FG’s National Social Housing Programme – 8 Things You Should Know

Earlier this year, The Economic Sustainability Committee led by the Vice-President, Yemi Osinbanjo, prepared a N2.3 trillion Economic Sustainability Plan (ESP), a plan approved by President Buhari in June 2020, here are the top eight facts you should know about the National Housing Scheme, one of the planned schemes under the ESP aimed at providing low income houses to over 1.5 million Nigerian families while creating 1.8 million jobs in the process.
There’s a Family Homes Fund set to begin construction of over 300,000 housing units next week, a minimum of 400 houses is expected to be built in each of the 774 LGAs in the country including the FCT.
Estimated to cost over N400 billion, proposed sites where the housing project will be located have already been identified across various geo-political zones by the Federal Government. These sites include those in Ekiti and Ogun in the Southwest; Enugu, and Abia in the Southeast; Delta, and Edo in the South-south; Yobe, and Bauchi in the Northeast; Kaduna and Katsina in the Northwest; Nassarawa and Plateau in the North-central; and sites in Abuja .
Ranging between 1,2 and 3 bedroom units, these apartments will cost as little as N1.8 million with a peak of N2 million, financial assistance will also be made available in form of mortgage loans with low interest rates and without collateral.
There is also a Rent To Own option under the Social Housing Program of the ESP, this is to enable the common man own his own home.
The CBN already committed N200 billion facility to kick start the Social Housing Project and 5% of the facility has been guaranteed by the Ministry Of Finance. Financing will be arranged through the designation of a Homes’ Warehousing Agent who will purchase the completed homes from the developers. Individual buyers will then purchase homes from these Home’ Warehousing Agents. The implementing agency is Family Homes Fund Ltd and it has mobilized thousands of cooperatives groups across the country as the main warehouse agents to mobilize low-income buyers. For instance, FHF recently met with 93 Cooperative Leaders from the 6 geographical zones, under the aegis of the Co-Operatives Federation of Nigeria.
Focusing on job creation under the social housing project, jobs will be created from the need for the local production of building materials and housing inputs such as doors, windows, hinges, frames, cement, paints, etc. For instance, about 1.5m doors would be needed, 1.8m windows, 7.8m hinges amongst other input needs.
Building sites will also function like factories for the manufacturing of these house inputs to increase local production of building materials and save costs on the importation of building products.
The social housing project will also employ both the services of established developers and young small-medium scale professional contractors (architects, engineers, quantity surveyors, accountants, etc). These groups will in turn employ the needed artisans.

The Minister of Agriculture and Rural Development, Sabo Nanono, says following Federal Government’s effort to encourage local production, Nigeria may stop fish importation in 2020.

The minister made this known while receiving a delegation from the National Fish Association of Nigeria (NFAN) led by its National President, Dr Gabriel Ogunsanya in Abuja on Tuesday.
Nanono said time had come for Nigeria to look inward to tap into the huge potential in fisheries and aquaculture for local consumption and export.

He noted that measures were already been put in place by government to actualise the plan.
According to him, this is an area that we can join hands to promote fish production. We have to seriously reduce importation of fish into the country.
“Last year, we issued about one million licenses. This year, I virtually cut it into half.

“I hope next year we will further cut it so that in the next two years we may rely entirely on what we produce here.
“Since you are producers and probably processors it is important to take note of your development in the fish sector towards this, ” he said.
He further said, “In the next years, probably we will not allow importation of fish into the country.

“I know people are saying we can only rear catfish, tilapia and a few other species but most of the white fish they do not do well here.
“But I know for a fact that the consumption of catfish is very high in this country both the fresh one as well as the smoked one.
“In fact, I was made to understand that it now has export market. So, if you put your head together and work hard, the future is very bright for fish producers in this country,” he said.

The minister assured the association of the government’s readiness to assist where necessary to move the industry forward.
Earlier in his remarks, the President of NFAN, Dr Gabriel Ogunsanya, while commending the minister for his commitment to moving agriculture to the next level, called for assistance in some areas.
He urged the Minister to involve members of the association in training programmes of the ministry and other relevant agencies.

He said, “we need a letter of introduction to CBN, NIRSAL, BOI, BOA for timely intervention to boost the fish industry production business in Nigeria.
“We also pray for the minister to guarantee loans and credit facilities for the purpose of business expansion.
“The association also needs a letter of introduction to the 36 state governments and the FCT, Abuja.

“We also kindly pray that the minister looks into reactivating dormant fishery terminals, fish markets, hatcheries and develop brood stock bank for identified fish species and privatise the for utilisation of NFAN members.”
The president equally urged the minister to direct research institutes to embark on demand driven researches to benefit the entire industry.
He also called for measures to be put in pace to support commercial fish production from along the value chain for both local and export markets.

Ogunsanya also urged the minister to involve the association in the policy formulations for the fish industry.
He called for establishment of a liaison office space to ensure closeness to our mother ministry and smooth interface with your management.
On the gains of the association so far, the president said, it had made some progress in the last few years
He said, “the National Fish Association of Nigeria is the umbrella body for all fisheries and aquaculture industry value chain in Nigeria.

“It has the mandate and responsibility of bringing together every farmer and industry operator groups to obtain or share useful business information and training.
“The association was established by the Federal Government to play such roles long other things.
“We have carried out several advocacy enlightenment and training activities and programmes for both the existing and upcoming fish farmers, producers and processors.
“We have undertaken business development promotion engagements with MDAs and development partners including the CBN, NIRSAL, NEPC, SON, Quarantine and Raw Materials Research Council.

“Also, between Sept. and Oct. last year, we met with the AUIBAR Consultant on fisheries from Nairobi as well as the Cultivating New Frontier in Agriculture (CNFA), the prime implementing partners of USAID’s Feed the Future Project in Nigeria.
“All efforts in this regard are geared toward repositioning the industry and better the lot of the farmers and stakeholders.”
The News Agency of Nigeria (NAN) reports that part of the NFAN delegation was Dr Ladan Aliyu, Deputy National President and National Vice Presidents representing North West, North East, South South and South East.

BDC Chief Urges FG to Leverage U.S., China Trade Tension to Strengthen Naira

The Association of Bureau De Change Operators of Nigeria (ABCON), has urged the Federal Government to leverage trade war between the U.S. and China to further strengthen the naira and develop the economy. Alhaji Aminu Gwadabe, President of ABCON said this in a statement issued on Monday in Lagos.   According to him, the trade tension has led to a higher crude oil price which is good for the naira and the economy. “The trade war between the United States of America and China has led to higher crude oil (Brent) prices, which is good for the naira and the Nigerian economy. “Since the beginning of April this year, oil prices have remained above 70 dollars per barrel as the trade war rages.   “The U.S. sanctions on Iran and Venezuela have tightened the supply of crude oil to the market and put upward pressure on oil prices,’’ Gwadabe said. The ABCON chief noted that Washington had last week, raised tariffs on 200 billion dollars worth of Chinese imports to 25 per cent from previous rate of 10 per cent, pushing prices of affected consumer goods higher. He urged the Federal Government and the Central Bank of Nigeria (CBN) to introduce programmes that would support growth and development opportunities in the country. Gwadabe said that with the exchange rate stability being witnessed in the market, the CBN should strive toward achieving a single digit interest rate that would stimulate economic activities and business growth.   On currency swap deal, Gwadabe said that Russia and the Asian countries were already utilising their Yuan Swap agreement with China to strengthen their local currency, a strategy he said Nigeria was also expected to pursue.   The ABCON boss advised the CBN management to deepen currency swap pact with China and diversify commodity exports to the U.S. in other to diversify foreign exchange earnings for the country. According to him, Nigeria should focus on diversifying its foreign exchange earnings through the promotion of Diaspora remittances for economic buffer and foreign reserves accretion. He said this was obtainable in India and the United Arab Emirates where migration remittances had lifted their economies. According to him, effort should also be intensified by fiscal authorities in empowering the youths through job creation and higher productivity. The financial expert explained that BDCs nationwide were committed to transparent foreign exchange transactions within the ambit of the law. He commended the CBN management for promoting a sustainable exchange rate stability policy that was in consonance with its price stability mandate. Gwadebe said there was an option for the CBN to either abandon the exchange rate stability mandate to accumulate foreign reserve and allow the naira to depreciate as was the case when the local currency dropped to N530 to a dollar nearly two years ago. He said the CBN had been able to create a people-focused bank, promoting macro-economic objectives such as low inflation and a stable exchange rate, with focus on promoting inclusive growth and reducing unemployment in the country. The ABCON president added that the apex bank had also increased its lending to the agricultural and manufacturing sectors. This he noted was being done through targeted intervention schemes such as the Anchor Borrowers Programme, Commercial Agricultural Credit Scheme and the Real Sector Support Facility. He said that ABCON under his leadership would continue to support the CBN’s progressive policies, including the Investors and Exporters (I&E) Forex Window which had attracted 48 billion dollars worth of transactions to the economy. “This has supported the rise in external reserves to 45 billion dollars in April 2019, from 23 billion dollars in October 2016.’’ He said with improved availability of foreign exchange, the exchange rate at the I&E FX window had remained stable over the past 24 months at an average N360 per dollar. According to him, the parallel market exchange rate has appreciated from N530 per dollar in February 2017, to N360 per dollar today. He listed other growth-support interventions initiated by the CBN as the N222 billion Micro, Small and Medium Enterprise Development Fund (MSMEDF) among others. Gwadabe noted that in most of these interventions, loans were granted at a concessionary rate of nine per cent. These policies, Gwadabe said should be sustained and leveraged on at this period of higher oil prices to grow the local currency and promote healthy foreign exchange reserves. Read the full article

Bauchi, FG to construct 4,000 housing units for low income earners

The Federal Government in partnership with the Bauchi State government is set to commence construction of new multi-billion naira 4,000 housing units in the state for low-income earners.
This was revealed on Saturday by the Managing Director, Family Homes Fund, Mr Femi Adewole, at a partnership meeting among
the state government, Family Homes Fund and organized Labour held at the Government House in Bauchi.
According to Adewole, the new housing project is being constructed under the Federal Government’s Social Housing Programme as part of its plans to provide people of low income with affordable accommodations.
He informed that the N200 billion housing programme is a Federal Government initiative designed to construct 300,000 housing units in selected states across the country to be funded by the Central Bank of Nigeria (CBN) through the Federal Ministry of Finance.
He added that beneficiaries will be assisted to access mortgage loans to pay for the houses. The loans, Adewole said, will be repaid in 25 years.
The stakeholders meeting, the Managing Director said, is to outline the roles of organized labour in ensuring that citizens of the state, particularly low-income earners have access to the programme.
He added that apart from the housing programme providing an opportunity for Nigerians to access affordable houses will also create job opportunities for low-income earners.
“It is my pleasure to be in Bauchi again to introduce the Federal government Social Housing Programme and to outline the roles of organized labour in ensuring that citizens of Bauchi especially those who are on low income have access to the programme.”
“The programme is an opportunity for Nigerians to access affordable houses, create job opportunities for people of low income, reviving industries through using their materials for the construction of the project and improving the general well-being of vulnerable groups,” Adewole said.
According to him, the Family Homes Fund was established by the administration of President Muhammadu Buhari as a social financing institution to mobilize finances for affordable homes for Nigerians.
He expressed delight with the ongoing construction of 2,500 houses in the state and commended Governor Bala Mohammed for working with his firm in that regard.
“I am happy to report that we are satisfied and delighted with the progress of the ongoing construction of 2,500 houses in Bauchi which is not only to provide affordable homes for the people of Bauchi but most significantly create job opportunities for many local people. We want to appreciate the governor for working with us,” he said.
Adewole assured that in addition to the ongoing construction of 2,500 and the new 4,000 housing units to be constructed, the Fund will continue to invest in Bauchi State throughout the tenure of the present administration.
Speaking at the stakeholders meeting, Governor Mohammed, who chaired the meeting, assured of the state government’s commitment towards the immediate commencement of the new housing project in the state.
Represented by the state Commissioner for Housing and Environment, Honorable Hamisu Muazu Shira, the governor declared that the Family Homes Fund is a good partner of the state government, adding that the meeting is an opportunity for the state to leverage on to provide houses for people of the state.
“We consider Family Homes as a good partner with the Bauchi State government and today we are here to discuss yet another opportunity that Bauchi State will leverage on to ensure that low-income earners, respected civil servants and people of the state benefit from this golden opportunity,” he said.
