Birdie obeys orders if they are given by somebody he accepts as having authority over him (Father. The Shaman of the Tribe. Few others)
If not, he doesn't argue nor talk back. He simply doesn't care for the order itself. He doesn't disobey for the sake of it (what is the point?) but neither he obeys. 
He seems more obedient than he is for he is very independent, used at taking care of himself and rarely needs to be told what to do. He dislikes people interfering with his routines and the concept that since he is a child he should just do as he is told is something that has never occurred to him. 
He doesn't understand the concept of intrinsic authority. He has not internalized the concepts of "laws" or "law enforcers". They are Thedosian concept. In the Wilds, you do what you need or die. He knows that in Thedas things are different, but it doesn't mean he bows to it. He just plays along.
Thedas is enemy territory. Wherever is the Chantry, he walks among enemies. Your enemy's ways are not your own.
