This is literally my favorite character archtype, like in almost any movie, show, book or whatever form of media there is nothing I like more than an incompetent, silly villain. They will try and they will fail spectacularly, but they will never give up, no matter how many times they go against the hero and get their ass handed to them, they allways keep trying. Some get redeemed, some stay on the side of evil, sometimes they join the hero just once, to defeat a greater threat. They are always the butt of the joke
except for 1 episode.
this isn't always the case, but usually, there will be 1 episode where the plan works flawlessly, where they end up getting all they ever wanted, and recive all the fear and respect a villain could crave
Voltar is the self-appointed leader of the diabolical League of Super Evil. He is a short-tempered and angry little fellow obsessed with conquest and proving himself to be the most evil of them all. Although his notions of what constitutes ‘evil acts’ more often than not consist of creating mild inconveniences and demonstrating bad manners.
Although he claims to be a sinister genius, Voltar has often shown a distinctive lack of foresight and overall awareness. The complicated schemes he concocts are all too often thwarted by his own hubris and incompetence. Nevertheless, the villain has remained undeterred and will not stop until he becomes the embodiment of ‘Evil with a capital E.’
Actor Scott McNeil voices Voltar with the villain first appearing in the debut episode of The League of Super Evil, airing on March 7th, 2009.

Veigar As shared the same voice actor for Voltar. Why do I know this? It's because I was really bored and I looked it up. Ohh yeah, it's interesting that the voice actor voice 2 characters who hide their face. And this is my two guesses of what they might look like without their headwear. It could change in the future.
HC: Three years later after the events of the KND x OCS AU, Yami have been in hiding and team up with L.O.S.E for something important (maybe an adventure???) (by the way Yami is unhappy because she still misses Mittens)
