Gotta say, this whole backstory with AFO and Yoichi now makes sense why AFO might have been so hard to find and track by heroes or any government system. Not because he was super good at hiding his info, but because he was born near a river and raised on the streets so he was never even in the system to begin with. There was always zero information on him because his birth and existence wasn’t registered with the government.

He might not have even had a real name. Since it’s confirmed he was the one who named Yoichi, who’s to say he ever gave himself a name until he decided to call himself All For One? It’s possible he considers his “true” name to just be his villain name.
