This is from TransferMarket and it shows the top spenders in the last decade. As you can you have seven clubs who spent over £1 billion: PSG (the bad guy as always), but you also have Manchester City, United, Real Madrid, Juventus etc...

Furthermore, Agnelli (president of Juventus) was also sitting on the UEFA board or something therefore this point doesn’t mean a thing because Juventus is one of a founding father of this league.
