Don't worry! It's a joke and not getting the reference to a single throwaway line from a sitcom episode that aired 12 years ago is honestly far less embarrassing than getting it.

Basically they did a leap day holiday episode, complete with all sorts of background details (leap day carolers, leap day movie marathons) to put it into the calendar of major holidays and at one point:

suggested that Mormons have an unusual attitude about the holiday, which was never clarified further.

His power is not painful; not to him at least because he's trained to handle it.

However, it would be painful for his child because they are an infant and have zero control over it.

I'm not sure where you think I said his power is painful to him, but that it not the case

Though I do see him very much resenting his power and hating that others refer to it as a 'gift'.
