. Because really didn’t even emphasize the fact that she supposed to sneaked down to earth a couple times like her manga/ Crystal counterpart. It made it feel like that Endymion was the one doing all the sneaking and not the both them which she supposed to sneaked down to earth first.
We had a bunch of episodes in the 90’s anime trying to prove that Usagi was not a mature or elegant as Serenity when it was revealed that she was Serenity .Because the simple fact they always hype Serenity's “ perfect” traits and always highlight Usagi’s negative traits. 
Four Episodes
36- With her changing her hair to be more princess like.
37- With her going to princess school which the only thing she was good at was Frisbee throwing. She wasn’t good at dancing at which Ami and Mako was. Mina and Rei was also not good at dancing.
38- With her entering a Princess Skiing completion in which Rei was good at skiing.
39- Her trying to Ice skate because Serenity did it but Mako was good at ice skating as well.
But no other version of Princess Serenity is like that all .
Like a little off topic but I'm about to wrap this up it's a book I'm reading right now I'm thinking about DNFing because of the fact the main character is pretty much a Mary Sue.
Like she really have zero personality at all and I supposed to be in her head caring about her and I'm like " Can the author PLEASE develop her and her friends already?" Like she supposed to have empathic powers and seeing dreams of a past civilization on the moon ( Yes it's based of off Sailor Moon which is the reason why I'm reading it.) but is so damn bland with barely no world building. There is a side character that supposed to be her best friend that has more personality than she do but she is still bland. I mean they come from Hawaii to Japan to study in Japan and it's nothing interesting about them at all. Then she bought on three other girls so it be five girls and I barley know anything about them. Like two of girls one come from London who is blonde and the other come from Sydney who is Brunette and that's all to their character which I'm like 30% in. The other one is could be interesting since she supposed to be half black/half Japanese and want to study Biology. To top it all all none of the characters have last names at all. Then the love interests is pretty much a Mamoru rip off because he has dark hair but he lost both of his parents on his 7th birthday ( not the 6th). It's self publish so I'm trying to give it the benefit of the doubt but it's bad.
I hate calling characters Mary Sue but when they have no personality and it's not about me liking or disliking because not having nothing for me to like or dislike. They are just there.
So I just hate the fact Usagi being called a Mary Sue because she is far from being one.

Events after The galaxy cauldron as I head cannon them:
Mamoru proposes to Usagi after a couple weeks
The two decide to get married after she graduates high school
Mamoru does spend a year in America at Harvard, visits Usagi in Japan every chance he's able, calls, writes y'know everything he obviously would do.
Rei and Mina start dating
Makoto and Asanuma start dating
Usagi and the girls graduate high school the year after Mamoru comes back from his studies abroad.
Haruka proposes to Michiru but promises Usagi they won't get married until after she is queen.
In the year leading up to Mamo and Usa's wedding, The couple starts living together in Mamoru's apartment, Usagi is busy planning, Mina gets her start as an idol at a recording studio, Ami takes advanced classes in summer to prepare for Medical school, Makoto saves money from her job at the Florist. Rei volunteers around town with Setsuna and Hotaru while managing the shrine, Mamoru moves up from residency in the hospital he works.
When Usagi reaches the age of 21, the beginnings of Crystal Tokyo occur (dont ask me specifics) so preparations are made for her and Mamoru's Coronation to take place on her wedding day. (Explanation for Usa wearing NQS crown at the wedding)
Usagi and Mamoru are Married and crowned Neo Queen Serenity and King Endymion in October of 2000 (fitting) at the ages of 22 and 25
Small Lady is born on June 30th 2001. Long life and unaging is granted to every adult in Crystal Tokyo.
Haruka and Michiru are soon married, Rei becomes the head Preistess at Hikawa Jinja, Ami becomes a world renowned doctor, Makoto finds a husband (maybe Asanuma maybe not) and opens a very popular florist and bakery in one, Mina travels the world on tour and becomes the number one Japanese Idol in the world, Setsuna receives awards for her discoveries in Astrophysics (or whatever it is that she studied) also advocates against the declaration that Pluto is not a planet and wins because of her renown. Hotaru becomes very well known for her talents as a violinist and studies composition in her young adult years.

And even though I try my best to not have giant posts, this one will be an exception. @riverlethe made an excellent suggestion of capping it at 12, to use “Twelve Days of Christmas” song as my loose cultural inspiration. So here is how we got to the final number.

The Gift of Giving - Silent Serenade
Growing up in an orphanage, Holidays for Mamoru were not his happiest season. There was a tradition of adding gift requests from kids to the “Tree of Joy” for adults doing their shopping to hopefully fill. The one time Mamoru had requested something, it was a book, which some benefactor has managed to fulfil. This story explores how that one small act of kindness shaped the person he is today.

Mamoru loses a bet at work and is forced to wear Ugly Christmas sweaters for his shifts, something he considered a terrible punishment until a friendly sales clerk at one of the shops makes it her mission to help him find only the best ones. 
A Christmas Gift - @lyraterra
Usagi and Mamoru bump into each other at the airport after their flight gets cancelled due to a snow storm (very timely for the craziness of travel everyone had to put up with in North America over the last 7 days). With Usagi dropping her keys in the snow, Mamoru suggests that she spend the night at his place until they can sort everything out. This is another absolutely wonderful reveals story from @lyraterra but with a Holiday twist.

mcu verse highlight for usagi tsukino

usagi tsukino is initially a reluctant hero in the MCU; a young teenager who doubles as super heroine: sailor moon. she eventually accepts her role as a guardian / protector of the earth as she matures and starts to ( clumsily ) come into her own power. she becomes one of the most famous / beloved super heroes in japan and is a key figure in helping to rebuild tokyo after the blip in which some of her fellow guardians also disappeared. she is happy and willing to work with and help the avengers.
she soon discovers that she is the reincarnation of an ancient & powerful extraterrestrial princess / deity known as princess serenity of an ancient and highly advanced but long since lost kingdom on the moon. and thus become progressively stronger. someday she will become neo queen serenity & then eventually sailor cosmos.
powers: increased stamina, increased / inhuman speed, supersonic waves / sound manipulation, energy manipulation, energy projection, accelerated healing, flight, clairvoyance ( can see current events happening around the world with her goggles ), teleportation, enhanced senses, matter manipulation, light manipulation, limited shapeshifting, transformation, weapon summoning, existence erasure, resurrection, immortality ( to a certain degree )

Okay Usagi is THE og girlboss !! She's the leader of the very first girlboss squad (literally! Sailor Moon was the first magical girl manga/anime to have a team of magical girls rather than just one solo). And magical girls are the definition of girlboss, they're superheroes that are made to appeal specifically to little girls and completely embrace the girly girl aesthetic and marry it with badass-ness and fighting. Also even though she's kind of the og girlboss, Usagi actually has a really interesting hero's journey, she starts off completely terrified and overwhelmed by the enormity of the role that's been put on her shoulders, she just wants to be a normal girl, and it's only over the seasons that she grows into it and eventually becomes Neo Queen Serenity the leader of future tokyo (that's girl boss in the literal sense!!)
