okay wait i'm thinking. maybe early days of the hunger games and/or post- slight regime shakeup. the pitches WERE originally a capitol family but they got transported to a district in a political purge and then natasha immediately "coincidentally" got reaped, fought hard, but eventually died! therefore baz can be a career tribute as a kind of tradition / family honour / revenge thing AND his specific situation can be new and his family background incredibly privileged. mwahaha
