Zoro doesn’t get jealous when Sanji flirts with other people-he’s not stupid enough to try to change who the cook is-but he does get protective when other people flirt back, which most of their crew have interpreted as jealousy.
With Sanji’s unusual flirting method of fawning all over beautiful people and being unwilling to say no to any of their requests, the people who flirt back are generally a particular sort. They’re manipulative and very horny.
Contrary to what most people think, Sanji doesn’t first for the sake of sex. He does it to express his excess of love. Being raised with a lack of love and then with people too proud to outwardly show it, he didn’t really have a healthy example of how to love outside of his mother. So he channels it into the way it is most acceptable to express love-sex. He fawns over people he finds beautiful and goes on about how attractive and sexy they are but those who know him well enough know that it’s a facade to disguise his true emotions of wanting to care for and love people in the way he wants to.
Unfortunately, this means that he generally doesn’t want the outcome that those who respond to his flirting want. And with how he’s unwilling to say no, he is often put in an uncomfortable situation.
When they first get together, and Zoro finally realizes the real reason all the flirting, he decides to make sure to resolve those situations whenever they come up. He knows Sanji can take care of himself, but this is something he can do to make him happy and more comfortable, so he does it. If they’re on an island and someone responds to the cooks flirting, Zoro moves closer. And if they push too hard, he plays the jealous boyfriend until they fuck off. The cook never says anything about it, but when he gets extra booze the next night at dinner, they both know what it’s for.
Nami and Ussop like to tease him for being jealous and he’s content with letting them keep thinking that. Because he might not be prone to jealousy, but he is prone to pride, and he’s pretty damn proud of being the only one who can read his partner like that.
