i know a lot of ppl see victor as just being a tool for mr house but he isnt TO ME. he was hanging out in goodsprings for 10 or 15 years before the events of new vegas and used to live with a human there (who i personally hc to be the one that programmed him bc we dont have any info on who that person was). i think mr house DOES have some control of him, hence why he shuts victor down when he tries to help goodsprings (which victor is visibly confused and even upset by the realization of). imo the closer victor gets to new vegas the more control house has over him. hes his true cowboy self when hes in goodsprings but once he leaves his dialogue becomes more and more stilted until hes nothing more than a bellhop :(. may haps getting rid of mr house would get him to snap out of it o_o
