This Mass Effect First Contact AU fic starts with an "opening crawl" telling us that first contact and the war it started was decades ago, and then tells us that newcomers to space are usually surprised by how empty it is. And then;
It was this very distressing aspect to the condition of space travel that made coming upon interesting things to witness such momentous occasions. Especially if that thing to see is a normally empty star system littered with the corpses of dozens of ships. A terrible, yet strangely beautiful vision to behold, the angular hulls of war vessels composed of varying tonnages ranging from fighters to a small hand-full of massive dreadnaughts littered about the in a decaying orbit surrounding a neutron star. Each one marked with the normal signs of space combat: armor warped and twisted by mass accelerator weapons, carbon scoring from high-energy laser and particle weapons, larger vessels literally ripped apart by disruptor torpedoes. Tens of thousands dead, for the sake of controlling the precious element zero held within the debris field of the remnant of a supernova. And by the looks of things, they would not be the last to give their lives in this conflict without end.
Bold mine. Okay, quick question; whose opinions are these? The newcomers? The narrator? The next chapter switches to close-third-person writing, not an omniscient narrator. If it's the newcomers to space, shouldn't all this be phrased as a hypothetical? Like the first paragraph?
Perhaps the greatest tragedy to be found in this morbid graveyard was the impression left by the number of ships: nobody had won. Among the decaying corpses of these once mighty leviathans was the horrid implication that the number of wrecked hulks represented the size of an average task force dedicated to seizing and holding areas of strategic importance. It was, in a greater sense, representative of this war as a whole for the past 48 years.
Oh, okay, so we're not listening to the space newcomers, even as a hypothetical. They wouldn't actually know what the average size of a task force was, or be able to make inferences or recognize implications.
Countless lives, hundreds of ships, entire sectors of space torn apart, all for a handful of points of light in the night sky that changed hands too frequently for anyone to gain advantage. Millions upon millions dead...all for nothing. No funeral pyre was great enough, no sacred games holy enough, no songs of mourning tragic enough. An entire generation gone, with all of time and space to act as their cold, silent mausoleum.
See, except for the bold bit, this paragraph is good. It’s implying what the reader should feel, instead of telling us what we should feel.
It was the story of this terrible war, one not seen by the civilized galaxy for more than a thousand years. Two enemies, of terrifying skill and power, grappled and struck at one another in mortal combat, neither really remembering the reasons it started, consumed in simply continuing on since they had been doing so for more than a generation, for no cause other than the fact that they no longer knew how to stop. Their battle had ceased to be a simple quarrel between neighboring powers, it had become a vendetta of blood.
War is hell, we get it. Point duly belaboured. This is mostly information that we couldn't get from the battlefield. So is it from the narrator? Is the narrator a character, with opinions?
It was in such situations, such senseless bloodshed, that the most heinous of wounds formed. Not simply wounds of flesh, but wounds of spirit and mind, that marks all souls, from entire nations to solitary men and women touched by such horrors. And from such wounds, sapient minds once ruled by reason, turn slowly to quiet, terrible rage. And in the such transformations, intent transformed from patriotism and honor, to vengeance...
Jeez. Talk about selling past the close. I didn’t even bother to bold the opinion bits, because the whole thing is an opinion. 
A melodramatic one.
This would all be a lot more effective if the writer described the decimated battlefield, and then had the brief opening crawl explaining what we just saw, giving it context, and implying what happened. Or just end the chapter with;
It has been forty years since humanity's first contact with alien races. It has been forty years since the war began.
If anything, the writer's determination to sound epic kind of makes it harder to care about the scale of the war. "A million is a statistic", after all. Oh, and here's the "opening crawl";
It was the 40th year since first contact, since the war began. For nearly five decades, planets have burned, stars have died, and billions have perished. But there are horrors, more subtle and infinitely more terrible, that such conflict breeds in the hearts of men, then could be found upon the corpses of a thousand worlds torn asunder...
Yes, that's right, it's basically the exact same information. I checked the next chapter, and the writer has a serious problem with over-explaining everything. All the time. 
I try to avoid over-explaining, because a) I have wrist issues, b) it’s a waste of time,  c)implication engages the reader more, and d)explaining the obvious patronizes the reader.
Also, despite the epic tone of the first chapter, the next chapter is basically a character sitting around being smug and recapping plot events for the reader, and having a meeting. To be fair, the character in canon is unbearably arrogant.

Oh, and also, it’s not really a first contact fic. Because first contact was 40 years ago. Second chapter gives us 700 words of blunt-force exposition about the war before the meeting. Then a flashback to the meeting of the POV character and the human she’s meeting that takes up a third of the chapter.
Followed by 500 words of more exposition. All of it about Big Events™, not actual character interactions.
The obvious question is “why not make the second chapter the flashback, and then make the next chapter the present day, instead of jumping around between three different time frames in a single chapter?”
The answer, of course, is “this writer isn’t very good”. In fact, this is their only fic on FF.net. Like a lot of fanfics, I think it’s probably popular because of epic scale and length, not actual moment-to-moment quality.
And I’m not just saying this because that’s my specialty and also my favorite thing to read.
