literally the prequel comics spells it out that the twins were approached by hydra agents posing as shield agents, something implied many times over the films. this is literally addressed when pietro is surprised by tbe helicarrier showing up to save the people. "this is shield???" hydra would not operate in the open in an eastern european country. what is not clicking for some of y'all?
