I’m starting to think Neo genuinely felt betrayed by Cinder, and what I mean is that Neo wanted Cinder to be her new partner as a makeshift replacement for Roman. I say this because her actions in V7 shows that she wanted what she and Roman had before this point.

In V8, Neo gets tired of waiting to kill Ruby, and it looked like Cinder was genuinely apologetic for not fulfilling her end of the bargain. Many fans think Neo shouldn’t have trusted Cinder, but did she really have any reason not to trust her?

Anyway, the reason I think Neo genuinely felt betrayed is because in V9, we see Cinder is a constant presence in the back of Neo’s mind. Now we don’t know for sure what Cinder represents to Neo, but I interpret it as her feeling of betrayal.

I think Neo wanted to be Cinder’s partner, even if she wasn’t as good as her last one. And I have theorized that aside from revenge, Neo also didn’t want to be alone anymore and she clung to the first person who gave her a reason to keep going. Cinder became that person for better or worse. I always found it odd in V8 that Neo just went with Cinder to Amity, she could’ve just stayed on Monstra and left Cinder to do her plan on her own. However she chose to go with her (probably because Tyrian freaked her out too much lol).

So I think Neo wasn’t mad at Cinder for “tricking her into going after Ruby”, Neo was more upset that someone she had trusted betrayed her.
