Several posts ago, I began by saying Ichimaru is cool because he rolls up speaking Kansai and dismembering people, and then proceeded to not talk at all about that first part, so wrapped up was I in the dismembering part.
But his first line here gives us that flavor! He says あかん (akan), which is a commonly used phrase Kansai Japanese and which expresses, as the Viz states, that something won't do, or is no good, or is forbidden.
What's also fun, if we want to close read and get 'the curtains are blue' about it, is that 'akan' is a contraction of a fuller idiom: 埒が明かぬ (rachi ga akanu), which literally means "the fence doesn't open." Which I love, because here Ichimaru is talking about a literal fence, the West Gate (the SEIREIMON, to use its official title), and the fact that gatekeepers aren't supposed to open gates.
He's using an idiom that's about a gate to talk about a literal gate, ehehehehe. I just think it's neat.

As an additional bit of trivia, Ichimaru's full line is こらあかん (kora akan)--conversationally, 'kora' is an interjection that connotes scolding/disapproval. It's just a normal thing someone might say. But it's also historically associated with being the language of policing (which several other posts in addition to this quora thread corroborate lol), and that can offer an additional layer as to how Ichimaru enters the chat, here.
