The number of Black women mayors leading major cities to reach historic high. Here is why they are winning

Her victory came just two weeks after Kim Janey was appointed Boston’s first Black female mayor following the resignation of Marty Walsh, who is now the US Labor Secretary. Janey recently announced she would run for a full term in this year’s mayoral election.

With the ascension of Jones and Janey, there will be a historic high of nine Black women serving as mayors of the nation’s 100 largest cities. Other major cities led by Black women include Atlanta, San Francisco; Chicago; Baton Rouge, Louisiana; New Orleans; Washington, DC; and Charlotte, North Carolina.

Political observers say the growing number of Black female mayors signals they are gaining electoral strength and appealing to voters in races that have been historically won by White men. They say Black women have proven they are relatable with an ability to lead, organize and engage new voters. Black women are also speaking out against the racial disparities in their communities at a time when the nation is having to reckon with systemic racism and police violence against Black people.

Kimberly Peeler-Allen, a visiting practitioner at the Center for American Women in Politics at Rutgers University, said as more Black women rise to political power, the electorate is seeing the importance of having diverse voices making decisions.

“Black and brown women are running with a message that is a totality of their life experiences, which transcends race or gender,” Peeler-Allen said. “And there are people who are saying ‘she may not look like me but I know we share the same experience, because she is wrestling with credit card debt, or she has a family member with addiction or she’s a small business owner, she’s a veteran.'”

Peeler-Allen said she believes the advancement of Black women in all levels of government could also be inspiring more to run for office.

In the last few years, Kamala Harris became the first Black female vice president, Ayanna Pressley became Massachusetts’ first Black woman elected to Congress, and Tish James was elected New York’s first Black female attorney general.

Stacey Abrams narrowly lost her bid to become the nation’s first Black woman governor in 2018, but is now a powerful advocate for voting rights for people of color. Some political analysts view Abrams as a viable candidate for Georgia’s gubernatorial election in 2022.

Creating equity in St. Louis

Both Jones and Janey have vowed to make racial equity a priority while reflecting on their own lived experiences as Black women.

Jones said during her victory speech that she would not stay silent or ignore the racism that has held St. Louis back.

She told Appradab she wants to address the exodus of Black residents in recent years and why they don’t feel welcome in St. Louis. The city’s Black population dropped from 51% to 45% in the last 10 years.

Jones said she wants to revitalize the northern part of the city where she grew up because the neighborhoods have been neglected.

“I am ready for St. Louis to thrive instead of just survive,” Jones said on Appradab “New Day” earlier this month. “We need to provide opportunities for everyone to succeed, no matter their zip code, the color of their skin, who they love or how they worship.”

Kayla Reed, executive director of the grassroots racial justice group St. Louis Action, said she believes Jones can relate to the plight of Black people in St. Louis because of her lived experience as a single mother from a marginalized neighborhood.

The city, Reed said, struggles with segregation, disparities in education, employment and housing, overpolicing and violence in the Black community.

Reed said Jones has embraced the demands of a racial justice movement that started in 2014 when unrest broke out in nearby Ferguson following the police killing of Michael Brown. Ferguson elected its first Black woman mayor Ella Jones last year.

Jones is listening to the concerns of organizers and giving them a seat at the table, Reed said.

“She understands the unique inequality that our communities face,” said Reed, who campaigned for Jones and sits on her transition team. “And it gives her an advantage to think through creative, innovative solutions to shift outcomes and conditions.”

Breaking the ‘steel wall’ in Boston

In Boston, Janey has promised to answer the call for equity in a city with a reputation of being racist.

Boston struggles with an enormous wealth gap, unequal economic opportunity, neighborhoods that are segregated along racial lines and disparities in access to education.

The median net worth for White families is nearly $250,000 compared to just $8 for Black families, according to a 2015 study by the Federal Reserve Bank of Boston.

There is also a racial disparity in city contract awards, with a recent study showing that only 1.2% go to Black and Latino-owned businesses. Black and Latino workers also face higher unemployment rates than White workers in Boston.

Janey wrote in a Boston Globe op-ed that she will tackle these inequities with new policies and creative solutions.

She also reflected her experience with racism as a child on the frontlines of school desegregation in the 1970s. Janey said rocks and sticks were thrown at her bus while people yelled racial slurs.

Janey told Appradab that she believes there is an added burden to being the first woman and the first Black person to serve as mayor of Boston.

“I know there is a perception and a reputation that Boston has, but I think what is important is that the reality and the opportunities that we create for residents here is one that is focused on equity, on justice, on love and ensuring that there is shared prosperity in our city and shared opportunities,” Janey told Appradab’s Abby Phillip. “It’s not to say that we’ve solved everything when it comes to racism, but I think we have come a long way.”

Tanisha Sullivan, president of the Boston NAACP, said civil rights leaders have spent decades advocating for diversity in city leadership.

Black people have been able to win seats on city council and Rachael Rollins was elected the first Black female district attorney of Suffolk County in 2018. However, Black Bostonians have hit a “steel wall” with the mayor’s office before now, Sullivan said.

“There has been more of a concerted effort and focus on breaking through with the belief that having more diversity in that office leading the way would result in public policy that was intentional about racial equity and so many other quality of life measures that would be good for our city as a whole,” Sullivan said.

Sullivan said racial justice advocates are now hoping Janey will create momentum around electing a woman of color as mayor in November.

There are two Black women — Janey and Andrea Campbell — and one Asian woman, Michelle Wu, running for mayor.

Sullivan said it is past time for a Black woman to win the mayor’s office in Boston.

“We have for generations now been the engine behind the ascension of so many others to political office,” Sullivan said. “It has been our strategy, it has been our sweat equity, it has been the soles of our shoes that been worn out for others. It is not only our time, we have earned our spot.”

Black women mayors are a force

Jones and Janey are joining the tide of Black women mayors who have emerged onto the national stage in recent years.

San Francisco Mayor London Breed gained national attention when she was one of the first to lock down her city when the Covid-19 pandemic hit US soil last year.

Atlanta Mayor Keisha Lance Bottoms was one of the top contenders to be President Joe Biden’s running mate. She was also lauded for her assertive response to protesters looting in city streets during uprisings last summer and speaking out against Gov. Brian Kemp’s decision to lift Covid-19 restrictions last spring.

Chicago Mayor Lori Lightfoot has made headlines for defending her city and standing up to sharp criticism from former President Donald Trump who threatened to send in federal law enforcement officers to fight violent crime there.

Black women in New York are also hoping to join the short list of Black female mayors making history.

Both Maya Wiley and Dianne Morales, who identifies as an Afro-Latina, are vying to become the first Black woman to lead the nation’s largest city.

Wiley has garnered the support of Black female celebrities including Gabrielle Union and Tichina Arnold. Rep. Yvette Clarke announced earlier this month that she was endorsing Wiley.

Some activists say the success of Black women in mayoral offices is creating a pipeline for them to run for state and national office in the future.

“We still have not had a Black woman governor, we still have not had a Black woman who has been speaker of the house, there is not a Black woman now in the US Senate,” Reed said. “So, there are gaps, but I’m confident that with the election on the local level, not only are we changing things but we are building a pipeline to answer those questions.”

Bike-share program to launch this August in Patchogue and Babylon

Qualified Opportunity Funds Encourage Long-Term Investments

The Tax Cuts and Jobs Act (“TCJA”) enacted a new opportunity to incentivize real estate investment and development in low-income communities across the country. This new incentive creates Qualified Opportunity Zones (“QOZs”) in which investors who previously recognized a taxable gain can defer or eliminate it by investing the gain proceeds into a Qualified Opportunity Fund (“QO Fund”). QOZs are designated low-income housing communities in the United States (or Puerto Rico) in which a population census tract is above the poverty rate, or median family income does not exceed a percentage of the statewide median family income.

This program is designed to be a complement to other Federal incentive programs such as Low-Income Housing Tax Credits or New Market Tax Credits.

The Tax Incentive to Invest in a QO Fund

1. Tax deferral of previous disposition gain.

The investor interested in benefiting from this newly created program must invest their gain from a previous transaction in a QO Fund, which can be structured as a corporate or partnership entity. Please note that this can be any gain from the sale of real or non-real property, even assets which generate ordinary income. The gain is deferred by investing the amount of the gain into a QO Fund, hence the return of the capital portion does not need to be invested in order to benefit from the deferral. The investment must be made within 180 days after the sale of the property which triggered the gain. The gain is deferred to the earlier of (i) the date on which a QO Fund is disposed or (ii) December 31, 2026.

2. Basis increase of a QO Fund.

An investor’s initial tax basis of a QO Fund is initially zero since the cash being invested is from a transaction in which the gain is being deferred. However, if the investor holds its interest in a QO Fund for at least five years, the tax basis is increased by 10% of the deferred gain; if the interest is held for at least seven years, the basis of the deferred gain is increased by an additional 5% of the original gain. Hence there is a potential of an overall basis step up of 15% on the deferred gain.

3. Elimination of the gain on certain properties held by a QO Fund.

Investors that hold the Opportunity Fund investment for at least 10 years can receive the added benefit of paying no tax on any realized appreciation in investments made with the QO Fund. Please note that this permanent exclusion would only be beneficial for any gain appreciation after December 31, 2026 since the original gain which was invested in the QO Fund will need to be recognized.

In a real estate deferral structured as a like-kind exchange, the investor would need to invest all of the proceeds related to the sale of the disposed property, and the gain and return of capital proceeds. This is not the case with QO Funds since the investor would only need to invest gain from the previous transaction.

Qualified Opportunity Zone Designations:

State governors were required to nominate Qualified Opportunity Zones within their state to the U.S. Department of the Treasury by March 21, 2018 to be considered for approval. As of May 21, 2018, the Treasury announced that 20 states and two U.S. territories have designated QOZs including New York and New Jersey. This designation is retained for the next 10 years until it would be required to be renewed.

The New Jersey approved designations include (but are not limited to) tracts of land in the Atlantic, Bergen, Camden, Essex, Hudson, Middlesex, Monmouth, Morris, Ocean, Passaic and Union Counties. Please click here to reference the complete list.

The New York approved designations include (but are not limited to) tracts of land in the Bronx, Kings, New York (Manhattan), Nassau, Queens, Richmond (Staten Island), Rockland, Suffolk and Westchester Counties. Please click here to reference the complete list.

QO Funds and the Certification Process:

A QO Fund is designed to be an investment vehicle that is set up as either a partnership or corporation by investing at least 90% of its assets in an eligible QO Zone Property. A QO Zone Property is either one of the following: QO Zone Business Property, QO Zone Stock, or QO Zone Partnership Interest.

QO Zone Business Property is tangible property used in a trade of business of the QO Fund and meets the following requirements: The property must be acquired by the fund by purchase and from an unrelated party to the fund; The original use of the acquired property must start with the QO Fund; or, the QO Fund substantially improves the used property.

Substantial improvement requirement is met if 30 months after the date of acquisition the additional improvements to the property exceed the cost of acquiring the property.

A domestic corporation or a partnership will be treated as either QO Zone Stock or QO Zone Partnership Interest if such entity was acquired by a QO Fund after December 31, 2017, and solely for cash. Furthermore, the QO corporation or partnership in which a QO Fund invests must have an underlying active business located in a QO Zone, and the business itself does not operate in certain types of entertainment or recreational activities (i.e. golf course, country club, massage parlor, hot tub facility, suntan facility, racetrack, gambling casino, or any store the principal business of which is the sale of alcoholic beverages for consumption off premises).

The certification process to become a QO Fund is a self-certification process in which the corporate or partnership entity will self-certify by attaching a form to their timely ﬁled federal income tax return for the tax year. No approval or action by the IRS is required.

If at any year the QO Fund holds less than 90% of the QO Zone Property, it would be subject to a penalty for each month it fails to meet the requirement.

How the Deal is Structured:

A QO Fund is formed and self-certified.

An investor with a recently realized gain elects to invest this gain into the QO Fund, taking stock or partnership interest in return. By so doing, the investor gets to defer the gain. Please note that the investor is required to invest only the amount of the gain to be deferred, not the total amount realized.

The QO Fund uses the investment to acquire a QO Zone Property. This investment represents the QO Fund’s interest in the underlying business in the low-income community.

If the investor sells or exchanges his QO Fund interest before December 31, 2026, the investor will recognize the deferred gain. However, if the investor holds the investment for at least 5 years, the investor will receive a 10% step up in basis in connection with the original gain.

On year seven, the investor receives an additional 5% step up in basis in connection with the original gain, so 15% of the gain is reduced.

By December 31, 2026, if the investor has not sold the interest associated with the original gain, they must then recognize the gain. Please note that if the investment was held by at least seven years, the investor would only pick up 85% associated with the original deferred gain.

If the investor holds their interest in the QO Fund for at least 10 years, the investor would not owe any tax related to any QOZ property which has been appreciated during such time.

Investing within a Qualified Opportunity Fund can be truly beneficial to developers who will see significant tax incentives, and property owners who can sell these properties and defer their taxable gains. This new development opportunity will draw additional investments to low-income communities and generate economic growth for their respective residents.

I came to north Carolina at the beginning of August from FL to stay with my aunt while I got my finances in order and she recovered from her back surgery. I plan to stay here until a bit after the new year. When I moved, I arranged to have my mail forwarded while i am here. Also around this time, I started searching for a new insurance provider because my rate had gone up with geico. I decided on progressive. When signing up for progressive, I signed up with my Florida drivers license number and my new nc mailing address. A couple of months later I received a letter from the state of Florida saying that they were notified my geico insurance policy was cancelled and to provide new proof of coverage. I went online and provided the information but apparently made an error when selecting the insurance company name. I accidentally selected protective insurance company instead of progressive. I was made aware of this error when I received a license suspension letter yesterday. Since then I have notified the state of Florida Of the error. I then received notice that my insurance was still not acceptable because Florida requires that if I have a florida registration, i must have a Florida policy. I called my insurance who confirmed that although they provide Florida coverage, I was under a nc policy even though I provided them with a Florida drivers license number since my mailing address was currently nc. I have had no lapse in coverage, but my insurance company cannot switch it back to florida until I am living there again at the beginning of the new year and can provide a valid address of where I will be living. I do not know where I will be living when I get back yet because I will have to find a new place to move into. Does anyone have any advice as to what to do in this situation?
