After reading Marshall's book, Anne became the eager patron of a sixty-six page poor law draft which he prepared. The draft is often attributed to Cromwell's patronage, but it was never filed among his papers, did not originate from his office and was not written on the paper stock used by his clerks and assistants. Marshall's ideas were ambitious, aiming to remedy the problems of poverty by instituting a national programme of engineering works on roads, harbours, public buildings, rivers, and watercourses. Able-bodied persons employed on the scheme were to receive 'reasonable wages' funded by a graduated tax on wealthier clergy and property-owners, besides food and free medical care.
