Haven't read too many of them myself but if you're looking for comics with a heavy focus on Gotham's treatment of the mentally ill and rehabilitation then some of Harley Quinn's solo stuff might be of use? Given that she was a psychologist at Arkham and has been trying to slowly redeem herself after being trapped in an abusive relationship herself I think it touches on some of the themes you're referring to.

If you're exploring more about how the city's social care system functions, it may be worth exploring how Arkham is simultaneously used as a hospital for the criminally insane and a holding prison for enhanced prisoners who are deemed too dangerous to be held in Blackgate. I've heard people point out how characters like Poison Ivy for example aren't really crazy at all, but Jason Todd is probably the best example of this.

During Dick Grayson's run as Batman after Battle For The Cowl, Jason really embraced the roll of supervillain. When Dick got him arrested he was thrown in Arkham despite passing all of the psychological tests. Unlike Ivy, Jason's not even really enhanced. Some minor side effects from the Lazarus Pit aside, he's human. Traumatised, but high functioning and definitely not criminally insane. He was eventually moved to a regular prison because they legitimately couldn't justify holding him there anymore, but after killing a bunch of inmates they sent him right back.

Most depictions I've seen of Arkham make it seem like hell on Earth. Doesn't exactly bode well for Gotham's rehabilitation scheme.
